Answer 17. The construction drawings for that project are attached to this amendment in pdf format. See question

8.

Question 18. Page 1 of the Solicitation indicates the NAICS code for this project is 326220. Please confirm.

Answer 18. The correct NAICS is 236220.

Question 19. Please confirm the various coefficients are limited to two decimal places (i.e. 0.75, 1.25).

Answer 19. The coefficients are not limited to two decimal places; however the previous SABER contracts did not go beyond three decimal places.

Question 20. Page 12 of 87 of the Solicitation, Coefficient Costs, Paragraph 2.0, indicates if the nonstandard coefficient is used, it will only apply to the line items of work which will be performed during nonstandard hours.

However the Technical Specifications, page 7 of 122, Item 1.4 Working Hours, indicates if work is required during nonstandard hours, the nonstandard coefficient will be applied to the entire proposal. Please clarify. Which do you want to use? You will need to revise the tech specs to clarify.

Answer 20. The nonstandard coefficient shall only apply to the line items of work performed during nonstandard hours. Spec has been revised, see Para 1.4 specifications dated (19 April 2011)

Question 21. Page 25 of 87 of the Solicitation, Item 27.0 Computer Support Requirements indicates the contractor shall “upon contract completion, data shall be downloaded to an appropriate medium, usable by the Government and designated at the time of contract completion by the Contracting Officer, and shall be turned over to the Government no later than 4:30 PM (local time) on the last day of the contract performance period.” Please clarify what “data” will be delivered which is not already part of the contract or task order record. I’m not sure as to the answer here.

Do you know what data is required or should we delete this requirement?

Answer 21. This section has been deleted from the solicitation.

Question 22. Technical Specifications, reference is made to Specification Section 01300; however, no Section

01300 is provided. Please clarify.

Answer 22. See updated Technical Specifications Dated 19 April 2011.

Question 23. On Page 22 paragraph 9.0 NON-PREPRICED UNIT PRICE GUIDES (UPG) states: “These non-prepriced line items (NPI’s) shall only be allowed if the Government deems that an appropriate line item is not provided by the pre-priced UPG. NPI’s include direct costs only”. On Page 12 paragraph 1.0 states: “The price established in the MEANS® database bare cost (which means no mark up for overhead and profit O&P) column will be multiplied by the City Cost Index Weighted Average Total for Grand Forks, ND, and the coefficient to arrive at the actual price for a unit of work. The coefficients shall be represented as "net", a "decrease from", or an

"increase to" the prices listed in the MEANS®. An offer of "net" would be represented as "1.0". If the NPI can only include direct costs, how will the NPI be calculated equitably if a negative coefficient is proposed?

Answer 23. NPI’s will be negotiated separately from the RS Means and coefficients prior to issuance of the task order. The cost of the NPI will be added to the negotiated price of the task order after coefficients are applied.

Coefficients will not be applied to NPI’s.

Question 24. Section L, on page 76 of the Solicitation, lists five “Sections.” These “Sections” appear to be separate parts. However, under “Section 5” there are also three “Volumes,” which also appear to be separate parts. The solicitation does not mention binders, whether the Government wants the “Sections” and “Volumes” to be placed into binders, and, if so, how the “Sections” and “Volumes” are to be organized into binders.

Answer 24. This is up to the offeror to decide on how they wish to submit as long as the format in Section L is followed. Recommend each Section and Volume is separated and labeled/identified.

Question 25. Please clarify how the Government would like the “Sections” are to be organized. For example, is each “Section” a separate part? If some can be included together, which ones can be included together?

Answer 25. There are no requirements other than what is stated in the solicitation for organization as long as the

Sections and Volumes are marked and easily identified. This is up to the offeror to determine.

Question 26. If the Government wants the “Sections” and “Volumes” organized into binders, please clarify how the

Government wants them organized into binders. For example, is each of the “Volumes” to be placed in a separate binder?

Answer 26. It is recommended that each Volume and Section be separated. A binder is acceptable.

Question 27. In which Section, Volume or binder should be place the Executive Summary Section?

Answer 27. You may include the Executive Summary Section in Volume I. This section does not count towards the Volume page limitation.

Question 28. Subfactor 2, Project Development/Planning and Design/Completeness of the Seed Project, is included in Factor 1, Mission Capability/Technical/Risk. According to the instructions on page 76, Factor 1 has a 50-page limit. Does the Government intend for Subfactor 2 to be included in the 50-page limit?

Answer 28. The entirety of Factor 1, including the two sub-factors, are limited to 50 pages.

Question 29. Page 21 of the solicitation states: “4.0 PROPOSAL GUARANTEE (BID BOND) A bid bond is required for the seed project under the SABER solicitation in the amount of 20% of the proposed price not to exceed

$3 Million. Bid Bond shall be provided with proposal submission on Standard Form 24.” Because the bid bond is for the seed project and not for the contract itself, is there any special language that the Government wants written on the Standard Form 24 for the seed project?

Answer 29. You must use the solicitation # FA4659-11-R-0002. Include the project number, JFSD200143P1, and the project title on the bid bond form.

Question 30. Section 2.5.4 of the Specifications (on page 47) states, “Proof of course completion is required in initial proposal.” Does the Government want to have the proof of course completion included in the proposal or in the QC plan that’s submitted after award? This is to be included in the proposal?

Answer 30. This should be included in the proposal and will be used as a sample/actual resume of personnel performing this work

Question 31. In the solicitation Section L, paragraph 1.3.1.1 is a general listing of items required. With the exception of discussion of subcontractors and the related information for them, all of the other items listed in this paragraph are actually addressed in detail in the following paragraphs; 1.3.1.2, 1.3.1.3, 1.3.1.4, and 1.3.1.5. Do you want to see a duplication of the information or a reference to f the items listed to the following paragraph which will address them in detail?

Answer 31. Information regarding subcontractors is not required. This statement is deleted in this amendment. For subfactor 1, only address the items in paragraphs 1.3.1.2, 1.3.1.3, 1.3.1.4, and 1.3.1.5.
