About this file
This file is a Questions and Answers (Q&A) document addressing clarifications for a federal RFQ for sports officiating services.
The solicitation involves providing officials for five sports: NIRSA flag football, NCAA basketball, USAV volleyball, USA Softball, and FIFA soccer. All officials must have a minimum NFHS certification, though proof is not required until before the official begins officiating a game; quotes do not need to include names, resumes, or current certifications but rather a plan for providing certified officials. For volleyball, the required crew composition is one referee and two line referees (three total) per game, with each game price covering the complete crew for the base year and four option years. The submission deadline is October 20, 2026, at 10:00 a.m. Central Daylight Time, with responses submitted to trevor.finch.1@us.af.mil. Primary on-field officials (referees and umpires) should be classified under SCLS Code 28630 – Sports Official, while scorers and timers should be linked to Code 28510 – Recreation Aide. If games are cancelled after officials arrive, the government will make payment for only one scheduled game. The prime contractor may satisfy officiating requirements through qualified subcontractors provided the prime remains responsible for performance. FAR clauses 52.219-14 and 52.222-43 will not be included in the contract. The prior contract number is FA466122P0028. The government will arrive 45 minutes before the start time and ensure the court, field, and equipment are ready to play at least 15 minutes before the start.

Question
1. Personnel credentials: For PWS 1.7 and 4.4.2, please identify the accepted certification issuer, level and documentation for each sport: NIRSA flag football, NCAA basketball, USAV volleyball, “United Softball Association (USA)” softball and FIFA soccer. Does the soccer requirement accept current U.S. Soccer certification, and does the softball requirement refer to USA Softball? What credential/resume evidence must accompany the quote, and what must be provided before award?
All officials must have, at a minimum NFHS certification. It is not required before the contract is awarded. Just before a person officiates a game
2. Volleyball staffing: The CLINs and PWS 1.8.1.3 require one referee and two line referees, while Appendix A, 5.1.1.3, lists one referee and one scorer. Which crew composition should be priced and provided?
One referee and two line referees
3. Price schedule: The RFQ refers to Attachment 5, Price List, but we could not locate it among the posted files. Please provide it or confirm that the embedded 25-CLIN schedule is the required format, with each game price covering the complete crew for the base and four option years.
Please see the attached spreadsheet
4. Deadline and submission: Please confirm the October 20 deadline in local Central time. The RFQ says 10:00 a.m. CST; SAM shows 11:00 a.m. CDT. Please also confirm submission to both addresses used here, as the RFQ header lists trevor.finch@us.af.mil while the submission instructions list trevor.finch.1@us.af.mil.
1000hrs & trevor.finch.1@us.af.mil
5. Volume and cancellations: Is any minimum game volume or payment guaranteed?
Please clarify payment for multiple games cancelled after contractor arrival under PWS 2.4.1.3.2–2.4.1.3.5, including the one-game-per-site/day limit, and how those provisions interact with the no-price-decrement language for weather-related base closure in 4.5.10.
If game(s) are cancelled after the officials arrive for any reason, we will make payment for only one of the schedules games.
6. Contract clauses: Please confirm the applicable limitations on subcontracting and the mechanism for required wage/fringe adjustments in option years. We did not find FAR 52.219-14 or 52.222-43 in the posted clause package.
52.219-14 or 52.222-43 will not be included mailto:trevor.finch@us.af.mil mailto:trevor.finch.1@us.af.mil mailto:trevor.finch.1@us.af.mil
7. The Wage Determination does not appear to identify a specific referee/sports official classification. What SCLS labor classification should offerors use for referees, umpires, line officials and scorers/timers, and is an SF-1444 conformance anticipated?
Offerors should utilize 28630 – Sports Official for primary on-field officials (referees and umpires). Supporting roles such as line officials, scorers, and timers may be classified under Code 28630 – Sports Official or 28510 – Recreation Aide, dependent on what their primary role may be.
8. For the certifications required by PWS 1.7, does the Government require copies of each proposed official’s current certification with the quote, or is a detailed process for verifying and maintaining certifications sufficient?
All officials must have at a minimum NFHS certification. It is not required before the contract is awarded. Just before a person officiates a game
9. Can the prime contractor satisfy the officiating requirements through qualified subcontractors, provided the prime remains responsible for performance and all PWS requirements?
Yes
10. Certifications (PWS 1.7): For soccer, the PWS lists FIFA. Would officials holding a current U.S. Soccer referee license (or equivalent state/national soccer association certification) be considered acceptable? Similarly, for basketball (NCAA), flag football (NIRSA), volleyball (USAV) and softball (USA Softball), would current registration with the Texas Association of Sports Officials (TASO) or equivalent recognized officiating bodies be acceptable where the listed certification is not held?
Yes is would be accepted
11. Scorer/Timer: Should scorers/timers be paid at the Sports Official rate (28630) on Wage Determination 2015-5211 Rev. 35, or at a different occupation such as Recreation Aide?
They should be linked to the recreation aide (28510)
12. Paid hours per contest: Does the government have an expected arrival time before each contest (for rosters and equipment pickup per PWS 1.8.3 and 1.8.4)?
The Government will arrive 45 mins before the start time and we will ensure the court, field and equipment is ready to play at least 15 mins before the start.
13. . Prior contract: Is this a follow-on requirement? If so, could you share the prior contract number?
FA466122P0028
14. Response deadline: Please confirm the quote deadline is October 20, 2026 at 10:00 AM Central Daylight Time.
Correct
15. PWS 1.7.2 through 1.7.6 require NIRSA (flag football), NCAA (basketball), USA Volleyball, United Softball Association (softball) and FIFA (soccer) certifications for each official. Will the Government accept equivalent current credentials, such as Texas Association of Sports Officials (TASO) registration in the respective sport, USA Softball umpire registration or U.S. Soccer referee certification, and if not, which specific NCAA and FIFA credentials will satisfy PWS 1.7?
NFHS Certification
16. For Technical Sub-factor 1 (Personnel Qualifications & Certifications), must the quote include names, resumes or copies of current certifications for the proposed officials, or will a detailed plan for providing, verifying and maintaining certified officials meet the Pass standard?
The Quotes does not require names or resumes. A plan for providing at a later time will satisfy

One referee and two line referees (3 total)
18. RFQ Section II bases the Total Evaluated Price on the CLINs in "Attachment 5 (Price List)," but the RFQ lists only three attachments. Please confirm that the CLIN schedule in the RFQ (CLINs 0001 through 4005) is the price list to complete for Volume II.
Corrected.
19. The clause list shows 52.219-6, Notice of Total Small Business Set-Aside, but not 52.219-14, Limitations on Subcontracting. Please confirm the resulting contract will not include 52.219-14.
52.219-14 will not be included
