01000 - GENERAL REQUIREMENTS
1.0 WORKING HOURS: Working hours for the Contractor will normally be between the hours of 7:30 a.m. and 4:30 p.m. excluding Saturdays, Sundays, and Federal holidays. If the
Contractor desires to work during periods other than above, additional government inspection forces may be required. The Contractor must make his/her request to the Contracting Officer five (5) calendar days in advance of his/her intention to work during other periods to allow assignment of additional inspection forces. If such force is reasonably available, the
Contracting Officer may authorize the Contractor to perform work during periods other than normal duty hours/days.
2.0 EXCAVATION PERMITS/UTILITIES (CONTRACTOR IDENTIFIED): The contractor shall obtain excavation permits prior to any excavation. The SABER project monitor shall assist the contractor in obtaining the excavation permits. The excavation permit shall be created and processed on an AF Form 103. The contractor shall provide drawings and details showing exact location and description of the type of excavation to be accomplished.
2.1 IDENTIFICATION:
THE GOVERNMENT DOES NOT KNOW THE LOCATION OF UTILITIES IN
THE WORK AREA. Accordingly, the Contractor shall be SOLELY RESPONSIBLE for locating and marking the exact location of all existing utilities within the contract work area prior to any excavating, trenching, backfilling or disturbance. The Contractor is SOLELY RESPONSIBLE for any and all damage to existing utilities in the contract work area. Upon request by the Contractor, the Government shall furnish all available information in its possession concerning utilities in the contract work area. However, the accuracy of the information provided by the Government is not guaranteed and is only intended to provide some measure of assistance to the Contractor. The
Contractor shall call 7 CS/SCMO at 696-4391 a minimum of five (5) calendar days in advance to have underground communications cable routes marked. Base Civil Engineering does not have nor shall it provide record drawings of Bell Telephone cable plant. In the event the Contractor identifies utilities in the contract work area which interfere with the newly proposed construction, the Contracting Officer shall be immediately notified and the Government shall take necessary corrective action at no cost to the Contractor. The Contractor shall furnish to the Contracting
Officer as-built drawings clearly identifying the exact location of all utilities identified in the work area prior to project final inspection.
2.1.1 Contractor must initiate a Work Clearance Request AF Form 103 (digging permit) from 7 CES/ CECC a minimum of seven (7) calendar days prior to the start of any construction work. Excavation is not authorized without issuance of a completed and approved AF Form 103.
After initial issue, it is the Contractor's responsibility to keep the Work Clearance Request coordinated and up-to-date/current through the remainder of the contract.
2.1.2 Any removal/relocation/reconnection of any communication device shall be coordinated in advance with 7 CS/SCMO at 696-4391. Any removal/relocation/reconnection of any Cable TV device shall be also be coordinated in advance with 7 CS/SCMO (ask for the NCOIC of Cable TV) at 696-2400. Communications and Cable TV devices to remain shall be protected as required when work proximity dictates.

2.1.3 Any removal/relocation/reconnection of any fire protection device or intrusion detection systems shall be coordinated in advance with 7 CES/CEOFE at 696-5184.
2.1.4 The locating and marking devices utilized by the contractor for existing utilities or proposed work shall be 2‖ wooden stakes with multicolored whiskers 4‖ to 6‖ in length.
2.2. INTERRUPTIONS:
2.2.1. Planned Utility Outages: The Contractor shall coordinate all requests for utility outages with the Contracting Officer in writing fourteen (14) calendar days prior to date of requested outage. Water, gas, steam, sewer and electrical outages shall be held to a maximum duration of 2 hours unless otherwise approved in writing. See Contractor Request for Utility
Outage included at the end of this section.
2.2.2. Unplanned Utility Outages (Accidental Disruption of Utilities): In the event of accidental disruption of any utility, the Contractor shall immediately notify the Contracting officer of the unplanned outage. The Contractor shall immediately take every reasonable step to repair the damage in a manner acceptable to the Government and will restore the utility to full use as soon as practicable. If the Contractor so desires, and the Government agrees, the
Government may complete necessary repairs to the damaged utility and withhold from payments due to the Contractor the necessary amount to defray all costs associated with the repair of the utility.
