About this file
This document is a detailed procurement specification for a mobile Giant Voice Public Announcement system for military installations. The requirement includes one control unit/laptop and three mobile stanchions with speakers, designed to provide mass emergency notifications and play military customs and courtesies audio. Key specifications include radio wave or satellite communication capabilities, solar-powered mobile stanchions with hydraulic raising mechanisms, ability to store and edit pre-recorded messages (including sirens, national anthem, and taps), and compatibility with AtHoc emergency management systems.
The system must be capable of deployment via CONEX containers, with a communication range of 5-20 miles, and operate primarily through radio wavelength communications. Additional requirements include training for personnel, a warranty extending through December 2026, and the ability to quickly set up and relocate the equipment. The stanchions must be mountable on trailers, loadable onto aircraft, and operable in various military environments. Encryption and emission visibility considerations are minimal, with the primary focus on rapid, flexible communication capabilities across different operational scenarios.

Additional specification information:
The mobile Giant Voice system or Public Announcement system is used to provide installations mass notifications for emergencies, as well as deliver military customs and courtesies through Reveille, Retreat, and Taps.
Products needed to be properly utilized is 1 control unit that is able to control the 3 stanchions that contain speakers, which will emit the tones or messages that are prerecorded. For these messages we need to be able to edit as needed as the situation changes while in theatre. The stanchions need to be mobile, capable of being towed by trucks, humvees, or other military vehicles, raised up and down hydraulically and powered by solar panels. The stanchions need to be able to be tied down to combat inclement weather like typhoons, as well packed into CONEX's, enabling them to be loaded onto mobility aircraft. Lastly the stanchion speakers need to be loud and clear when the messages are disseminated. The control unit needs to be able to operate on radio frequencies or satellite to ensure that we meet EMCON requirements. The government requires training on the equipment and set-up demonstration to ensure that personnel are properly trained. Also require a warranty that would end no earlier than December of 2026 to ensure operability throughout the tasking.
1. The Stanchions need to be mobile as being mounted on a trailer which will be loaded into a CONEX, that will then be loaded onto an aircraft and moved from location to location. On the ground if the stanchions need to be moved we need to be able to lower the legs and move them as the Government sees fit.
2. Regarding AtHoc this mobile giant voice system will need to be able to interact with our NIPR computers as of right now we only have a virtual server but have the capability to interact with AtHoc Blackberry client.
3. The range for this system could range from 5 miles to 20 miles as the Government does not have a defined area radius/diameter that needs to be covered.
4. For standardization of tones, it will need to be all the standard items; weather siren, air attack/ground attack siren, Reveille/Retreat/Taps, national Anthem, ability to record messages and edit those items.
5. For methods of communication the Governments primary means of communication is radio wavelength from the Wing Operations Center to the mobile system, though we will use satellite if that is the only option available. We will not use cellular, WIFI, or hardwire as we need to be able to pack-up and load quickly.
6. For encryption we would require a way to not be visible during emissions, otherwise we are not requiring encryption unless it is standard for mobile systems.
