About this file
This document appears to be a set of Questions and Answers (Q&A) related to a Request for Quote (RFQ) for a Secondary Crash Net (SCN) system for the 7th Operations Support Squadron (7 OSS) at Dyess Air Force Base. The RFQ, numbered FA466124Q0041, seeks to replace and install a JITC-certified conference/recording Command and Control dispatch system to support the Airfield Management team's daily operations and communications.
The key details include the required system capabilities (one-touch conferencing, automatic call notification, programmable presets, hotlines, etc.), interface requirements (existing PRI connections, future SIP support), and support needs (transport/cutover strategy, warranty, and troubleshooting). The solicitation is a small business set-aside, with no option to open it to large businesses. Several questions in the Q&A address specific technical requirements, such as radio interfaces, voice recording, and UPS runtime. The incumbent system is a FORUM II SCN that is out of contract and no longer meeting the office's needs.

Attachment 5 – Q&As for FA466124Q0041
1. What is connected to the radio system now?
PTD is recorded on a separate server. Ramp Net is recorded in the Tower.
2. What type E&M signaling are they using?
Don’t know what E&M signaling is. Current system is a FORUM II SCN.
3. Can you please provide the brand name or what the manufacturer for the 7 lines on the RFQ document?
FORUM II Secondary Crash Net (SCN) system.
4. Our system supports a direct VOIP(SIP) connection to the base telephone system. Is this preferable to a PRI?
The SCN has to be on a dedicated (copper) phone lines and not VOIP.
5. The PWS refers to an existing recorder. What is the make and model so that we can determine interface requirements.
The recorder is inside the SCN call handler box and is not a standalone—whatever part is in the FORUM II SCN system.
6. There is a reference to an existing laptop to be upgraded. Is a replacement really required rather than an upgrade?
Yes. The old laptop is a part of the old system and is not a standalone component that can be transferred to a new system.
7. The 10 items listed in Attachment 1 (RFQ Document) do not mention the consoles, radio interfaces, or UPS that are stated in the PWS. How should these be addressed in the pricing?
All parts required for operation should be included. The system should be a complete install from the vendor, not requiring any parts from the Government.
8. Can this procurement be opened up to large business?
No.
9. Based on clarification needed to quote, can we have an extension to June 21st?
10. Based on previous discussions, we were under the assumption that we were quote a crash net system. Based on the new requirements this is sounding more like an operations op center (Command Post). Please provide clarification.
We were originally shooting for the Ops Center, but what we got back was the standalone SCN. With the timeline we had, we had to roll with the standalone SCN.
11. PWS 1.1.a.ii – Clarification on the UPS, are you looking for us to provide one or will the Government?
If it is a standard plugin, we can run it off generator power, but an UPS is preferred. This should not be a show-stopper.
12. PWS 1.1.a.ii – Is touchscreen monitory necessary?
13. PWS 1.1.a.iii – The inclusion of radio interfaces makes this appear more as a command post and not a crash net system. Is there a reason those are included in the procurement?
This was in the initial request but during Market Research [REDACTED] came back with a standalone that met our needs. At this point, with the funds that we have received and the timeline, we will need to do the standalone.
14. PWS 1.1.a.iii – What is the form of the interface for the two (2) radios. We assume it is a 4 WIRE E&M. Can you tell us which type it is?
We have Motorola SX2200s.
15. PWS 1.1.a.iv – Clarification on the voice recorder – Above it asked for new voice recording and in this section it is asking to upgrade the old.
It should be a new recorder because the recorder is in the FORUM II GUI and cannot be used and requires a replacement.
16. How many endpoints are there in total? (Including telephones, speakers, etc.)
There are 2 telephones on the initiate side and 13 on the receiving side.
17. PWS 1.1.a.v – What is the Government’s definition of IR Range?
This has been deleted from the SOW as it is not applicable.
18. PWS 1.1.B.iii – Is there one ring down sequence or multiple?
We are unsure what this means. Could you clarify more please.
19. Please confirm the OEM name for this request.
The OEM is FORUM II.
20. Who was the incumbent when the system that is being replaced was first installed if the installed system was done so as the result of a previous contract.
It was a FORUM II Systems and it is out of contract. The system is not meeting the longevity our office needs.
21. Is there any restriction as far as who we could possible work together with to complete this project?
The solicitation has been made a 100% small-business set-aside.
22. How many parties are intended to participate in a conference?
13 agencies are on the FORUM II system and they will be required to be on the new system. These parties are driven by Air Force Instruction (AFI) requirement and are Need-to-Know for emergency situations.
23. What is the base central office equipment?
The main system will be located in Building 9001, nodes are already installed by the required agencies.
24. What connectivity is available to interface to the new system?
Building 9001 has NIPR Network Capability and Landline Telephone Capability. The phone that will be dialed will be copper land lines and they cannot be changed. The positions are sanctioned as SCN receiving lines.
25. What is the schedule for SIP integration?
This system will not have SIPR capabilities due to it being in an unsecured area and is not required to have SIPR connections.
26. Please provide additional details as to types and quantities of radios to be integrated.
This will be standard Land Mobile Radio channels such as RAMP Net, Tower Net, FD Net and all VHF frequencies. There are 15 channels on Dyess radios.
27. What are the models of the radios to be connected to the system?
Motorola SRX 2200
28. What are the interface requirements of the radios?
There are no interface requirements, only for the telephones. The telephones will need to show who picks up the telephone line and a list of the blast call phone numbers.
29. Where are the radios located?
The radios are located in Building 9001.
30. Are there network connections—fiber or CAT5/6 connectivity at the radio location?
Yes, Building 9001 has CAT 5 capabilities.
31. The specification calls for a new system. Please change Sect 1.1 in the Statement of work to denote “replacement” of the two (2) Controller positions.
The Statement of Work has been updated to reflect this change.
32. What is the current JITC LSC-Node system? How is the new system to integrate into the existing system?
From our understanding, Node A will be in Building 9001 and Node B will be the location contactors servers/data storage.
33. What is the required runtime for the UPS equipment?
The UPS should be able to last at least 24 hours for longer power outages. At that point we would move to our back-up SCN.
34. What is the existing voice recorder system? Has it been determined that it can be upgraded?
The SCN recording system was installed with the FORUM II system and it will need to be replaced because the GUI will not allow another system to utilize it. It cannot be upgraded and should be included in the package.
35. Can the voice logging recorder be replaced in lieu of updating old equipment?
36. Is a JITC qualified voice recorder required?
Yes.
37. What is the administrative desktop PC that is to be upgraded?
The GUI system in place is used ONLY for the FORUM II system. It can be any manner of DISA-approved desktop/displays that has the ability to show when lines pick up and has rights to change system phone numbers.
38. What is the OS and version of the administrative PC?
Windows 10, unknown version. This is the old GUI and not relevant. The new system should be DISA-compliant and be able to operate on the USAF NIPR network (7 CS will image the machine appropriately).
39. Is replacement in lieu of updating acceptable?
We would like to replace the whole system.
40. What are the training requirements?
Once the NCOIC is trained, they will train in-house to other Airfield Management Personnel.
41. How many individuals?
42. Is a Train-the-Trainer program acceptable?
Yes.
43. Section 3 – Disposal of Materials – Please delete this section. Contractors cannot dispose of Government Owned Equipment. Many items may require sanitization that is beyond the scope of the contractor.
This has been deleted from the SOW as it is not applicable.