2.3 USE: All reasonable quantities of existing utilities will be made available to the
Contractor without charge. Any temporary connections or lines required shall be installed, maintained, and removed at the Contractor's expense. Any damage associated with the use of these utilities shall be repaired and/or replaced in a manner satisfactory to the Contracting Officer at
Contractor's expense. See Contractor Request for Use of Dyess AFB Fire Hydrants included at the end of this section.
3.0 STREET CLOSING:
3.1 One lane of traffic shall be maintained at all times unless otherwise approved in writing by the Contracting Officer.
3.2 Contractor shall provide 14-day advance written notice to Contracting Officer prior to any street closures to insure that Fire Department and Emergency personnel are notified.
3.3 The final street repair shall be completed within 14 days after the start of any street demolition for utility crossings or other purposes. Any part of the street returned to service prior to final repair shall be maintained smooth with hot-mix cold-lay surface course.
(Special note to Designers: IAW 05 May 97 HQ ACC/CE policy; trenching and excavation of pavements will be curtailed to the maximum extent possible. The recommended method for utility installations crossing streets, sidewalks, curbs, or gutters is trenchless boring or jacking.

Excavations must be kept to an absolute minimum and used in those rare cases; such as repair of existing utility lines and solid obstructions, which preclude the use of boring technology. A separate special spec section is normally required for jacking and boring.
4.0 SAFETY AND HEALTH:
4.1 All Contractor operations shall be conducted and performed in accordance with
Department of Labor, OSHA requirements found in 29 CFR 1910 and 29 CFR 1926, project identified national standards, military manuals, instructions, pamphlets, standards and handbooks, and with the Corps of Engineers (COE) Safety Manual 385-1-1 dated 03 Sep 96.
4.2 All companies who conduct business within the state of Texas must, in accordance with Texas Workman Compensation laws (Texas House Bill 62), have an approved company safety policy and an Accident Prevention Plan. The plan, approved by the Texas Workman
Compensation Commission (TWCC), shall be submitted For Information Only (FIO) in accordance with paragraph SUBMITTAL REQUIREMENTS. In addition to meeting the
TWCC requirements; the plan must also include the requirements of COE Safety Manual
385-1-1.
4.3 All holes/pits/trenches/manway openings, etc, that are to be left open shall be surrounded with a 48 inch high mesh fence with highly visible orange plastic coating. The fence shall be securely anchored with tension wires and posts as required to prevent sagging and located a minimum of 3 feet from the opening so as to prevent an individual, should they fall across the fencing, from falling into the opening. Holes shall also be covered, when not being worked in, with three quarter inch plywood or a metal grating that will prevent small children from entering the hole.
4.4 Radiation Permits and Authorizations: Contractors contemplating the use of devices containing radioactive materials (i.e., soil moisture/density probes) or non-ionizing radiation producing equipment (radio frequency radiation emitters or lasers) while performing work on this contract must obtain written authorization/permit from the Dyess AFB Radiation
Safety Officer (RSO), 7 ADOS/SGGB. To obtain the required authorization permit, an application to bring a radioactive device on Dyess AFB must be forwarded to 7 ADOS/SGGB, 697 Hospital Road, Dyess AFB, TX 79607-1367 (this is mailing address, physical address is
880 Third St.) or (915)696-2325/3289, at least 45 days prior to the anticipated use. Without the proper authorization, Contractors will not be allowed to bring these devices on base. Also, Contractor shall provide Bioenvironmental Engineering (7 ADOS/SGGB) a copy of contractor’s radioactive materials permit and training certificates, if radioactive material will be brought onto Dyess AFB.
4.5 Confined Space Entry: All operations involving entry into confined spaces shall meet the requirements of OSHA 29 CFR 1910.146, AFOSH Std 91-25, and specifically the following:
a. All entry supervisors, attendees, and confined space entrants shall have been properly trained in the safety hazards, proper use of Personal Protective Equipment (PPE), entry procedures, and self-rescue. Records of this training must be readily available.

