About this file

This file is a Questions and Answers document for Solicitation FA466126Q0028, addressing contractor inquiries regarding the Dyess Lanes Walk-In Refrigerator procurement and installation project at Dyess Air Force Base in Abilene, Texas. The Q&A clarifies technical specifications and operational requirements for the custom outdoor walk-in refrigeration system, which will consist of a combination freezer, cooler, and dry storage unit with multiple refrigeration systems, doors, partitions, lighting, rain canopy, and anchors. Key technical specifications include a 36-inch door size, single-phase 240V power at 200A capacity, holding temperature operation, and a 2000-pound-rated floor capability for pallet jacks. The existing unit (Model #3678K-4-L, Serial: DX9704188-01) is installed on an elevated platform accessible by ramp and is currently experiencing front door closure issues.

Operational and access requirements mandate coordination with the Contracting Officer and facility manager, with standard working hours from 0800-1600 Monday through Friday, with case-by-case approval for extended hours. Military base access requires coordination post-award through the government office, with background clearance verification for all personnel. The dry storage area requires insulation, and no electrical upgrades are anticipated. An optional site visit is scheduled for April 21, 2026, at 10:00 AM CDT, with RSVP required by April 16, 2026, at 2:00 PM CDT. Contractors should include all information requested in the RFQ within their proposals, though no specific format template is mandated beyond the government-provided template option.
