PERFORMANCE WORK STATEMENT FOR
ATP/SECURITY DEVICES MAINTENANCE
DYESS AFB, TEXAS
OCTOBER 1ST, 2026
1. DECRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, material, supervision, and other items and services to perform monthly maintenance and repairs on the below listed Saber Tooth Traffic Controllers, Road Shark LPO/SMO Traffic Controllers/Barriers, TT210H Hydraulic Bollards, TT210M Manual Bollards, 501 Hydraulic Barriers and 828 E SERIES SHALLOW MOUNT WEDGE BARRIER. 7th CES
1.1. Maintenance Required.
1.1.1. DELTA TC-8 SABER TOOTH TRAFFIC CONTROLLERS SYSTEM
1.1.1.1. Clean debris build-up from within the body of the traffic controllers and road blades to allow proper movement of the teeth.
1.1.1.2. Replace worn, broken or missing screws, bolts, springs, teeth, blades, plates, as needed.
1.1.1.3. Test to ensure proper operation per manufacturer’s specifications.
1.1.1.4. Dispose of all debris/hazardous materials generated by this contract at an off-base location in accordance with (IAW) state, local and federal law, regulation, or ordinances.
1.1.2. TT210H BOLLARDS and 501 HYDRAULIC BARRIERS
1.1.2.1. Ensure hydraulic fluid is maintained to manufacturer’s specification in order to keep 501 Hydraulic Barriers and TT210H Hydraulic Bollards operational.
1.1.2.2. Pressure- wash the TT210H Hydraulic Bollards to ensure cleanliness and proper function.
1.1.2.3. Pressure-wash the DSC 501 barriers to ensure cleanliness and proper function.
1.1.2.4. Clean debris build-up and liquids from within the body of the DSC 501 barriers to allow proper movement of the barrier.
1.1.2.5. Check hydraulic hoses and fittings for leaks. Tighten any loose fittings.
1.1.2.6. Replace worn, broken, or missing screws and bolts on the metal sides and front screens, etc., as needed on the DSC 501s.
1.1.2.7. Test to ensure proper operation per manufacturer’s specifications.
1.1.2.8. Raise and lower the barrier and observe its motion. Verify the speed is within the normal range (3-5 second cycle time for a standard 10' unit, proportionally longer. Adjust speed per manufacturer’s instructions.
1.1.2.9. Dispose of all debris/hazardous material generated by this contract at an off-base location in accordance with (IAW) state, local, and federal law, regulation, or ordinances.
1.1.2.10. Visually inspect the electrical contacts, including any lights, wires or connectors. Tighten electrical contacts if required.
1.1.3. TT210M MANUAL BOLLARDS
1.1.3.1. Ensure Delta Scientific or Secured USA recharging kit (nitrogen or dry air) is used and maintained in order to keep the TT210M Manual Bollards operational Replace, rebuild, or partially rebuild as needed. This Includes the changing of cylinders, valves, hoses, hydraulic lifts, and seals.
1.1.3.2. Test to ensure proper operations per manufacturers specification.
1.1.3.3. Replace/repair worn, broken, or missing screws or bolts as needed.
1.1.3.4. Pressure wash the TT210M Manual Bollards to ensure cleanliness and proper function.
1.1.4. 828 E SERIES SHALLOW MOUNT WEDGE BARRIER/EFO SYSTEM
1.1.4.1 The Arnold & Tye will be shut down during the monthly maintenance period in coordination with the 7th Bomb Wing, 7th Security Forces, and Contract Officer Representative (COR) to conduct operational and safety loop tests on the Emergency Fast Operation (EFO) systems and hydraulic barriers.
1.1.4.2 The Contractor shall notify the Contract Officer Representative (COR) five (5) business days before monthly maintenance is to be conducted so that shut down of the Arnold & Tye Gates can be scheduled.
1.1.4.3 The Contractor shall make repairs needed to pass the safety loop and operational test under the repair CLIN of the service contract.
1.1.4.4 Remove large pieces of debris from the sump/drive and finger wells. Remove any additional small debris with a vacuum or leaf blower DO NOT PRESSURE WASH.
1.1.4.5 Visually inspect the sump/drive well, actuator, electrical/hydraulic connections, Drive Clevis Assembly (DCA) and link arms for wear, corrosion or damage. Make any repairs or replace as necessary
1.1.4.6 Inspect and lubricate the acetyl plastic hinge bearing areas with a dry graphite powder, white lithium grease or marine grade grease if necessary. Excessive grease is not required on the acetyl bearings
1.1.4.3 Inspect and lubricate any brass bearing areas and cylinder clevis pin area with white lithium grease or marine grade grease if necessary
1.1.4.4 Inspect the condition of the finish. If rust is present, wire brush and sand the area then paint with a primer and a matching color
1.1.4.5 Raise and lower the barrier and observe its motion. Verify the speed is within the normal range (3-5 second cycle time)
1.1.4.6 Verify that the barrier does not hit with excessive force when it contacts its full-open or full-closed positions. If necessary, adjust the barrier’s speed and opening/closing position.