b. Entry supervisors shall maintain a Master Entry Plan (MEP) consisting of:
(1) Descriptions of confined spaces to be entered including location, classification, and acceptable entry conditions
(2) Designation of authorized entry supervisors, entrants, and attendees
(3) Identification of the types of tasks to be performed in the confined space, including duration
(4) Procedures for entry, and emergency rescue
(5) Identification of Personal Protective Equipment (PPE), communication equipment, rescue equipment, and monitoring equipment; conditions under which they will be used; and verification of condition of equipment
(6) Designation of frequency and type of atmospheric monitoring
(7) Designation of controls required (e.g., lockout/tagout, ventilation, etc.)
(8) Procedures for communication during confined space operations
c. All confined spaces shall be tested by a qualified person using a properly calibrated monitor for percent oxygen, lower explosive limit (LEL), and toxicity each time before entry and periodically during operations that have the potential to alter atmospheric conditions.
Supervisors shall contact 7 BW/SEG when these or any other entry conditions are not consistent with the MEP.
d. Additionally, special considerations may apply such as speed limits in MFH, vehicles with catalytic converters operating within 50' of aircraft, work being performed in explosives clear zones, equipment disposition in the Munitions Storage Area (MSA) during and after work hours, etc. For airfield construction the contractor should reference "Airfield Safety
Precautions," DFARS 252.236-7005 and ―Dyess AFB - Flightline Rules‖.
5.0 SUBMITTALS: Submittals shall be required on all materials and equipment under each task order or as indicated by the Contracting Officer. Each submittal shall include information as described in the technical specifications, the work narrative, as shown on the drawings, or as indicated on AF Form 66, as applicable.
5.1 The required submittal shall be identified before the issuance of each task order and shall be submitted in accordance with the submittal schedule as indicated on AF Form 66.
5.2 Submittals will accompany the contractor's proposal on each project. Once an item of material or equipment has been approved, the government can waive the requirement to re-submit with the following exception: If, at any time during the duration of this contract, the contractor desires to change materials from those originally approved, his new materials shall be resubmitted to and approved by the Contracting Officer prior to incorporation into the project.

5.3 Where a submittal cannot be provided within the required submission date, Contractor shall submit in writing a letter stating the reasons why and furnishing a new projected submission date.
5.4 Submittals Required for Material Finish and Color: The Contractor shall provide one set of color boards/sample books/sample boxes (as applicable) and applicable literature for each product proposed for use under this contract. This would include but not be limited to carpet (cut pile and level loop), vinyl tile, rubber base, quarry/ceramic tile (wall and floor), sheet vinyl, hardwood, paint, vinyl wall covering, plastic laminate, blinds, and toilet partitions. The boards/books/samples shall represent the full product range that is standard with the manufacturer, typical with the industry and in compliance with the specifications and UPB.
Upon approval of these boards/books/samples the Contractor will be required to furnish an additional four complete sets (total of five counting first package) to the Government. These boards and samples will be used by the Government to prepare coordinated color approval packages for each applicable project. In the event a material or item is required by the work narrative that is not already approved, the Contractor will be required to furnish a submittal and appropriate sample board for the item. The Contractor will be required to update the five sets of color submittals as required by supplier/subcontractor changes at no additional cost to the
Government.
5.5 General Submittals: The contractor may make ―General Submittals‖ for items that they will be using throughout the contract not associated with a specific project for approval and future project referencing. All general submittals including manufacture cut-sheets, illustrations, specifications and material samples (carpet, ceramic tile, floor tile, boards, chips, books, etc.)
shall become property of the Government and compiled into a Master Submittal List. Once an item of material or equipment has been approved as a general submittal, the Contractor will not be required to resubmit a submittal but he/she must submit AF Form 3000 showing the general submittal # and date that the material or equipment was previously approved.
5.6 Variations/Deviations/Departures from the Contract Documents: Contractor proposed variations, deviations or departures from the contract requirements shall be noted/marked in red on each copy of the submittal data and shall be provided with a letter attachment to the AF Form 3000 summarizing the proposed variation, deviation, or departure.
Variations, deviations, or departures shall contain sufficient information to permit complete evaluation. Additional sheets may be used to fully explain why a variation, deviation, or departure is requested. The Government reserves the right to disapprove or rescind inadvertent approval of submittals containing unnoted/unmarked/not-clearly-defined variations, deviations or departures.
