About this file
This is a Questions and Answers (Q&A) document for a federal custodial services contract opportunity at Dyess Air Force Base. The document addresses inquiries from prospective offerors across four primary sections: past performance evaluation, technical specifications and consumables, operations and transitions, and security/cybersecurity regulations.
The contract encompasses comprehensive facility cleaning and maintenance services across multiple cleaning levels (Level 1 Prestige, Level 2 Basic, and Level 4 specialized facilities including fitness centers, child development centers, and youth centers). Key service requirements include daily restroom cleaning across 43,597 square feet base-wide, carpet shampooing ranging from 2,709 to 107,439 square feet annually by facility type, and hard floor buffing and strip/wax maintenance at the Fitness Center (43,452 square feet). The government will provide square footage baselines in Appendix B, and offerors must calculate resource and consumable requirements using industry-standard consumption factors since historical usage data is unavailable. The contract starts November 1, 2026, with a base year and four option years, plus a six-month FAR 52.217-8 extension option. All mobilization, transition, and equipment procurement costs must be amortized within base year monthly CLINs with no separate phase-in pricing allowed. Offerors must price each CLIN independently by cleaning level and option period per the Attachment 5 Bid Schedule. The government bears background investigation processing fees (IRC, NAC/NACI) for child care facility workers, though contractor costs include administrative and employee wage expenses; personnel may work provisionally under direct supervision before background checks complete. The required cybersecurity standard is CMMC Level 1 (Self) for basic Federal Contract Information protection. Wage Determination 2015-5211 applies with custodial staff mapped to Janitor Occupation Code 11150; the government will provide permanently mounted facility hardware (dispensers) with contractor responsibility limited to refilling and stocking compatible products.

Q: Can the offeror utilize past performance from a critical subcontractor? If yes, will they be scored the same as past performance from the offeror?
A: Yes. In accordance with DoW/DoD source selection procedures, the government will evaluate the past performance of proposed critical subcontractors who are slated to perform major or critical aspects of the requirement
However, they are not necessarily scored the same as the prime offeror. The evaluation is based on professional judgment; the relevancy of a subcontractor’s past performance is evaluated strictly in relation to the specific portion of the PWS they are proposed to perform
The prime contractor's overall performance record remains the primary indicator of mission capability.
🧹🧹 Section 2: Technical Specifications & Consumables
Q: PWS App. B & C. Is the estimated square footage in Appendix B current and verified, and does it reconcile with the Appendix C floor plans? If discrepancies exist, will they be corrected by amendment before quotes are due?
A: The square footage amounts provided in Appendix B represents the government's official verified estimates for baseline pricing. The disc-provided floor plans in Appendix C are intended for spatial and layout reference.
If an offeror identifies a material discrepancy between Appendix B and the Appendix C floor plans, they must submit a formal Request for Information (RFI) immediately.
Discrepancies verified by the Contracting Officer (CO) will be reconciled via a formal solicitation amendment before the quote due date.
Q: PWS App. B; 1.2. Appendix B provides restroom square footage but not fixture counts. Please provide, by facility, the number of restrooms and the count of toilets, urinals, sinks, and soap/paper dispensers.
A: Individual fixture counts are not maintained as static contract data. Offerors must calculate their resource, equipment, and supply requirements based on the total Restroom SF (43,597 SF Base-Wide) provided in Appendix B and the cleaning frequencies mandated in Appendix A.
Q: PWS 1.0; 1.5.2. Please provide the average daily population/occupancy of the major facilities, or historical annual consumption of toilet tissue, paper towels, and hand soap, to support pricing of contractor-furnished consumables.
A: Historical consumable usage data is unavailable. Bidders must utilize standard commercial consumption factors (e.g., industry-standard yield rates per square foot for Level 1, Level 2, and Level 4 facilities) mapped against the total square footages provided in Appendix B to formulate their consumable pricing.
Q: PWS 1.5.2. Are the installed soap and paper dispensers a proprietary/locked system requiring specific refills, or standard universal dispensers compatible with any commercial product?
A: The base uses a mixture of universal and proprietary dispensers depending on the facility. In accordance with PWS 1.5.2, if a proprietary dispenser is non-operational or incompatible with standard commercial refills, the contractor is required to provide hand-size push/pump liquid anti-bacterial soap and standard bi-fold/tri-fold paper towels to ensure restrooms remain stocked.
Q: PWS 1.3; App. A & B. Please confirm the total hard-floor square footage subject to strip-and-wax and the total carpet square footage subject to shampoo, by cleaning level, so periodic/restorative labor can be priced accurately.
