Statement of Objectives

December 2010

Project #: FNWZ 05-0032 – Renovate DV Quarters 7422

Project #: FNWZ 09-0106 – Repair Fire Detection DV Quarters

Location: Bldg 7422, 241 5 th

1. Project Summary:

FNWZ 05-0032 – Renovate DV Quarters 7422 - Renovation of building interior and upgrades (to match as close as possible, recent renovation of similar adjacent DV Quarters

Bldg 7421), details provided below and on attached “concept drawings.”

FNWZ 09-0106 – Repair Fire Detection DV Quarters - Demo existing hardwire “local fire detection/alarm devices” in building 7422 and install complete building fire detection/alarm system per NFPA guidelines, in accordance with UFC 3-600-01 – Design-Fire Protection

Engineering For Facilities and compatible with the existing Dyess AFB Fire Alarm System.

NOTE: The Government shall remove the washers, dryers, refrigerators, ranges, all window coverings and all furniture prior to the commencement of any construction activities.

a. Asbestos Abatement: Prior to start of construction activities, prepare and submit Texas

Department of Health Demolition/Renovation Notification Form (see attached asbestos surveys) and perform asbestos abatement as required.

b. Fire Detection System:

1) Fire Detection/Alarm System: The contractor’s project Fire Protection Engineer

(FPE) shall review the 100% design submission of plans, specifications, drawings and certify in writing that the design is in compliance with UFC 3-600-01 – Design-Fire Protection

Engineering For Facilities and all applicable criteria.

2) The FPE certification letter shall be submitted with the Fire Detection/Alarm System installation drawings. The installation drawings as a minimum shall be designed and stamped by a NICET III certified technician.

3) Fire Detection/Alarm System shall be “MONACO Brand” addressable system compatible with existing Base System and designed to meet or exceed the SABER contract minimum specifications.

4) Fire alarm system shall include as a minimum: control panel with anti-tamper switch;

lightning arrestor (mounted adjacent to control panel); pull stations; narrow band transceiver and antenna (antenna mounted to exterior wall at highest available location and extending above highest portion of roof); addressable smoke/heat detectors; 72 hour back-up batteries/charging system; and programming as required to be fully functional with existing base system.

5) Installation shall include any reprogramming requirements at Dyess AFB Fire

Station Control Console, 7 CES Alarm Shop Console and 7 SFS Security Console.

c. Carbon Monoxide (CO) Detectors:

1) CO detectors shall be installed in accordance with industry standards/regulatory requirements.

2) If feasible, design/installation shall be incorporated into new MONACO fire detection/alarm system.

d. Construction – Housekeeping Areas: Concept relocates entryway and demo/reinstall shelving as required.

1) Demolition – Housekeeping Areas:

a) Demolish floor coverings.

b) Demolish cove, carpet and wood base.

c) Demolish light switches, receptacles.

d) Demolish wood shelving.

e) Cut opening in wall for new door.

f) Remove A/C fan coil, elec., pipe, cap duct & patch ceiling. Remove thru-wall condensate line & plug wall hole.

2) Renovation – Housekeeping Areas:

a) Install new metal doors/frames and hardware.

b) Install carpet on pad with carpet cove base.

c) Install new decorator light switches, receptacles, and telephone jacks.

d) Install new wall to close in “old door opening.”

e) Texture all walls and ceilings, prime new drywall and paint drywall and doors/frames.

e. Construction – Mechanical Rooms:

1) Demolition – Mechanical Rooms:

a) Demolish doors and frames. Retain lockset hardware for re-installation.

b) Demo electrical panel.