1.1.4.7 Visually inspect the electrical contacts, including any lights, wires or connectors. Tighten electrical contacts if required. Check, adjust, and tighten all sensors (limit switches, proximity switches). Check the control panel’s buttons and lights for proper operation and replace components if necessary.
1.1.4.8 Check traffic lights and replace any burned bulbs or LEDs. Check safety devices (loop, pedestrian detectors, etc.) for proper operation and report any discrepancies.
1.1.4.9 Dispose of all debris/hazardous material generated by this contract at an off-base location in accordance with (IAW) state, local, and federal law, regulation, or ordinances.
1.1.5. ROAD SHARK TIGER TEETH LPO/SMO SYSTEM
1.1.5.1 Clean debris build up from within the body of the traffic controllers road blades to allow proper movement of Tiger Teeth.
1.1.5.2 Replace worn, broken or missing screws, bolts, springs, teeth, blades, plates as needed.
1.1.5.3 Perform operational test of all programing, software, hardware, sensors, and safety(s) to ensure that the LPO system performs to manufacture’s specs.
1.1.5.4 Replace/repair worn, broken, or missing wiring, screws, or bolts as needed.

1.2. Uninterruptible Power Supply Conduct a visual inspection of the UPS, making sure overall environment is clean and free of dust and debris. Inspect and test room’s ventilation system to ensure its proper operation. Inspect batteries for signs of leaks. Inspect and repair battery connections and wires as needed. Make repairs to UPS and monitoring devices as necessary
1.3. Product. All Road Shark LPO Tiger Teeth Barriers, TC-8 Saber Tooth Traffic Controllers, TT210H Hydraulic and Manual Bollards, 501 Hydraulic Barriers replacement parts/kits must be IAW Delta Scientific Corp specifications. 828 Barrier replacement parts/Kits must be IAW B&B ARMR Specifications.
1.4. Emergency replacements and repairs. The contractor shall respond to the COR and/or CO by phone or email within two hours of notification of an emergency call. If notified during normal business hours, the contractor shall physically be on site within eight hours to assess the problem and begin immediate steps to repair the barriers. If notified outside of normal business hours, the contractor shall physically be on site within twelve hours after notification to assess the problem and begin immediate steps to repair the barriers. The contractor shall prepare and submit a written report within two business days after the emergency repair. The report shall include the date and time of the service call, the location of the traffic control devices, the repairs that were performed, and the name of the technician who performed the repairs.
1.5. Repair Cost Estimates. The contractor shall, upon arrival at the job site, determine the extent of the repair required and provide a written cost estimate. The contractor shall prepare and submit a written report within five business days after notification of normal repairs needed. This cost estimate shall include as a minimum the parts required with the part number (for identification) if applicable, the net price for each and the estimated time required for repair. The contractor shall not accomplish repairs until approval has been received by the FAC. Note: At any time after the contractor submits the cost estimate for repairs, the government reserves the option to perform the recommended repairs or decline the recommended repairs.
1.5.1. Contractor shall rebuild or replace manual bollard cylinders when minor repairs no longer keep the manual bollards operational. All rebuilds on manual bollards are a form of repair. Contractor shall not replace existing manual bollards changing size or dimensions disturbing existing concrete that the bollards are held in without approval from CO and COR.
1.5.2. Contractor shall rebuild or replace the tire shredders, also known as road shark tiger- teeth when minor repairs no longer keep the road shark tiger teeth operational. All rebuilds to road shark tiger teeth are a form of repair. Contractor shall not replace existing road shark tiger teeth by changing size or dimensions disturbing existing concrete that the teeth are held in without approval from CO and COR.
1.6. Availability of Utilities. Electricity will be made available to the contractor without charge. The contractor shall be responsible for all connections necessary to connect to the utilities and removing same upon termination of work.
1.7. Communication Systems. The Contract Manager (CM) or alternate shall always possess an operational phone number and provide the phone number to the Contracting Officer (CO), Contract Specialist (CS), and Contracting Officers Representative (COR) the current phone number of the Contract Manager (CM) or alternate. The Contract Manager (CM) or alternate shall respond, in person or by telephone, to the person calling them within one (1) hour of receipt of the call.