6.0 DISPOSITION OF WASTE AND EXCESS MATERIALS:
6.1 The title to all waste, excess, scrap, and salvage materials generated as a direct result of this contract is vested in the Contractor - unless specifically designated for turn-in to the Government. Further (unless specifically listed as an exceptions), these materials shall be
TE-10 Page 16 of 1003 disposed of off the Base by the Contractor in accordance with all applicable Federal, State, and
Local Regulations.
6.2 Dumping/cleaning out of concrete trucks on Dyess AFB is prohibited. Concrete truck chutes only may be rinsed at the construction site. Wastewater and concrete from this rinse shall be collected in a high density polyethylene (HDPE) plastic-lined pit excavated by the contractor at the site. At the end of pouring operation, the contractor shall excavate all the waste and liner and properly dispose of same. The pit shall be completely backfilled and the site restored to original conditions.
6.3 The contractor shall turn in all materials specifically designated for turn-in to the
Government to a location at Dyess AFB, as designated by the Contracting Officer. The contractor shall obtain a receipt form the government employee responsible for receiving the returned equipment or material as evidence of compliance. A copy of the receipt(s) shall be submitted to the Contracting Officer prior to final inspection of the project.
6.4 The contractor shall at all times keep the construction site and storage area(s) free from accumulation of waste, rubbish, or construction debris. All loose or light weight materials shall be secured to prevent blowing or scattering. The burning of trash or construction debris is strictly prohibited on Dyess AFB. Prior to final inspection, the contractor shall remove all construction debris, tools, equipment, and materials not the property of the Government. Upon completion of the work, the contractor shall leave the work site and storage area(s) in a clean, neat and workmanlike condition satisfactory to the Contracting Officer.
7.0 SABER CONTRACTOR OFFICE AND STORAGE: There are no Government furnished covered or secure storage areas. The contractor has the option of either leasing facilities at an off-base location (within a 30 mile maximum radius) for use as a Saber Contractor
Storage/Shop Facility or building a new facility on Dyess AFB. Contractor shall at the minimum provide an office on Dyess AFB.
7.1 An on base area of reasonable and necessary size will be provided for the
Contractor's Office. Also for Contractor's Storage/Shop if so desired.
7.1.1 New facilities put on the base must meet the following criteria:
a. The Government implies no responsibility for lost or stolen materials, equipment, or tools; the security of which rests solely with contractor.
b. All required utilities shall be brought into the building by the Contractor from existing mains and lines. Electric and natural gas utilities will be metered. All reasonable quantities of existing utilities will be made available to the Contractor without charge.
c. The facilities shall be painted or pre-finished to exactly match existing base color scheme.

d. Contractor shall keep his Office/Storage/Shop as well as any work/staging areas clean, neat and orderly and will keep grass mowed to a maximum height of 4 inches. Due to high winds in West Texas, contractor shall take every precaution to preclude trash from blowing off site.
e. Fencing used by the Contractor to delineate constructor sites shall be securely anchored with tension wires and posts as required to prevent sagging and an unsightly appearance. Fencing shall be maintained by the Contractor in this manner throughout the life of the contract.
7.2 Field offices, storage facilities or staging areas are not permitted in the Military
Family Housing area. Contractor operated/owned vehicles, equipment, tools, toilet facilities as well as building materials, waste, rubbish or construction debris shall not remain on site overnight in the Military Family Housing area. All Contractor operated/owned vehicles, equipment, tools, etc., shall be stored as prescribed in paragraph STORAGE FACILITIES.
Applicable traffic control signage where required by the contract may remain overnight in the
Military Family Housing area.
8.0 UTILITIES SERVICE: The Government will provide utilities (electricity, gas and water) if available to the construction sites. Required utilities shall be brought into the construction site by the Contractor from existing mains and lines. All reasonable quantities of existing utilities will be made available to the Contractor without charge. No utilities will be provided by the Government at the Contractor open storage area.
9.0 SECURITY REQUIREMENTS:
Dyess AFB security may be viewed as being one of three broad levels, the level in effect being dependent on the location or AREA of Dyess AFB in question.
a. The lowest level of security exists in GENERAL ACCESS AREAS. These AREAS are all of Dyess AFB outside of the "USAF Controlled" and "USAF Restricted" AREAS.
b. USAF controlled access AREAS are the mid-level security AREAS. Presence within the CONTROLLED ACCESS AREA is by authorization; however, the movement of authorized personnel in and out of these AREAS is generally not impeded. Contractor personnel are given access to these AREAS.
c. The third and highest level of security on Dyess AFB is that within the USAF
RESTRICTED AREAS. These AREAS are further subdivided to be known as Protection Level
1, 2 or 3 AREAS.