2) Renovation – Mechanical Rooms:

a) Install new metal doors/frames and re-install lockset.

b) Install new 100 A electrical panel.

f. Construction – Common Areas:

1) Demolition – Common Areas: Will include but is not limited to the following.

a) Demolish doors, frames and hardware. Retain Key Card Locksets for reinstallation.

b) Demolish windows/frames and mini-blinds.

c) Demolish floor coverings.

d) Demolish cove and wood base.

e) Demolish Hallway recessed light fixtures.

f) Demolish Dining room light fixtures.

g) Demolish recessed fire extinguisher recess.

h) Gut bathrooms (for complete renovation).

i) Gut kitchens (for complete renovation).

j) Prepare Entryway wood siding to be covered with EIFS (Dryvit).

k) Carefully remove existing fire detection/alarm devices and retain for

Government salvage.

l) Remove doorbell chime if/as needed for construction. Retain for reinstallation.

m) Demolish light switches, receptacles, cable TV jacks, and Telephone jacks.

n) Demolish wood shelving

o) Demolish thermostats.

p) Demolish vinyl wall coverings.

2) Renovation – Common Areas: Will include but is not limited to the following.

a) Install new metal doors/frames, prime and paint. Reinstall key card locksets.

b) Install new windows frames/glazing/screens with tinted, laminated glazing and

“Hunter Douglas” (type) honeycomb shades that meet current requirements of

Anti-Terrorism Force Protection (UFC 1-200-01, General Building

Requirements; UFC 4-010-01, DoD Minimum Antiterrorism Standards for

Buildings; UFC 4-020-01, DoD Security Engineering Facilities Planning

Manual).

i. Low Emissivity Insulating Glass

ii. Interior glass pane for Low-E insulating units shall be minimum of 1/4 inch ASTM C 1172, Laminated glass Type I.

iii. Exterior pane shall be ASTM C 1036, Type I, Class 2 tinted, Quality q3, minimum 1/4 inch thick or ASTM C 1048, condition C with anti-reflective low-emissivity coating on No. 2 surface (inside surface of exterior pane).

iv. Glass performance shall be Solorban 60 or equal.

v. Exterior color shall be bronze and interior light shall be clear.

c) Install carpet on pad with carpet cove base.

d) Install ceramic tile with ceramic base.

e) Install new incandescent dining area light fixture (centered in dinning area). The fixture is to have “minimal glass” and be capable of (and lamped with) fluorescent screw-in lamps.

f) Install new recessed incandescent hallway light fixtures. The fixture is to be capable of (and lamped with) fluorescent screw-in lamps.

g) Install new recessed fire extinguisher cabinets.

h) Construct new bathrooms. “Adjoining bathrooms” are to be converted to “single bathrooms” and close off door entry to “common area”.

i) Construct new kitchens.

j) Cover Entryway wood siding and overhang with EIFS (Dryvit), and install wood chair rail.

k) Install new decorator light switches, receptacles, and telephone jacks. The light switches in the corridor will have pilot lights.

l) Install new programmable thermostats.

m) Install single door steel French doors.

n) Construct new closet with one wood shelf and clothes rod.

o) Relocate dryer vent to exterior wall. Cap (at roof) and abandon existing roof dryer vent stack.

p) Install new sliding curtain rods for new French doors.

q) Texture all walls and ceilings, prime and paint.

r) Install vinyl wall coverings on all walls in dining rooms, living rooms, and corridors.

s) Install clear plastic corner protectors on all drywall corners.

t) Install ceramic tile with vinyl cove base.

u) Install new HVAC grilles.

v) Install new designer style paddle fans in the living rooms, similar to the fans in the guest rooms.

w) Reinstall salvaged doorbell chimes.

g. Construction – Lodging Rooms:

1) Demolition – Lodging Rooms: Will include but is not limited to the following.

a. Demolish lodging room entry doors, frames and hardware. Retain keycard locksets for reinstallation.

b. Demolish closet doors, frames and hardware.

c. Demolish mini-blinds and windows/frames.

d. Demolish carpeting and wood base.

e. Remove HVAC wall vent grill, and seal duct.

f. Cut opening through wall for new HVAC unit. Remove and retain brick veneer for reinstallation.

g. Demolish all light switches, receptacles, cable TV outlets, and telephone outlets.

