This announcement constitutes the only solicitation; this is a Request for Quote (RFQ) and a written solicitation will not be issued.

The Government intends to award a Firm-Fixed Price (FFP) contract for this requirement.

The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

Quote Submission Information

QUOTE SUBMISSION INFORMATION: E-mail is the required method for offer submission. The Contracting Specialist or Officer will send a confirmation email once your quote is received. If you do not receive a confirmation email, the Government did not receive your quote. Your offer shall include but is not limited to the following:

1.Complete (must be signed) Page 2 of RFQ (or contractor equivalent*)
2.FAR 52.212-3 Offeror Representations and Certifications para b only.

3. The contractor shall provide a technical approach with their quote (see SOW for more details)

The following changes to the RFQ have been made:

· added Attachment 7: Answers to Questions 2

· extended the solicitation deadline by 2 calendar days from 26 February 2025, 4:00 PM (CST) to 28 Feb 2025, 4:00 PM

· added Attachment 8: Updated Equipment List

Please submit questions to the email address, tyrie.tanaka@us.af.mil, NLT 12 February 2025, 4:00 p.m. (CST). An amendment will be issued answering all questions received.

* The offeror is not required to use Page 2 of this RFQ; however, if you chose not to use it, all of the information on Page 2 must be included in your offer.

Deadline for receipt of offers: 28 February 2025, 4:00 PM(CST). All quotes can be emailed to tyrie.tanaka@us.af.mil and trevor.finch.1@us.af.mil.

EVALUATION OF OFFERS: The evaluation for this acquisition will be solely based on lowest price of items that are found to be technically acceptable. Offerors must submit sufficient descriptive data to validate each item proposed meets the salient characteristics in the DESCRIPTION column below.

IAW DAFFARS MP5332.7(a) Contract Funding: “Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. 52.211-9 Desired and Required Time of Delivery.

The Government desires delivery to be made according to the following schedule: ____60 calendar days ADC____

If the offeror is unable to meet the desired delivery schedule, it may, without prejudicing evaluation of its offer, propose a delivery schedule below. However, the offeror’s proposed delivery schedule must not extend the delivery period beyond the time for delivery in the Government’s required delivery schedule as follows: _90 calendar days__ ADC.

Offers that propose delivery of a quantity under such terms or conditions that delivery will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. If the offeror proposes no other delivery schedule, the desired delivery schedule above will apply.

Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed or otherwise furnished to the successful offeror results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day the award is dated. Therefore, the offeror shall compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor’s date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