9.1 Referencing the above, the work on this contract could be in all of the aforementioned areas.

9.2 Requests for changes to the work schedule for work in USAF restricted areas, must be submitted a minimum of 7 calendar days in advance for approval and coordination of Dyess
AFB Security Forces.
9.3 Dyess Air Force Base is a closed base. All personnel entering must have specific permission of the installation commander for entry. This permission is granted when a
Contractor employee is issued an identification card. Information necessary to obtain identification cards will be provided by the Contracting Officer at the pre-performance conference. The Contractor shall be responsible to ensure that all of its employees obtain, and keep on their person at all times while working on the base, a USAF identification card. Upon completion of the work or termination of an employee, the Contractor shall be responsible for turn in of identification cards no longer needed to the Contracting Officer or to the Pass and
Registration Office of the Security Forces. Failure to turn in badges will result in last payment of payroll to be withheld and revocation of any future badges issued by Pass and Registration
Office to the employee and the contractor.
9.3.1 DYESS FORM 173: The Contractor shall supply a list of employees in three copies on the Dyess AFB Form Letter 173. All three (3) copies of the completed list must be reviewed and approved by the Contracting Officer. After review and approval, those listed personnel being authorized entry to Dyess AFB shall proceed to 417 Third St., Room 128, Pass and Registration for issuance of their Contractor Employee Identification card. The contractor or his designated representative must sign each copy of the list.
a. Effective 1 Nov 04, a completed signed original Dyess Form 173 (Mar 04) must be delivered to Pass & ID by 0900 on the duty day prior to the desired day of entry onto Dyess
AFB. The Visitor Control Center will no longer issue temporary passes to contractor personnel unless they have already been previously identified on an executed Dyess Form 173.
b. All information on the Dyess Form 173 must be typed and the authorizing signature must be in blue or black ink.
c. Personal information provided on the Dyess Form 173 will be cross-referenced against state and federal criminal databases to identify those individuals possessing outstanding warrants. Those individuals with outstanding warrants will be detained at the Visitor Control
Center on the desired day of entry, and turned over to Abilene Police Department.
d. If any errors are noted on the form, the approving authority (individual on the 577) can make ink changes in red ink. All changes have to be initialed by the approval authority.
(Effective Date: Immediately)
e. All individuals with Dyess Form 173’s will still continue to be processed via the
Texas Law Enforcement Terminal System (TLETS—police wants/warrants check). Once it is determined the individual is cleared from any wants or warrants, a copy of the Dyess Form 173 will be placed at the Tye Gate entry point. The Tye Gate Guard will use this form as an Entry
Authority List (EAL) allowing contractors onto the installation. The contractor will then be able to go to the Gate directly (not the Visitor Control Center (VCC) or Arnold Gate) and verify
TE-10 Page 19 of 1003 if their Dyess Form 173 is there. Should their Dyess Form 173 not be there, they will be directed to the VCC for issuance of an AF Form 75. At this time someone will physically have to meet them there to sponsor them onto the installation. (Reasons why the form would not be at the guard shack would be erroneous driver’s license number, erroneous information, warrant, or identified as illegal alien). (Effective Date: Immediately)
f. Should their Dyess Form 173 be at the Tye Gate entry point, the contractor will be told to proceed directly to the Pass and Registration Section for the 7 SFS Contractor Badge issue. The Pass Section will have the original Dyess Form 173. Once a badge is obtained, they need only show the badge at the installation gate for entry onto the installation. Please note that neither the Security Forces Control Center nor the Tye Gate Guards will check the Dyess Form
173 for errors. This is the responsibility of the Pass and Registration Section. (Effective Date:
Immediately)
g. The Dyess Form 173 will be maintained at the Tye Gate entry point for 48 hours (two business days). After the specified time has expired, it will be destroyed. Should the contractor not process through Tye Gate in that 48 hour period, the contractor will require someone to physically vouch them on base to get a one day pass at the VCC so they may proceed to the
Pass and Registration office for their badge. The hold period for these forms at the gate can and will be extended should rain days occur or through prior coordination with any affected agency.