2. GENERAL INFORMATION.
2.1. General. Work under this contract shall include, but is not limited to, the following specific tasks.
2.2. Contractor Personnel. The contractor shall provide a Contract Manager (CM) who shall be responsible for the performance of all work. The name of this person and an alternate(s), who shall act for the Contract Manager (CM) when the manager is absent, shall be designated in writing to the Contracting Officer (CO). The Contract Manager (CM) or alternate(s) shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.
2.2.1. The Contract Manager (CM) or alternate(s) shall be available during normal duty hours to meet on the installation with government personnel (designated by the CO) to discuss problem areas. After normal duty hours the Contract Manager (CM) or alternate(s) shall be available on the next duty day no later than (NLT) 1200 hours. Local number shall be available.
2.2.2. The Contract Manager (CM) and alternate(s) shall be able to read, write, speak, and understand English.
2.2.3. The contractor shall not employ any person(s) for work on this contract if such employee is identified to the contractor by the Contracting Officer (CO) as a potential threat to health, safety, security, general well-being or operational mission of the installation and its population.
2.2.4. Contractor personnel shall present a neat professional appearance and be easily recognized as contractor employees. All personnel employed by the contractor shall visibly wear a picture identification badge identifying the company and employee. Contractor employees may wear uniforms if desired. All clothing and contractor identification (ID) badges shall be contractor furnished.
2.3. Security Requirements.
2.3.1. 7th Security Forces Squadron (SFS) personnel will verify the identity and entry authorization of each contractor employee and vehicle, and may conduct a random search of any baggage, articles, or vehicles on DAFB. If the contractor’s personnel refuse the search, they will be denied entry to the base. Denial of entry to personnel who refuse to be searched, or detention of personnel found to be in possession of contraband, may result in loss of base driving privileges, debarment from the base, and other administrative action.
2.3.2. Contractor employees requiring entry, but not requiring unescorted entry, will be issued a visitor badge and will be under direct surveillance, at all times, of a contractor employee possessing a restricted/controlled area badge with escort authority. Contractor employees entering DAFB will obtain their visitor badge from the 7th SFS. The visitor badge will be returned to the entry controller each time the employee departs the DAFB controlled area. While at/in the DAFB controlled area(s), contractor personnel will display the visitor badge on their outer garment above the waist and shall remain at all times within view of the escort official.
2.3.3. The contractor shall immediately report the occurrence of lost badge(s) to the Contract Administrator, who will in turn report to SFS. If the Contract Administrator is not available, the loss shall be reported directly to 7th SFS (at 325-696-2720) within one duty day of loss. Replacement badge will not be issued until reporting procedures are satisfactorily completed.
2.3.4. The contractor shall comply with base entry and controlled area entry requirements as in the contractor’s pamphlet Local Security Policy Security Support Agreement, Dyess AFB Sup 31-101 Installation Security Plan, and Dyess AFB Sup 31-209 Installation Resource Protection.
2.3.5. To preclude security violations, contractor personnel shall stay away from restricted and controlled areas unless work is to be accomplished and all necessary coordination and pre-announcements have been made.
3. Quality Assurance.
3.1. Quality Assurance. The government will evaluate the contractor’s performance under this contract. Any action taken by the Contracting Officer (CO) as a result of surveillance will be according to the terms of this contract.
3.1.1. Performance Evaluation Meetings. The Contract Manager (CM) may be required to meet with the Contracting Officer (CO), Contract Administrator (CA), Contracting Officers Representative (COR) or other government personnel as deemed necessary. The contractor may request a meeting with the Contracting Officer when he or she believes such a meeting is necessary. Written minutes of any such meetings shall be recorded in the contract and signed by the Contract Manager (CM) and the Contracting Officer or Contract Administrator. If the contractor does not concur with any portion of the minutes, such non-concurrence shall be provided in writing to the Contract Officer within ten (10) calendar days following receipt of the minutes.
3.1.2. Quality Control. In compliance with the contract clause entitled ‘Inspection of Services”, the contractor shall provide a Quality Control Plan to the Contract Officer for acceptance NLT the pre-performance conference. The Contract Officer will notify the contractor of acceptance or required modifications to the plan before the contract start date. The contractor shall make all appropriate modifications and obtain acceptance of the plan by the Contract Officer before the contract start date.
3.1.3. The plan shall include:
3.1.3.1. A description of the methods to be used for identifying and preventing defects in the quality of service performed.
3.1.3.2. A description of the records to be kept to document inspections and corrective or preventive actions taken.
3.1.4. The records of inspections/data records shall be kept and made available to the government throughout the contract performance period and for the period after contract completion until final settlement of any claims under this contract. Contractor shall provide inspection reports to the Contracting Officer Representative (COR) not later than the 15th of the month following the inspection.