All wiring to remain for reuse.

h. Demolish closet walls, shelving, and doors.

2) Renovation – Lodging Rooms: Refer to concept architectural plans drawing. Will include but is not limited to the following:

a. Build new closet walls and cover with 5/8” drywall.

b. Seal old HVAC duct opening and cover with drywall.

c. Spray wall texture on all walls and ceilings.

d. Prime new drywall and paint all walls and ceilings with two coats of latex paint.

e. Install clear plastic corner protectors on all drywall corners.

f. Install new entry and closet doors, frames, and hardware reference concept door schedule details drawing. Prime and paint doors and frames.

g. Install new windows frames/glazing/screens with tinted, laminated glazing and

“Hunter Douglas” (type) honeycomb shades that meet current requirements of

Requirements; UFC 4-010-01, DoD Minimum Antiterrorism Standards for

Buildings; UFC 4-020-01, DoD Security Engineering Facilities Planning

j. Install new Carrier model #52SQA309301AA (type) heat pump (or equivalent) into opening created in exterior walls. Trim unit out with wood trim and prime and paint trim.

k. Install new carpet with carpet cove base per concept flooring details drawing.

f. Construction – Closet Space: Demo existing closet space and reconfigure to minimize closets as shown on attached drawings. New wall space created by demo of existing closet shall be finished “flat” and have duplex electric outlet and cable TV connection outlet installed for wall mount TV’s to be installed by the Government after project completion.

g. Construction – Guest Bathrooms: Concept is to “gut” and combine “adjacent bathrooms” into “single bathrooms” and do a complete renovation to include complete replacement of wet wall plumbing (NOTE: Contractor concept design drawings adequate to illustrate renovation layout and materials will be required for submission and approval by 7 FSS prior to ordering materials or start of construction). Will include but is not limited to:

1) Demolition – Guest Bathrooms:

a. Demolish bathroom doors, frames, and hardware.

b. Turn water off to the building

c. Demolish water closets, lavatories, and bathtubs, along with associated piping and valves/faucets to the building slab/base plate.

d. Demolish exhaust fans, receptacles, and bathroom light fixtures along with associated boxes and wiring.

e. Demolish wall and floor tile.

f. Demolish drywall on all walls and ceilings.

g. Demo door/frame to “common area”

2) Renovation - Guest Bathrooms:

a. Install wood blocking as needed, for the shower curtain rods, vanities, exhaust fans, toilet tissue dispensers, and towel bars.

b. Frame in (close doorway to common area).

c. Install new piping and valves to support new lavatories, water closets, and bath tub/showers. Shower spray to be at 80” AFF.

d. Install new porcelain enamel on cast iron bathtubs with thermostatic mixing valves and wall mounted, hand-held shower sprays.

e. Install new 5/8” moisture resistant drywall on all walls and ceilings.

f. Tape, bed, float and apply texture to all ceilings and walls where tile will not be applied. Prime and paint same areas.

g. Install new steel doorframes with hollow metal doors with associated hardware.

Lockset to be privacy type manufactured by “BEST”. Prime and paint same.

h. Install 4” x 4” ceramic wall tile in tub area up to and including the ceiling areas to include bull nose tiles and soap tray.

i. Install 4” x 4” ceramic wall tile to a wainscot height in the balance of the bathroom areas to include bull nose and cove base tiles.

j. Install 12” x 12” ceramic floor tile with ceramic cove base.

k. Install 24” stained oak bathroom vanities.

l. Install plastic laminate vanity tops to include integral backsplash and side splash.

m. Install stained oak recessed medicine cabinet above lavatory.

n. Install new one-piece combination vitreous china water closets and flush valves.

o. Install new porcelain enamel on cast iron lavatories in laminate tops with lavatory faucets with pop-up drains.

