Summary: Statement of Requirement – Outdoor Walk-In Refrigerator/Freezer System
This Statement of Requirement documents the procurement and installation of an outdoor walk-in refrigeration system for Dyess AFB, TX as a replacement/new installation project. The contractor shall provide a complete turnkey solution including removal of the existing unit, delivery, installation, and commissioning of a new NSF-approved outdoor walk-in system with approximate dimensions of 21'7¾" L x 6'9½" W x 7'2" H and 4-inch panel thickness. The system must be configured as a combination unit with three compartments: a cooler compartment maintaining approximately 35°F, a freezer compartment maintaining approximately -10°F, and a dry storage compartment, all designed for continuous-duty commercial/government use.
The refrigeration system shall include fully integrated components with scroll-type or equivalent compressors, condensers, evaporators, electric and/or air defrost systems, and pre-charged, leak-tested refrigerant. The system requires single-point electrical connection (208–230V / 1 phase typical) with the contractor completing all internal wiring and final connections to the existing load center, while the government provides available power. Additional requirements include interior moisture-proof lighting, external light switch, and a temperature monitoring system (local or remote-ready). The contractor is responsible for site verification, coordination of delivery logistics with primary and alternate government contacts, disconnection of existing utilities, vacuum testing, leak checks, refrigerant charging, and full system commissioning with operational demonstration. Contractors must submit detailed technical proposals, equipment specifications, installation plans, delivery schedules, commercial details, and itemized pricing. Acceptance criteria require temperature verification in all compartments, proper functioning of all components, site cleanup, and delivery of complete documentation including operation manuals, warranty information, and as-built configuration details.
