About this file
This document is Addendum "A" to a Collective Bargaining Agreement between the Laborers' International Union of North America and a contractor at Dyess Air Force Base, Texas, executed July 23, 2025.
The addendum establishes wage and fringe benefit rates for custodian, floor technician, and crew leader positions across three effective dates: November 1, 2023; November 1, 2024; and November 1, 2025. Wage rates range from $16.67 to $18.96 per hour depending on classification and effective date. Health/Welfare benefits increase from $7.25 to $7.55 per hour paid; Pension contributions range from $1.50 to $1.75 per hour paid. Employees receive 12 holidays annually (including Employee's Birthday and Juneteenth Day), vacation ranging from two to four weeks based on tenure, four uniforms annually with replacement as needed, sick leave of one day per month with seven days carryover, and $0.20 per hour training pay. Shift differentials apply at $0.50 for second shift and $0.60 for third shift. Mileage reimbursement is set at $0.70 per mile or the IRS standard, whichever is higher, calculated from building to building rather than to the initial location. Funeral leave provides three days for immediate family with one additional day for travel exceeding eight hours. The addendum supersedes conflicting language in the underlying collective bargaining agreement per the Re-Opener Clause.
