Building 7232, Room 104 Vindicator Alarm System
This brand name requirement will include the installation of a new Vindicator System for 7 SFS Armory room. The Vindicator Electronic Security System will provide both an Intrusion Detection System (IDS) and an integrated Access Control System (ACS).
This requirement will be accomplished in four Phases. Phase I will involve Installation of Vindicator System . Phase II and III will involve testing, end user training, and maintenance. Phase IV will involve the installation and training of the Visitor Badge System. The installation document will define general requirements for the installation of a Vindicator Electronic Security System that will provide both an Intrusion Detection System (IDS) and an integrated Access Control System (ACS).
The original award of FA466120F0034 - 7 OSS ESS established Vindicator to be the standardized alarm system brand to be utilized on Dyess AFB. The market research that corresponds with award FA466120F0034 mentions a need for an Electronic Security System and that brands Vindicator, Diebold and Advantor were newly AF A7S approved and mandated systems at that time. The approval letter signed by Lt Col, Enrico W. Venditti explains what IDS equipment is approved for base usage. (Attachment 1 - Non-Nuclear IDS Approval Letter 13 Dec 17).
There are several Vindicator systems that already exist on Dyess AFB, including those procured on Contracts FA466123P0117, FA466122F0054, and FA466120F0097. Honeywell's Vindicator intrusion detection system is being widely used on Dyess AFB, with some newer contracts such as FA446124P0074 awarded to replace the old operating system Monaco. Additionally, it is noteworthy to mention that base customers are already knowledgeable about the operation and upkeep of the Vindicator security systems which ideally would reduce training costs and time.
Furthermore, The Vindicator system is a proprietary system owned by Honeywell as mentioned in the Vind-Sole document from Honeywell (Attachment 2 Vind-Sole). The unique capabilities of their proprietary technology, the necessity of their services for maintaining system compatibility and operational continuity are the reasons why no alternative vendors can provide an equivalent solution without compromising the integrity and functionality of the existing system.
A vendor list was also mentioned in Attachment 3 - Honeywell Email from Honeywell's employee, (who is in charge of all the contracts Air Force has with Honeywell) that mentions companies that are certified to sell and perform work in relation to Honeywell Vindicator products. Based on past market research and FPDS.GOV, it was noted that 2 CONS (Attachment 4 - FA460819FA0055 Final CAR) and 7 CONS (Attachment 5 - FA466120F0034 Final

A search of GSA was conducted to determine if there were any vendors on the GSA GPE who had the ability to fulfill the needs of the requirement since the last installation of Vindicator on Dyess. GSA utilizes 334290 for Security and Detection Systems instead of 561621. When searching 561621 in GSA, the first MAS that appears is MAS 561621H which is Harbor/Waterfront Security Products and Services and Professional Marine Security Services. This information shows that MAS 334290 is better to use for intrusion detection systems when procuring on GSA.
In searching the MAS 334290 - Security and Detection Systems, a total of 195 vendors (all socio-economic indicators) were discovered. Since the previous MRR, the number of vendors has increased by nine (9). The small business breakdown is as follows: 158 (SB) 24 (WOSB), 13 (SDVOSB), 5 (HZ), 6 (EDWOSB), 5 (8A). Out of these 195, Vindicator Technologies, Inc (Honeywell) is the only vendor that has a MAS on GSA that will allow them to install the Vindicator System.
There are several other vendors who are authorized distributors for the Vindicator IDS. These identified vendors are not under the MAS found on GSA as Honeywell is the only authorized seller/distributor for that platform. However, based upon prior MRR and similar requirements, if this is solicited on SAM GPE, then there will be more competition based upon the number of vendors available
The Vindicator is the standardized alarm system for Dyess Air Force Base in recent years since the original contract FA466120F0034 - 7 OSS ESS (with an approved equipment list) was awarded in March 2020. The Non-Nuclear IDS Approval Letter more or less prevents the procurement of other intrusion detection systems on Dyess Air Force Base (Attachment 1 - Non-Nuclear IDS Approval Letter 13 Dec 17). Given the prevalence of the Honeywell Vindicator intrusion detection systems on Dyess Air Force Base, the Honeywell Vindicator requirement will continue to be procured as necessary.
While the government does its best to avoid brand name requirements and use the competitive process to the maximum extent practicable, proprietary technology and associated vendor-specific features have created a significant barrier to competition. Aside from the risk of incompatibility, the use of a different manufacturer's products would require additional manufacture-specific training for the new product and potentially increase system downtime.
In the future, the government remains committed to avoiding brand name or single-source awards where possible.
The 7th Contracting Squadron will continue to monitor the market for similar hardware and software solutions. If compatible and viable alternatives become available that meet the necessary technical and operational requirements, competitive procurement processes will be explored.