A: The baseline totals for periodic maintenance are derived directly from the totals in Appendix B and mapped to the frequencies in Appendix A:
Cleaning Level Service Type Total Square Footage (Appendix B)
Frequencies (Appendix A)
Level 1 Carpet Shampoo
28,448 SF 1x Year
Level 2 Carpet Shampoo
107,439 SF 1x Year
Level 4 (Fitness)
Carpet Shampoo
2,709 SF 1x Year
Level 4 (CDC) Carpet Shampoo
8,650 SF Monthly (<2 yrs) / Quarterly (>2 yrs)
Level 4 (Youth) Carpet Shampoo
5,872 SF Quarterly
Level 4 (SAP) Carpet Shampoo
17,231 SF (Combined) Quarterly
Note: Hard floor stripping, scrubbing, sealing, and waxing frequencies for Level 4 facilities must be performed semi-annually as defined in Appendix A.
Q: PWS App. A & B. For the Fitness Center (Facility 7104, 43,452 SF hard floor), please confirm the floor type and that monthly buff plus annual strip/wax reflects current floor condition.
A: The Fitness Center hard floor consists of multi-surface commercial flooring (wood court, synthetic rubber, and vinyl/ceramic tile) [Appendix B, 7104]. The requirement for monthly buffing and annual strip/wax (or power scrubbing/sealing for non-wax surfaces IAW manufacturer specifications) reflects the required operational performance standard to maintain a neat and professional appearance under PWS 1.3.1.
⏱ Section 3: Operations & Transitions
Q: PWS 4.0; SF1449. Is there a phase-in / transition period prior to the 01 Nov 2026 start date? If so, is it separately priced or performed at the contractor's expense?
A: There is no separately priced Phase-In CLIN. Any mobilization, transition, or phase-in activities performed prior to the 01 November 2026 start date must be factored into the contractor's proposed prices for the Base Year monthly CLINs.
Q: PWS 1.4.2. What is the typical lead time to obtain base access/badging and to complete the CDC/Youth Center background checks (IRC, NAC/NACI)? May cleared employees begin under the within-sight provision while NACs are pending?
A: Lead Time: The typical processing time for local base access credentials (VCC) is 3– 5 business days. The comprehensive background checks for child care services (IRC and NAC/NACI) typically take 30 to 60 calendar days.
Within-Sight Provision: Yes. In accordance with PWS 1.4.2.2(b) and DoDI 1402.5 / DoDI 1402.05, contractor employees may be permitted to work provisionally before the completion of the NAC, provided they are within sight and under the direct supervision of an individual who has successfully completed a background check
Q: PWS 1.4.3, 1.4.4. Who bears the cost and schedule impact of CDC/Youth Center immunizations and background checks if a candidate is disqualified after onboarding?
A: The Contractor. Under PWS 1.4.4, payment for any required immunizations and the administrative costs of onboarding are incurred solely at the contractor's expense.
Furthermore, PWS 1.4.4.1 explicitly states that failure to fulfill these requirements in sufficient time to replace an employee will not relieve the contractor of their performance obligations.
Q: PWS 3.1. Paragraph 3.1 references a “land lot for office and storage.” Is this an existing building, or a bare lot on which the contractor must furnish its own trailer/storage? Does the location have power and water available?
A: The Government will provide a designated land lot for office and storage space. It is a bare lot; the contractor is responsible for providing their own temporary office trailer or storage containers. Power and water connections are available at the lot boundary, and utilities will be furnished by the government without cost IAW PWS 3.3.
🔒🔒 Section 4: Security, Cybersecurity & Regulations
Q: Sol. p.76, 252.204-7025. DFARS 252.204-7025 is left blank in the solicitation. What CMMC level is required for award (Level 1 Self, Level 2, etc.)?
A: Because this is an unclassified custodial services contract that does not require access to, storage of, or transmission of Covered Defense Information (CDI) or Controlled Unclassified Information (CUI) on the contractor's internal networks, the required cybersecurity level under DFARS 252.204-7025 is CMMC Level 1 (Self) to safeguard basic Federal Contract Information (FCI)
Q: Attach. 4; 52.222-43. Will Wage Determination 2015-5211 be the version in effect at award, or could an updated DOL wage determination be incorporated before the quote due date?