(Effective Date: Immediately)
9.3.1.1. Names must be listed alphabetically on each form. The following information must be listed for each individual, directly opposite his name: Date of Birth, Weight, Height, Color of Hair, Color of Eyes, Social Security Number, Current Address, Drivers License
Number (if none, so state), Employer's Company Name, Employer's Company Address and phone number, start and termination date of contract, and sponsor's name, organization, phone.
9.3.1.2. Changes to the list must be submitted as they occur. Additions must meet the same requirements as the original list. For deletions, only the name of the individual and a reference to the date and contract number of the original list is needed. Contractors must ensure that the pass for any individual deleted from the list is returned to the Pass and Registration
Section. If the pass cannot be returned; a letter, signed by the Contractor, shall be submitted stating that the pass could not be retrieved including an explanation why. The list shall be updated quarterly omitting all previously deleted names.
9.3.1.3. The Dyess AFB Form Letter 173
a. Is subject to the privacy act of 1974, Authority: 10 U.S.C. 8012 and 5 U.S.C.
552a(b)(7).
b. Principle purposes: To provide the 7th Security Forces Squadron, and other authorized agencies, with a listing of personnel authorized access to Dyess Air Force Base, Texas as Contractors or Contractor employees.

c. Routine Uses: To verify the identity of personnel entering Dyess AFB as
Contractors.
d. Disclosure is Mandatory: Failure to provide the information and Social Security
Number (SSN) could result in denied access to the Dyess AFB installation.
9.3.2 TRUSTED AGENT LETTER FOR DAY LABOR REQUESTS:
9.3.2.1. Purpose of Letter: To provide sponsoring authority to specific contractor individuals as identified by their sponsoring agency (7 CONS, Army Corp of Engineers, etc) to sponsor day laborers on for one day periods. (Effective Date: Immediately)
9.3.2.3 The Letter Process:
a. The sponsoring agency, in coordination with their contractor, will identify contractor individuals that require sponsoring/vouching authority. This authority is given to the contractor for the purpose of sponsoring day laborers/job site personnel sub-contracted as a result of an unexpected or new requirement not previously identified in the current contract. This authority will not be given to contractors for convenience only, but should be limited to the smallest group of manager or foreman contractor personnel needed to complete their assigned contract.
It is the responsibility of the sponsoring agency to ensure the Trusted Agent Letter remains current. Additionally, all reasonable actions should occur to prevent use of this process when a known laborer/sub-contractor was required well in advance of the day labor/sub-contractor request. (Effective Date: Immediately) b, The sponsoring agency will provide this letter to the Pass and Registration Section who will maintain it on file. A copy of the letter will be posted by the Pass and Registration
Section at the Visitor Control Center as a reference to verify which contractor personnel have sponsoring/vouching authority. (Effective Date: Immediately)
9.3.2.4 The Process to get Day Labors/Job Site Personnel Sub-Contracted onto the
Installation:
a. The contractor individuals identified in the Trusted Agent Letter will provide a typed or hand-written form (form will be provided by the 7 SFS) with all individuals they will sponsor onto the installation to the VCC Guard. The VCC Guard will verify the identity of all individuals on the form by checking the information against a valid State/Federal Identification card. The VCC Guard will randomly check a percentage of the individuals via the TLETS.