4. HOURS OF OPERATIONS.
4.1. Work Schedule. The limited accessibility to the DSC 501 barriers and 828 barriers, due to traffic concerns requires the contractor to perform the specified work as follows:
4.1.1. Perform the scheduled repairs between the hours of 7:00 a.m. and 5:00 p.m. on Saturdays, Sundays, federal holidays or wing down days keeping at least one side of the exit lanes open at all times. NOTE: for the Tye Gate barriers only, work may be done Monday through Friday after the gate closes for daily traffic at 5:30 p.m.
4.1.2. Coordinate with 7 SFS/S3 for exact times of gate closures prior to work.
4.1.3. The contractor shall submit for prior approval a proposed schedule for all work to be done under this contract. Any change must have approval from the contracting officer at least 3 days prior to commencement of work.
4.1.4. Contractor shall notify the Contracting Officers Representative (COR) prior to completing any repairs or servicing. The contractor may make written notifications in advance or may phone the COR when workers are en route to the base or upon arrival at the base gates.
4.2. Location of Work For:
4.2.1. ROAD SHARK LPO (LOW PROFILE WITH ELECTRIC OVERRIDE)
4.2.1.1 Arnold Blvd, outbound lanes adjacent to the Main Gate: Nine (9) three-foot sections.
4.2.2. DELTA TC-8 SABER TOOTH TRAFFIC CONTROLLERS
4.2.2.1. Third St. outbound lanes adjacent to the Tye Gate: Eight (8) three-foot (‘3) Sections.
4.2.3. TT210H HYDRAULIC BOLLARDS and 501 and 828 BARRIERS
4.2.3.1. Nine (9) TT210 Hydraulic Bollards located at the entrance/exit parking lot roads on Louisiana Loop, on the northeast corner of the base clinic, Bldg 9201
4.2.3.2. Six (6) 828 barriers located on Arnold Blvd adjacent to Louisiana Rd, Arnold Gate and the three (3) 501 barriers located on Third Ave adjacent to Rapcon Rd Tye Gate.
4.2.4. TT210M MANUAL BOLLARDS
4.2.4.1. Twelve (12) Bollards located at 697 Louisiana Rd., Bldg 9201
4.2.4.2. Twenty (20) Bollards located at 466 5th St. Bldg 7316
4.2.4.3. Twenty-One (21) bollards located at 650 2nd St., Bldg 8030
4.2.4.4. Twenty (20) bollards located on the north side parking lot at 674 Alert Ave Bldg 9001
4.2.4.5. Fourteen (14) bollards located at 4th Ave Bldg 6114

5. SAFETY.
5.1. The contractor shall instruct employees in appropriate safety measures concerning equipment, materials, etc. and inform them of their obligation to obey existing installation regulations. The contractor shall comply with all federal, state and local safety regulations and standards.
6. PROTECTION OF REAL PROPERTY.
6.1. Damages. The contractor shall take all necessary precautions to ensure damage to Government real property. All contractors damaged real property shall be repaired or replaced as approved by the Contracting Officer (CO) through the Contracting Officers Representative (COR) at no additional cost to the government. All damage to real property shall be repaired by the contractor with materials of like type, quality, and finished by skilled tradesmen of the trades involved.
6.1.1. Inventory. The contractor shall maintain an accurate inventory of all excess materials stored in any off-site warehouse within thirty (30) calendar days from the date of award the contractor shall inventory, remove and store Government furnished excess materials currently existing on Dyess AFB. Thereafter, the documented inventory shall be updated monthly to be submitted to the Contracting Officers Representative (COR) NLT the 5th calendar day of each month. When the contract expires or is terminated all materials that are Government property shall be returned to the Government.
6.1.2. GOVERNMENT OBSERVATIONS. Other Government personnel such as Inspector General or higher headquarters staff are authorized to observe contractor operations. However, these personnel may not interfere with contractor performance. Any observations made, other than by the Contracting Officer (CO) or Contracting Officers Representative (COR), are informational only and shall not result in any action(s) against the contractor. Any action initiated or taken by the contractor not covered by this contract, or that is not at the express direction of the Contracting Officer (CO) shall be at the contractor’s own risk and expense. All documents, records, schedules, etc., described in this SOW that are the responsibility of the contractor are property of the Government and shall remain so even upon the termination of this contract. The contractor shall be responsible for always keeping these items current.
Inspection. Before submitting a proposal on the contemplated work, contractors should examine the site of proposed work and thoroughly familiarize themselves with all existing conditions and limitations affecting the performance of work at the scheduled site visit.