A: The Department of Labor Wage Determination in effect at the time of solicitation closing will be incorporated into the contract at award. Under RFO 52.222-43, if a new Wage Determination is issued by the DOL prior to award, the solicitation will be amended to incorporate the update, and offerors will be given an opportunity to adjust their proposals accordingly
Q: Attach. 5; Sect. L 3.5.2. Please confirm that offerors price the Facility, Restroom, and Periodic CLINs independently for each cleaning level and each option period on the Attachment 5 Bid Schedule?
A: Yes. Offerors must price each CLIN independently for each service level (Level 1, Level 2, Level 4) and for each option period as structured in the Attachment 5 Bid Schedule to allow for exact recalculations under the modification pricing formula in PWS 4.20.3.
Q: PWS 4.3. Approximately how often per year is performance interrupted by base closures, exercises, or alerts that require rescheduling of services?
A: Historical records indicate that Dyess AFB experiences approximately 2 to 5 days of unscheduled base closures per year due to inclement weather, exercises, or real-world alerts. Under PWS 4.3, any missed services must be rescheduled and performed as soon as possible after the base reopens at no additional cost to the government.
Q: For facilities currently under renovation, will future increases in square footage or scope be addressed through contract modification, or should offerors incorporate anticipated future workload into their proposal pricing?
A: Any modification to square footage will be addressed and agreed upon by a modification. Bidders must price their proposals strictly based on the baseline square footages currently listed in Appendix B. Future adjustments will be handled via bilateral modifications using the unit pricing formula established in PWS 4.20.3.
Q: Can the Government provide average daily occupancy levels or building utilization rates for each facility?
A: No. Average daily occupancy levels and building utilization rates are not tracked centrally. Offerors must rely on the Facility Descriptions and Cleaning Levels outlined in Appendix B to estimate building traffic.
Q: What cleaning windows are available for the CDC and Youth Center, and are there restrictions that would require dedicated evening or weekend crews?
A: CDC & Youth Center Operational Hours: 6:30 AM – 5:30 PM, Monday–Friday [1.4.1].
Restrictions: Routine daily cleaning tasks must be performed during normal operational hours [4.1.3]. However, high-disruption periodic tasks, specifically carpet shampooing and floor stripping/waxing/buffing, are strictly restricted to weekends or after operating hours [1.4.5.10, 1.4.5.12, 4.1.3].
Q: Can the Government provide average daily patron counts for the Fitness Center and indicate whether shower areas require multiple daily cleanings?
A: Patron Counts: Daily counts are not provided.
Cleaning Frequency: Yes. In accordance with Appendix A (Fitness Center Standards), the locker rooms, showers, toilets, and family changing areas require comprehensive cleaning and disinfecting two (2) times daily (once in the morning and once in the afternoon) during normal duty hours.
Q: Are any portions of the Medical Group considered clinical treatment areas requiring healthcare environmental cleaning standards beyond standard custodial services?
A: No. Clinical treatment spaces requiring specialized healthcare-grade environmental cleaning are excluded from this contract. The Bioenvironmental facility listed in Appendix B (Facility 8080) consists only of standard administrative and laboratory support spaces, which are cleaned under Level 2 (Basic) standards.
Q: Can historical annual usage quantities be provided for toilet tissue, paper towels, hand soap, and other restroom consumables?
A: No. Historical consumption data is not available. Please refer to the response provided for the PWS 1.0; 1.5.2 consumable inquiry above.
Q: What is the average processing time for access credentialing for the CDC/Youth Center background checks?
A: Please refer to the response provided for the PWS 1.4.2 lead time inquiry above.
Q: How many emergency cleaning requests were issued during the previous 12-month period and what types of events generated the requests?
A: Specific emergency dispatch logs are unavailable. Historically, emergency cleanings average fewer than 2 per month base-wide, typically driven by plumbing overflows, restroom supply depletion, or minor spills. These are resolved under the standard 2-hour response window defined in the Service Summary (SS).
Q: Please clarify if there are 4 option periods or 5. The bid page total shows 5 options, with pages 5 and 6 both titled option period 4.
A: There is a Base and four option years. Option 5 is a FAR 52.217-8 (6-month extension) option that will be evaluated at the time of proposal but will not be awarded at the initial contract signing. It will only be exercised if legally necessary. The Bid Schedule has been updated to correct the oversight.
Q: [Section L 2.1] Requirement: "please do not include your company’s name beyond the title page." Question: Should all three volumes be sanitized of the company's name beyond the title page (i.e. all narrative, completed amendments, PPQs)?
