About this file
This is a Request for Quote (RFQ) for sports officiating services issued by the U.S. Air Force at Dyess AFB, Texas. RFQ #FA466126Q0106 was issued on 30 September 2026, with the deadline for receipt of offers extended to 23 October 2026 at 10:00 a.m. CST via email submission. The Contracting Officer is TSgt Trevor Finch, and quotes should be sent to darryl.overton@us.af.mil and Trevor.finch.1@us.af.mil. This is a Firm-Fixed Price (FFP) contract for small businesses (NAICS 711219, SB Size Standard $16.5M) with no set-asides. The Government has indicated that funds are not presently available, making the contract contingent upon appropriated fund availability.
The contract requires officiating services for five sports spanning a five-year period from 1 November 2026 through 31 October 2031, consisting of a mandatory base year and four one-year option periods. Services include Basketball (2 referees and 1 scorer/timer per 40 games annually), Flag Football (3 referees per 40 games), Volleyball (1 referee and 2 line referees per 40 games), Softball (2 umpires and 1 scorer/timer per 40 games), and Soccer (1 referee and 2 linespersons per 30 games). Quotes must include two sections: Volume I (Technical) and Volume II (Price). The technical evaluation uses Pass/Fail criteria focusing on Personnel Qualifications & Certifications (demonstrating active certifications in all five sports) and Management and Staffing Approach (comprehensive operational and scheduling plans). Award will be made on Lowest Price Technically Acceptable (LPTA) basis to the lowest Total Evaluated Price (TEP) among technically acceptable offerors. All offerors must be registered in SAM. Payment terms default to NET 30, and delivery is FOB Destination. Amendment 001 extended the deadline and added Questions and Answers as Attachment 4.

Evaluation Of Offers: The Government will first evaluate Section I (Technical) for all offerors. Quotes that are rated "Unacceptable" for any technical sub-factor will be ineligible for award and removed from further consideration. For all technically acceptable quotes, award will be made to the offeror with the lowest Total Evaluated Price (TEP) without further consideration of technical merit.
SECTION I: TECHNICAL EVALUATION
The Government will conduct an in-depth technical evaluation on a Pass/Fail basis. The offeror’s technical plan must demonstrate a clear understanding of and ability to meet the requirements of the Performance Work Statement (PWS). To receive an overall "Pass" rating, the offeror must be rated "Pass" on both sub-factors listed below. Any rating of "Fail" on a sub-factor will render the entire technical quote
"Unacceptable."
Technical Sub-Factor Standard for a "Pass" Rating
Sub-factor 1:
Personnel
Qualifications &
Certifications
The offeror must provide a detailed plan demonstrating its capability to provide officials who meet the specific certification requirements outlined in PWS Section 1.7. This includes, but is not limited to, active certifications from Flag Football, Basketball, Volleyball, Softball, and Soccer. The plan must explicitly describe the offeror's process for verifying and maintaining these certifications for all personnel assigned to the contract.
Sub-factor 2:
Management and
Staffing Approach
The offeror must submit a comprehensive management and staffing plan that addresses all operational timelines and requirements in PWS Section 1.8 and Appendix A. The plan must describe the systematic approach for scheduling the required number of officials for each sport, managing on-site operations, ensuring accountability for government-furnished property, and providing a qualified contract manager as a single point of contact.
SECTION II: PRICE EVALUATION
Price will be evaluated for fairness and reasonableness, but it will not be scored. For all technically acceptable offerors, award will be based on the lowest Total Evaluated Price (TEP).
The TEP will be calculated by adding the total price for all Contract Line Item Numbers (CLINs), including the base period and all four (4) option periods. Evaluation of options does not obligate the Government to exercise such options.