Should any individual not possess a valid identification card, they will be turned away at the
VCC and entry to the installation denied. Pen and ink changes can be made to the form, but all information must be validated by the guard before the contractor will be allowed to proceed onto the installation with the sponsored individuals. No AF Form 75/Visitor Pass will be issued to any individual who is sponsored by the Trusted Agent Contractor, unless the sponsored individual will be driving a vehicle onto the installation. Trusted Agent Contractors are encouraged to consolidate all sponsored individuals into the smallest number of vehicles as possible to avoid the issuance of multiple AF Forms 75. Should an AF Form 75 be issued, the
TE-10 Page 21 of 1003 driver will be required to produce a valid driver’s license, current insurance card, and current registration for the vehicle being operated. Once on the installation, the Trusted Agent
Contractor will be responsible for the actions of the sponsored individuals. Should an incident occur with a sponsored guest, and negligence be proven on the part of the Trusted Agent
Contractor, their vouching/sponsoring authority will be revoked. The Trusted Agent Letter can be adjusted to add and delete names of Trusted Agent Contractors as needed, as long as the provisions of this paragraph are followed. Although the 7 SFS form is used in lieu of the AF
Form 75, it carries the same authority and responsibilities. Additionally, the 7 SFS Form will expire at 0001 daily or at the end of the contractor duty day, whichever occurs first. At no time will the Trusted Agent Contractor depart the installation and leave any of his/her sponsored individuals with another contractor that does not have the same vouching/sponsoring privileges.

b. All contractors must attend a contractor briefing given to the contractors by Pass and
Registration who will provide a more detailed explanation regarding contractor badges and their uses. Pass and Registration reserves the right to not issue a contractor badge due to erroneous information or failure to disclose information on the Dyess Form 173. Any derogatory information received from the background check will result in the non-issuance of the contractor badge.
c. The Dyess AFB Form Letter 173 is subject to the privacy act of 1974, Authority: 10
U.S.C. 8012 and 5 U.S.C. 552a(b)(7).
d. Principle purposes: To provide the 7th Security Forces Squadron, and other authorized agencies, with a listing of personnel authorized access to Dyess Air Force Base, Texas as Contractors or Contractor employees.

9.4 (APPLICABLE TO RESTRICTED OR FLIGHTLINE CONTROLLED AREAS
ONLY:)
Contractor shall be required to enclose his contract work area, storage area and employee parking area with 3/8" yellow nylon rope. This rope fence will be supported by fastening it to the top of temporary posts or structures. The posts/structures will be 3 ft (+10%) high. The post/structures spacing and rope tautness will be such that the rope will be no closer that 2 1/2 ft above the walking surface. This fence may be omitted where existing structures bound the contract work area. The intent of this requirement is that all personnel (Contractors', Air Force, and visitors) will know the authorized boundary of each Contractor's area and thereby minimize unauthorized movement, and to help promote safety.

10.0 IDENTIFICATION OF CONTRACTOR VEHICLES: Contractor vehicles must be marked on each side with company name with either permanent or semi-permanent/magnetic signage.
11.0 SABER CONTRACTOR PERSONNEL:
11.1 Project Manager: The Contractor shall provide (at the minimum) a project manager who shall be responsible for the performance of work. The Project Manager or his designated alternates shall be physically present (excluding holidays) between 0730-1630 Monday-Friday at all times when there are delivery orders/SOW's issued and in working progress. The designated alternates shall be fully qualified in all aspects of this position, and shall have full supervisory authority during the absence of the project manager. The project manager or alternates shall be responsible for management and coordination of the contract and shall be the point of contact with the government contracting officer. The Contractor shall notify the Contracting Officer, in writing, 10 days prior to the contract start date of the names of the project manager and his/her designated alternates.
11.1.1. The project manager and alternate(s) must be able to read, write, speak, and understand English.
11.1.2. The project manager and alternate(s) shall each have a minimum of 5 years experience including all phases of work stated herein. Of this at least 2 years must be in a supervisory capacity.
11.1.3. The project manager or alternate shall be available during normal duty hours to meet with government personnel designated by the Contracting Officer to discuss problem areas or areas of concern.
11.2 Other Personnel. The Contractor shall furnish a qualified project manager to direct personnel and to accomplish all work required. The Contractor shall not employ either military or civilian personnel who are employees of the United States government unless such persons seek and receive approval in accordance with AFR 30-30 for military and AFR 40-735 for civilians and is not a member of the Civil Engineers and/or Contracting Squadrons.
11.3 Military Personnel. The Contractor is cautioned because off-duty active military and civilian personnel hired under this contract may be subject to permanent change of station
(PCS), change in duty hours, exercises, or deployment. Military Reservists may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the
Contractor's ability to perform. Their absence at any time shall not constitute an excuse for non-performance under this contract.
11.4 Contractor Security Requirements: Security clearances for accomplishing requirements of this contract in restricted/controlled areas is a must.