A: Yes. To ensure a fair and unbiased evaluation by the source selection board, all volumes should be completely sanitized of the offeror's name, logo, or identifying marks beyond the cover/title page. This applies to narrative text, schedules, Quality Control Plans, and technical solutions.
Q: [Section L.2.3.1] Is the 15-page Technical limit inclusive of the Cleaning Frequency Schedule (CFS) and Quality Control Plan? Given the length of both of these elements, we request they do not count towards page count or that the page maximum is increased to 30 pages for the technical volume, especially given the font and spacing requirements.
A: The 15-page limit is a firm constraint. However, the initial draft Quality Control Plan (QCP) and proposed Cleaning Frequency Schedule (CFS) may be submitted as Appendices to Volume I and will not be counted against the 15-page narrative technical limit.
Q: Is there a Collective Bargaining Agreement governing the current workforce performing this contract? 2. Can the government provide a seniority list of current employees?
A: CBA: There is a CBA with the incumbent contractor. The Government has posted the addendum with the Wage Rates. 7 CONS is working to obtain the full copy of the CBA to post. However, vendors are ultimately responsible for coordinating with the CBA Union to ensure they obtain all necessary data they require.
Q: Should offerors exclude Building 6015 from their baseline pricing and expect it to be added via contract modification later per PWS 4.20.2, or should we price it as if it will be operational on day one?
A: Offerors must price Building 6015 (317th AW HQ, 5,110 SF) as operational on day one under Level 1 (Prestige) cleaning as structured in the Appendix B baseline. Do not exclude it from the initial quote.
Q: Should contractors distribute any transition and mobilization costs evenly across the Base Year monthly CLINs, or will a separate Phase-In CLIN be added to the bid schedule?
A: Bidders must distribute all transition, mobilization, and initial equipment procurement costs evenly across the Base Year recurring monthly service CLINs. No separate Phase- In CLIN will be added to the Bid Schedule.
Q: Reference PWS Paragraph 2.0, which acknowledges a 30-day phase-in period, and Attachment 5 (Bid Schedule), which only contains monthly service CLINs. Given the significant initial capital required for equipment procurement, initial consumable supplies, and background checks prior to day one of performance, will the Government consider adding a dedicated 'Mobilization/Phase-In' CLIN to the Bid Schedule? This would allow offerors to price up to 5% of the base year value up front, rather than inflating the recurring monthly service CLINs.
A: No. The government will not add a dedicated Mobilization or Phase-In CLIN. All start-up, administrative, background check, and capital equipment costs must be amortized within the active monthly service CLINs of the Base Year.
Q: Can the Government confirm the specific Department of Labor occupation code and wage rate that offerors should map standard custodial staff to for this requirement?
A: Under Wage Determination 2015-5211, standard cleaning personnel must be mapped to Janitor (Occupation Code 11150). Offerors are responsible for verifying the corresponding hourly wage rate and fringe benefits in effect at the time of proposal submission.
Q: PWS 3.1 states that the Government will provide a "land lot for office and storage space on Dyess AFB." Is there an existing structure on this lot, or is the contractor entirely responsible for procuring, installing, and maintaining their own portable office/storage trailer on the provided land?
A: Please refer to the response provided for the PWS 3.1 land lot inquiry above. The contractor is entirely responsible for providing and maintaining their own portable trailer/storage.
Q: If existing wall-mounted paper towel or soap dispensers break or go missing, is the contractor responsible for purchasing and installing the replacement hardware, or will the Government provide the hardware for the contractor to install?
A: The government is responsible for providing and replacing permanently mounted facility hardware (such as dispensers). The contractor's responsibility is limited to maintaining, refilling, and stocking these dispensers with compatible paper and soap products IAW PWS 1.2.3 and 1.5.2.
Q: Regarding background checks -- will the Government bear the processing fees for these specific criminal history and national agency checks, or is the contractor responsible for paying those fees?
A: The Government bears the processing fees for the background investigations (IRC, NAC/NACI) initiated through the Force Support Squadron Security Monitor. However, the contractor remains responsible for any internal administrative costs, fingerprint collection fees, or employee wages during the onboarding process.
Q: Can the Government provide the current number of full-time equivalents (FTEs) utilized by the incumbent on this contract to help us ensure our proposed staffing matrix is realistic and competitive?
A: No. The current staffing level is proprietary incumbent business data. Bidders are expected to develop an independent, competitive staffing approach that guarantees fulfillment of the performance objectives and thresholds outlined in Section 2 (Service Summary).