p. Caulk around tubs, water closets, vanities, and doorframes.

q. Install two chrome-steel towel bars, stainless steel shower curtain rods, and one chrome-steel toilet tissue dispenser per bathroom.

r. Install recessed 110-CFM exhaust fans.

s. Install new decorator-type light switches, fan switches, and GFCI receptacles.

t. Install new stained oak light bars over medicine cabinets.

h. Construction – Kitchens: Concept is to “gut & enlarge” kitchen area and install all new cabinets, countertops, sink/garbage disposal, flooring, etc. (NOTE: Contractor shall provide concept design drawings adequate to illustrate renovation layout and materials for Government approval by 7 FSS prior to ordering materials or start of construction). Major components of kitchen renovations shall include but are not limited to the following:

1) Demolition – Kitchens: Refer to concept demolition plans.

a) Turn water off to the site and disconnect supply piping to the two kitchen sinks.

b) Demolish faucets and sinks

c) Demolish all countertops and the wall and base cabinets.

d) Demolish the fluorescent light fixtures. All wiring will be terminated at the nearest J-box.

e) Demolish the supply air grilles.

f) Demolish the drywall ceiling

g) Demolish all of the kitchen drywall.

h) Demolish receptacles and light switches in all walls. All wiring will be terminated at the nearest J-box.

i) Demolish Flooring.

2) Renovation - Kitchens: Refer to concept kitchen details drawing.

a) Install new 12” x 12” ceramic tile flooring with vinyl cove base per details on concept drawing.

b) Fill in openings in walls that exist over the demolished sinks.

c) Install wood blocking in walls for new cabinets.

d) Replace water supply and drain line to building slab/base plate.

e) Install new water supply to refrigerator area for icemaker.

f) Install electrical rough in for new receptacles and switching.

g) Install new drywall on all walls and ceilings.

h) Tape, bed, float and texture new drywall. Prime and paint.

i) Install stained oak kitchen cabinets.

j) Install plastic laminate counters.

k) Install 32” by 21” porcelain enamel on cast iron kitchen sink and faucet with sprayer.

l) Install new heavy-duty garbage disposal.

m) Install electric outlet/switch, water cutoff valves and drain connection point for dishwasher.

n) Install new two-speed oven vent hood and connect to existing exhaust duct.

o) Install new supply air grille.

p) Install new receptacles and switches.

q) Install new room light and task light over sink.

i. Construction – Communications: Concept is to convert a small storage closet/area into a communications closet and install “dummy conduit drops” for future internet wiring installation by “other contract”. Will include but is not limited to:

1) Build new communication closet.

2) Install new communication drops.

3) Install new communication conduits and conduit fittings.

4) Install cat 5e cable.

5) Install cable television cable.

2. Conditions of Work:

a. Work shall be scheduled during normal business hours when possible; however, the contractor may request to perform work after normal duty hours or on weekends.

NOTE: construction activities that generate “substantial noise” will not be allowed after normal business hours.

b. The contractor shall conduct the work in a manner to keep to a minimum disruption of adjacent normal operations.

c. Entire facility will be “closed” during renovation construction; therefore “contract performance period” must be kept to a minimum.

d. Material staging area & dumpster location will be to the “rear” (South side) of facility.

This area must be maintained in a “neat appearance” as it will be adjacent to “in use” DV guest facilities.

3. Specifications: The following specifications are identified for particular emphasis in addition to all baseline contract specifications:

a. UFC 1-200-01, General Building Requirements

b. UFC 4-010-01, DoD Minimum Antiterrorism Standards for Buildings

c. UFC 4-020-01, DoD Security Engineering Facilities Planning Manual

4. Remarks/Notes:

a. Demo existing fire system components (detectors, pulls, etc.) shall be turned in for

Government salvage.

b. Existing “Key card door locks” shall be salvaged by the contractor for re-installation.

5. Bid Schedule: Project complete.
