About this file

This is a Questions and Answers document for a hotel Blanket Purchase Agreement (BPA) solicitation from Dyess AFB, TX. The document addresses key aspects of solicitation FA466125Q0006, which seeks to establish agreements with up to 10 hotels within 30 miles of the base.

The Q&A clarifies that the final award decision will be made by April 8, 2025, with no fixed number of rooms required per month as usage will vary. Hotels must be registered in SAM.gov as small businesses to be considered. While DFARS 252.204-7012 applies, CMMC certification is not required. The BPA will run for five years with annual opportunities for price adjustments subject to Contracting Officer approval. The agreement allows both parties to cancel at any time, and vendors can deny room availability without penalty. While post-submission discussions are possible, vendors are strongly encouraged to address concerns before the submission deadline. The maximum value of potential orders is $300,000 with a per-order limit of $25,000.

1. Award Timeline:

o What is the estimated timeline for the final award decision?

o On or before 8 April 2025

2. Room Requirements:

o Does the government have an estimated number of rooms required per month or per year under this BPA?

o No. It will vary each month depending on how many occupants are in town, as well as how many BPAs are awarde.

3. Property Substitution or Suspension:

o If a contractor needs to remove a property from the agreement due to unforeseen circumstances (e.g., renovations), what is the process for substitution or temporary suspension?

o The Government will call to reserve rooms and if they are unavailable, they will move on to the next hotel. This is an agreement and not a contract. Both the Government and the vendor can cancel at any time. The vendor has the right to deny rooms if they are unavailable due to any circumstance.

4. Pricing Adjustments:

o Will pricing adjustments be allowed over the course of the five-year BPA period? If so, what is the mechanism for submitting adjustments?

o Every year the vendor will have the opportunity to the Contract Specialist to change pricing. The Contracting Officer will determine the prices fair and reasonable. If determined fair and reasonable, the new pricing will be assigned and filed.

5. Proposal Discussions & Deadline:

o Will there be an opportunity for discussions or clarifications after proposal submission, or is this a firm deadline?

o We will have time to discuss after submission but, I strongly suggest to speak about concerns prior to submission. If we need to execute BPA and do not have time to discuss, we will not be able to push out award dates.

6. Covered Defense Information

7. Our company is reviewing the cybersecurity requirements for the lodging contract, which includes DFARS 252.204-7012 (Safeguarding Covered Defense Information and Cyber Incident Reporting). o You need to fill out the DFARS clause in your SAM.gov profile. A CMMC certification is not needed.

8. Must hotels be registered in SAM.gov?

o Yes. In order to be considered for award, the hotel must be registered in SAM.gov as a small business.
