Could you please confirm whether a site visit or pre-bid walkthrough will be scheduled for this requirement?
If so,

- Meeting location and access point on base?
- RSVP procedures or attendee information required for base entry?
- Applicable security or PPE requirements?
In each contract year, CLIN 004 asks for a unit price for one “repair.” However, AVB repairs can range from less than $100 (not counting mobilization costs) to several thousand dollars. There are also the possibilities that a repair may be discovered and completed during PM, discovered during PM but completed in a separated mobilization, or completed after a service call. So, it does not seem possible to quote a firm fixed price for an unknown repair completed under unknown circumstances in the future.
Also, the requirement of a firm fixed price for a repair, no matter what it may be and under what circumstances, is not consistent with 1.5 of the PWS, which requires the contract to submit an estimate for the cost of repair after troubleshooting onsite.
It is recommended that CLIN 004 be replaced with pricing for service calls as a firm fixed price for a NTE number of hours onsite, as other USAF AVB maintenance contracts require (up to six hours onsite) or that bidders be required to submit their mobilization cost, onsite hourly rate, and parts markup percentage separately, so as to get an apples to apples comparison between bidders.
CLIN 004 will reflect repairs that are not covered on other line items. Line item will have an amount of funding determined at a later date. All repairs for this line item will still need to have an approved quote before they can be made. If the repair exceeds that amount, we will add funding to as needed.
