About this file
This document is a Questions and Answers (Q&A) file for federal contract solicitation FA465926R0002, addressing clarifications on a protective coating requirement. The document does not specify required products or services, response dates, or award dates, as it functions solely to answer bidder inquiries about solicitation requirements and evaluation criteria.
Key clarifications include: (1) experience from proposed subcontractors, affiliates, or joint-venture members may be credited toward the three required relevant projects if the entity is clearly identified, has meaningful involvement in contract performance, provides binding commitment documentation, and performs a commensurate role—no fixed minimum participation percentage is established; (2) for joint ventures or teaming arrangements, the experience of individual members may be considered if the arrangement and member roles are adequately documented; (3) all proposals must be submitted via email to Ms. Carly Larson (carly.larson@us.af.mil) and SSgt Jackelyn Richardson (jackelyn.richardson.1@us.af.mil) by October 15, 2026; (4) no drawings or blueprints are available, as work spans multiple facility locations; (5) performance and payment bonds are not required at the contract level but will be established separately for each task order exceeding $150,000, with a base solicitation-level bid guarantee of $20,000 and proof of bonding capacity of at least $400,000 single-project and $1,000,000 aggregate capacity required; (6) historical annual workload averages approximately $306,555.80 with no guaranteed minimum; (7) site visits are not provided prior to award but will be available for individual task orders; (8) Limitations on Subcontracting compliance will be evaluated across the overall contract ordering period; and (9) no site visit is planned for the solicitation phase.

FA465926R0002 – Protective Coating Requirement Q&A
1. Sections L and M require three relevant projects for experience and past-performance evaluation. Attachment 5 also asks whether referenced work was performed by a proposed subcontractor, affiliate, or joint-venture member. Please confirm whether qualifying experience/past performance of a proposed subcontractor, affiliate, or joint-venture member may be credited toward the three required projects and, if so, whether a minimum level of participation is required.
Government Response: Yes. For purposes of Factor 1, the Government may consider relevant experience performed by a proposed subcontractor, affiliate, or joint-venture member, provided that entity is clearly identified in the quotation and is proposed to have meaningful involvement in performance of this requirement.
To receive credit for such experience, the quoter shall:
1. Identify the subcontractor, affiliate, or joint-venture member associated with each referenced project;
2. Describe the specific portion of this requirement that the entity will perform or the resources/personnel it will provide;
3. Provide a binding teaming agreement, subcontractor commitment letter, joint-venture agreement, or other documentation establishing the entity’s commitment to participate in contract performance; and
4. Demonstrate that the entity’s proposed role is commensurate with the relevance of the experience submitted.
No fixed minimum percentage of participation is established. However, an entity whose experience is submitted must be proposed to perform a meaningful portion of the painting requirement; experience will not be credited based solely on an affiliate relationship or an unsupported intent to team.
The quoter remains responsible for demonstrating three contracts or task orders of similar scope, magnitude, and complexity. All applicable small-business eligibility and limitations-on-subcontracting requirements remain in effect.
2. If a quoter submits as part of a teaming arrangement, can the team member's relevant painting experience be used to satisfy the Factor 1 experience requirement? Or must the experience belong solely to the entity submitting the quote?
For a joint venture or teaming agreement, the Government may consider the experience of the joint venture and/or its individual members, provided the joint venture arrangement and the respective roles of the members are adequately documented.
3. Section L(d) directs electronic submissions to both Carly Larson and SSgt Dominic Duenow, while the current public notice identifies SSgt Jackelyn Richardson or Carly Larson for proposal submission.
Please confirm the controlling final proposal submission recipients for the October 15, 2026 deadline.
All proposals must be submitted via email to Ms. Carly Larson at carly.larson@us.af.mil and SSgt Jackelyn Richardson at jackelyn.richardson.1@us.af.mil.
4. We would like to request any available drawings, blueprints, plans, or related technical documents for this project.
Drawings and blueprints plans are not available or applicable to this requirement. Work will be executed across multiple facility locations throughout the installation
5. The solicitation requires performance and payment bonds. Will bonding be required at the overall contract level, or will the bond requirement and amount be established separately for each task order based on that task order’s value?
Performance and payment bonds will not be required at the overall contract level. Bond requirements will be established separately for each individual task order based on that specific task order's value. 100% Performance and Payment bonds for task orders exceeding $150,000.
However, at the base solicitation level, to ensure the responsibility of offerors, the following must be submitted with the proposal:
1. A Bid Guarantee in the flat amount of $20,000.00, in accordance with FAR 52.228-1.
2. A Proof of Bonding Capacity letter from a Treasury-listed (Circular 570) surety demonstrating a single-project capacity of at least $400,000.00 and an aggregate capacity of at least $1,000,000.00.
The solicitation will be amended to clarify these submission requirements.
6. Since this is a requirements contract with no guaranteed minimum, is there an anticipated annual dollar volume or historical annual workload that the Government can provide for planning purposes?
mailto:carly.larson@us.af.mil mailto:jackelyn.richardson.1@us.af.mil
While the Government cannot guarantee any minimum or specific annual workload, for general planning purposes, historical data from the previous similar requirement shows an average annual dollar volume of approximately $306,555.80, with annual volumes distributed as follows:
• 2021: $808,942.90
• 2022: $227,845.80
• 2023: $247,657.40
• 2024: $148,332.90
• 2025: $100,000.00
These historical figures are for informational purposes only and do not constitute a representation or guarantee of future workload or funding under this contract.
7. Is a site visit planned or required for this solicitation or prior to award?
A: A site visit will not be planned for this requirement. For each individual task order, a site visit will be available.
8. Regarding the applicable limitation on subcontracting, will compliance be evaluated at the individual task-order level or across the overall contract/order period?
A: Compliance with the Limitations on Subcontracting clause (RFO 52.219-14) will be evaluated across the overall contract ordering period. However, in accordance with 13 CFR § 125.6(d), the Contracting Officer reserves the right to request compliance reports, payroll records, or self-performance breakdowns at any time during performance.
9. Factor 1 requires the quoter to demonstrate successful completion of three contracts of similar scope, magnitude, and complexity within the last four years. If the prime contractor proposes a qualified small-business painting/coatings subcontractor, may the subcontractor’s relevant experience be used to satisfy this Factor 1 experience requirement, or must all three qualifying contracts have been performed directly by the prime offeror?
