During the site visit it seems that in several manholes there is a mix of electrical and communication lines. We would like to submit the following questions relative to these Joint-Use Manholes:
a. Having communications installed in Joint-Use MH’s necessitates securing power passing through that MH to perform Planned Maintenance or Troubleshooting for the fiber is problematic, would the Government still like to have fiber installed in these manholes with electrical? Yes, the government wants fiber installed in manholes with electrical. There is a project in the works that will move commercial power to a different manhole/ductwork structure. This project will execute in approximately 2 years.
b. What class of electrical service runs through these Joint-Use MH? The MHs are listed as Class 1 since varying voltages/currents exist in joint-use MHs.
c. Are there any special requirements to mitigate safety risks in these manholes (example to require cables to be non-conductive)? Yes, FULL COORDINATION WITH THE
GOVERNMENT MUST ENSURED BEFORE CONTRACTOR ENTERS JOINT-USE
MHS. The government will temporary disable commercial power when the contractor intends to work in joint-use MHs. Civil Engineers will ensure commercial power is removed before contractors are allowed to enter the MHs. Fiber Optic cables shall be installed with the greatest separation from commercial power as possible.
One of the manholes required in the installation was damaged and had no manhole cover.
Would the Government consider revising the PWS to bypass this damaged MH, and having bidders provide a new duct bank and MH for this section? Contractors shall provide recommendations and cost estimates for MH repairs and costs to bypass damaged MHs. In-turn the government will determine which approach the contractor will follow.
On the site visit it was discussed that a few manholes maybe unsafe to enter. Will a survey of the manholes used in the routes be done and repairs be done prior to the start of the project?
No, recommended routes are identified in the SOO. Safety precautions are in place: FULL
COORDINATION WITH THE GOVERNMENT MUST ENSURED BEFORE CONTRACTOR
ENTERS JOINT-USE MHS. The government will temporary disable commercial power when the contractor intends to work in joint-use MHs. Civil Engineers will ensure commercial power is removed before contractors are allowed to enter the MHs.
It was discussed during the walk-through that it would be preferable at the FMQ-19 Primary to install a pedestal box adjacent to the edge of the tower’s concrete block to which the new 4” conduit would terminate. Additionally, the box would house the FOPP.
Finally, a 1”-2” weather tight flexible conduit would connect the pedestal box to the existing box on tower. Please confirm these details. The design depicted on Sketch 13 is a recommendation. The contractor has leeway for connections. Please note, the new FODP must be self-supporting and cannot be attached to FM19 tower.
Have existing vacant ducts to be utilized been physically verified as viable? If so, do these ducts have pull ropes already installed? The contractor will be responsible for verifying whether or not vacant conduits are viable for this project and have pull ropes for fiber/Maxcell installs. Assuming inter ducting is open and clear, Maxcell will be installed.
For areas with existing cabling, contractor shall gain approval from 7CS/SCXP to omit Maxcell installations.
MH20 to MH18, it should be noted that installing geotextile fabric innerduct within a duct that already has a cable installed is a risk. The innerduct can wind around existing cable reducing its effectiveness. This is a situation where a lot of time and effort could be expended by the contractor without any chance of success. Recommend not installing innerduct, but instead installing new fiber directly. For areas with existing cabling, contractor shall gain approval from 7CS/SCXP to omit Maxcell installations. (As a general rule, the government does not recommend using duct routers on conduits that contain existing communications cables.)
It is requested in the RFQ, that we include "FAR 52.212-3 Offeror Representations and Certifications" but the attachment provided in the list of documents is for FAR 52.212-5 .
Can you please confirm that both documents are required, and if not providing the other document would you prefer we pull it down from the FAR? FAR 52.212.-3 not needed
On what floor of the tower is the fiber to be terminated? Reference sketch 21 of the SOO and para 2.2.5.2. (The first FODP at room G103 w/ transition to plenum rated fiber for distribution to the second FODP at the 8th floor of the ATCT)
Has it been verified that the vacant conduits for the installation of the Maxcell innerduct are open and clear? For instance, please clarify that the Government does not want us to use a duct router on conduits that contain existing, active communications cables? Assuming inter ducting is open and clear, Maxcell shall be installed. For any new installation of ducts please reference 2.2.4.2 of the SOO.

What is the existing power infrastructure? a. Is the power supply stable? We do not understand the question. Please elaborate.

SOO
Will new fiber optic cables be required? i. If so, what type? Ref 1.1 Scope and 2.2.4.2 New Fiber Optic Cable Installation
a. What are the lengths of the fiber optic cables from point of origin to end destination? Reference Table found in para 2.2.4.2 Note All fiber optic cables shall be installed in new or existing geotextile innerduct/innerduct. Distances are approximate and shown in feet.
How many fiber optic runs? Ref para 2.2.3.8.1 Fiber Optic Terminations
b. What termination types will be required? Ref para 2.2.3.8.1 Fiber Optic Terminations Will trenching be required? Ref 2.2.3.11
a. If so, are the utility locations marked on the ground and/or properly documented? Dig permits will identify utility locations

c. Who will be required to obtain the digging permits? The contractor shall be required to submit Dig Permits through 7CES by way of 7CS/SCXP
Will lead and asbestos abatement be required? No
a. Have the buildings been tested for lead and asbestos? Yes,
b. If so, will the government provide the results of the testing? Yes, surveys for Bldg 4300 and 9001 are attached. (ILS, TACAN and FMQ-19 sites are prefab equipment shelters)
c. Are there any other health hazards associated with the applicable installation and maintenance? No
Are any of the buildings listed as historic buildings? No
a. If so, who will determine the locations approved for possible drilling and camera placement?
Is the existing camera system analog or IP? Camera systems have no bearing on this project.
a. Are the cameras connected by ethernet or coax cable?
Is Cat6 plenum indoor and outdoor cable required? Any cabling 50’ beyond bldg. demark must be indoor plenum.
a. a. Are there existing cable raceways or paths to route the new ethernet through?
The SOO provides recommendations; however, survey should be conducted by the vender.

Additionally TC Communications equipment will be validated by 7OSS/OSAM.

Do the buildings have drop ceilings, or are they solid ceilings between floors? Reference the SOO for recommended installations. Ceiling should not have a bearing in the installation.
a. Are “To Scale” drawings available for publication?

What are the “testing requirements” for the new or upgraded system(s)? Fiber Optic Cable will be installed as well as brand specific hardware identified in the SOO. Reference the SOO for test requirements.
Is the government able to extend the solicitation’s due date?
No it will not be extended.
