About this file
This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the U.S. Air Force.
Contract Details and Changes:
Amendment 0001 to solicitation FA465926R0002 was issued effective September 30, 2026, by the Contracting Officer at Grand Forks Air Force Base, North Dakota. The amendment updates Section L (Part 1—Experience) and Section M (Factor 1) of the solicitation, incorporates modifications to FAR Clause 52.228-1 (Bid Guarantee), and adds a Questions and Answers attachment (26R0002 - Protective Coating Q&A dated September 30, 2026). The solicitation number was updated from FA465926R0002 to FA465926R00020001.
Quotation Requirements and Evaluation Criteria:
The solicitation is for protective coating services (painting) and requires quoters to submit three separate parts: experience, price, and past performance. Quoters must demonstrate three successfully completed contracts or task orders of similar scope and magnitude within the last four years, with individual task order values between $500 and $350,000. A bid guarantee of $20,000 (Standard Form 24) is required, along with proof of bonding capacity showing single-project bonding of at least $400,000 and aggregate bonding of $1,000,000. Price quotations must cover five years of services plus a six-month extension. The Government will award to the responsible quoter offering the Lowest Priced, Technically Acceptable (LPTA) solution using three evaluation factors: Experience (Acceptable/Unacceptable), Total Evaluated Price, and Past Performance. References must provide active contact information for Government verification. All quotes must be submitted electronically to Carly Larson (carly.larson@us.af.mil) and Jackelyn Richardson (jackelyn.richardson.1@us.af.mil).

(a) Quoters are required to meet all solicitation requirements, including, but not limited to: terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in a quote being ineligible for award. Quoters must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. Non- conformance with the instructions provided in this solicitation may result in an unfavorable quote evaluation and/or removal from consideration.
(b) Quote preparation and submission: Quotes shall consist of three parts: experience, price and past performance. Each part shall be submitted in separate documents and labeled.
(1) Part 1- Experience The quoter shall submit a project narrative (not to exceed 5 pages) demonstrating their experience in performing relevant painting services. The quoter must provide details for three (3) relevant contracts or task orders successfully completed within the last four (4) years.
The Government may consider relevant experience performed by a proposed subcontractor, affiliate, or joint-venture member, provided that entity is clearly identified in the quotation and is proposed to have meaningful involvement in performance of this requirement.
To receive credit for such experience, the quoter shall:
Identify the subcontractor, affiliate, or joint-venture member associated with each referenced project;

Provide a binding teaming agreement, subcontractor commitment letter, joint-venture agreement, or other documentation establishing the entity's commitment to participate in contract performance; and Demonstrate that the entity's proposed role is commensurate with the relevance of the experience submitted. Section M - Evaluation Factors for Award
Header Miscellaneous Text (Modified):
ADDENDUM TO RFO 52.212-2 EVALUATION OF QUOTES
(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose conforming quote represents the Lowest Priced, Technically Acceptable (LPTA) solution. Interchanges may be held with all, some, or none of the vendors. The following factors shall be used to evaluate offers:
Factor 1: Experience
The Government will evaluate the quoter's experience to determine if the firm possesses the minimum experience necessary to perform the requirement. To receive an Acceptable rating, the quoter must demonstrate they have successfully completed three (3) contracts of similar scope, magnitude, and complexity for interior and/ or exterior painting within the last four (4) years. In evaluating experience, the Government may consider the experience of the quoter, proposed joint-venture members, proposed subcontractors, and proposed affiliates, provided the quoter demonstrates through binding documentation that the entity will have meaningful involvement in performance of the requirement. The Government will not credit experience based solely on an affiliate relationship or an unsupported teaming arrangement.
Quoters that fail to demonstrate this minimum required experience will receive an Unacceptable rating, will be deemed non-conforming, and will be immediately removed from further consideration for award.
Factor 2: Total Evaluated Price (TEP)
Price analysis will be performed to determine the reasonableness of the price quote. Reasonableness will be based on the total evaluated price. The total evaluated price will be calculated as the sum of all 5 years of pricing plus a 6-month extension.
Analysis of the quote will be performed using one or more of the techniques defined in RFO 15.404-1(b) in order to determine price reasonableness. Reasonableness must represent a price to the Government a prudent person would pay in the conduct of competitive business. Normally, price reasonableness is established through adequate price competition but may also be determined through cost and price analysis techniques.
Factor 3: Past Performance
The quoter's past performance will be evaluated utilizing the list of references provided by the quoter, interviews conducted with those references, the (Attachment 5) Contracting Officer's knowledge of and previous experience with the work being acquired, the Supplier Performance Risk System (SPRS) information, and any other reasonable basis needed to determine past performance.
Ratings:
Acceptable - Based on the quoter's performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort.
Unacceptable - Based on the quoter's performance record, the Government does not have a reasonable expectation that the quoter will be able to successfully perform the required effort.
Evaluation steps:
Step 1: Evaluate all quotations for conformance to the solicitation instructions and evaluate Factor 1 (Experience) on an Acceptable/Unacceptable basis. Quotes receiving an Unacceptable rating for Experience are disqualified.
Step 2: Rank all remaining quotes based on the vendor's Total Evaluated Price (TEP), from lowest to highest.
Step 3: Evaluate Factor 3 (Past Performance) of the lowest-priced quote. If rated Acceptable, and the price is determined to be fair and reasonable, make the award. If rated Unacceptable, move to the next lowest-priced quote and repeat this step until an award is made.
