SECTION 01
SUMMARY OF WORK
1. General.
1.1 Description. This is an indefinite delivery, indefinite quantity (IDIQ) contract for construction efforts at Grand Forks Air Force Base, ND. The Government will award construction projects by individual task orders on an as-needed basis. The contractor shall furnish all personnel, equipment, tools, materials, supervision, and other items and services necessary to design, manage, and accomplish a broad range of maintenance, repair, alteration, and/or new construction work on various real property facilities. This contract may be used for projects funded by Non Appropriated Fund (NAF) activities which do not become an appropriated fund obligation of the United States government.
During the contract period, the Base Civil Engineer (BCE) will identify construction tasks and the Contracting Officer (CO) will issue individual task orders to the contractor to complete the work. The contractor shall maintain and occupy the government-provided SABER office on Grand Forks Air Force Base when SABER projects are on-going, and may at the contractor’s option maintain/man this office at Grand Forks Air Force Base when projects are not on going in order to receive work requests and other related requirements to accomplish each individual task order. The work shall include tasks in various trades such as carpentry, new construction, renovation, HVAC building systems - both new and retrofit, fire protection systems - both sprinkler and other various alarm and controls, overhead and underground utilities, blast and force protection for facilities, site work, barricading, traffic control and free zone delineation, plumbing, electrical, interior and exterior facility renovation and new construction, concrete pavement and walk repair, roofing, asbestos abatement/removal, demolition, concrete masonry, welding, and other construction.
1.2 Ordering Procedures.
1.2.1 As the need arises for performance under the terms of this contract, the Contracting Officer (CO) or authorized representative will notify the contractor of the requirement by providing the contractor with a Request for Proposal and Statement of Work (SOW) for the Government’s requirement. Upon receipt of the SOW and Request for Proposal , the contractor shall respond to the needs of the Government within two (2) working days by:
1.2.1.1 Visiting the proposed work site in the company of the engineering personnel, mission or facility users, and the CO or designated representative. A representative from each of the subcontractors involved shall also be present at the site visit. The contractor will prepare and submit a copy of the minutes for this site validation meeting no later than two day working days after the site visit. Topics to be discussed at the site validation meeting are: site access, methods and alternatives for accomplishing work, refinement of requirements, requirements for plans, sketches, and drawings, detailed scope of work, time requirements, and liquidated damages.
1.2.1.2 Establishing verbal contact with the mission users associated with the project, engineering project manager, engineering construction representative, CO or authorized representative to further define the scope of the requirement
1.2.1.3 Research Unified Facilities Criteria (UFCs) for project applicability, Codes, and Grand Forks AFB standards and operational procedures (utility outages, temp backup for mission sustainment, etc.
1.2.2 Upon completion of the refined scope of the individual requirement, including the finalized sketch/drawings and Statement of Work, whether Contractor or Government generated, the Contractor shall prepare a detailed proposal by identifying tasks, preparing working drawings, refining quantities of both prepriced and non-prepriced items (NPI), pricing NPIs, developing performance times, and preparing a completed proposal document for submission to the Contracting Officer.
1.2.2.1 The “Bare Cost” unit price data provided by the R.S. MEANS Company shall serve as the basis for establishing the value of the work performed on a unit price basis.
1.2.2.2 The contractor must include justification for any non-priced work included in an individual requirement. “Non-priced work” includes all work in a requirement that cannot be priced from R.S. Means estimating guides. The contractor shall first attempt to price all unit prices using the computerized database provided by
MEANS. If an item is not included in this database, the contractor shall use the hard copy of the MEANS Facility Cost Guide to price the items. If the contractor cannot locate a particular item in either of these sources, the contractor shall then extend the search to the following MEANS pricing guides before considering it a non-priced item:
• Building Construction Cost Data
• Mechanical Cost Data
• Plumbing Cost Data
• Electrical Cost Data
• Site work Cost Data
• Concrete Cost Data
• Heavy Construction Cost Data
• Interior Cost Data
• Repair and Remodeling Cost Data
• Square Foot Construction Cost Data
The contractor shall provide a minimum of three (3) quotes of actual material and installation costs of each non-prepriced (NPI) as justification for a negotiated unit price. Quotes must be provided with a point of contact as a matter of official record. Quantities shall be fully explained under each NPI.
1.2.2.3 The contractor’s task order proposal must be supported by necessary documentation to indicate that adequate engineering and planning to accomplish the requirement have been done. Documentation that is expected includes drawings, calculations, catalog cuts, specifications, architectural renderings, sequence of operations for systems, list of HVAC controls, equipment schedules, door schedules, finish schedules, window schedules, fixture schedules, phasing of work, and other documents that the contractor feels are needed.
1.2.2.4 The contractor has 10 calendar days to provide a task order proposal to the Government in response to a SOW. In some cases of time-critical awards, such as the fiscal year-end project cycle, this allotted response time will decrease.
When time critical proposals are required, the contractor shall coordinate with engineering and the CO to determine what, if anything, will be eliminated from the typical proposal to accelerate the process. The contractor shall not arbitrarily choose shortcuts for the sake of meeting time critical deadlines. The Government will notify the contractor of these instances as far in advance as possible.
1.2.2.5 Upon receipt of the contractor’s task order proposal, the Government will review the proposed method of construction, tasks, quantities, performance schedules, and any drawings for completeness and proper application. The Contracting Officer, Project Manager, and contractor shall then enter into negotiations (as necessary) to add, change, or delete quantities, pre-priced and non-priced line items, schedules, submittals, and/or systems to reach a final negotiated amount and construction period. This may include changes to tasks and methods of construction (including the changing of line items originally selected by the contractor) in order to more accurately reflect the particular task in question.
1.2.2.6 Discussions may occur between the government’s technical representatives and the contractor prior to formal negotiation. However, the discussions will involve only decisions concerning which line item and assemblies/systems are best suited to perform the task.
1.2.3 Task orders will then be issued by the CO using a Department of Defense (DD) Form 1155, Order for Supplies or Services. Each task order will include the following information.
• Date of the task order.
• Contract number and task order number.
• Base Civil Engineer’s project number
• Item number, description, material submittal requirements, quantity and unit prices for priced and non-priced items and total.
• Task order price and delivery or performance date.
• Accounting and appropriation data.
• Liquidated damages, if any.
• Any statement of work, drawings, or other pertinent data.
• Government furnished property or statutory cost limits, if applicable.
1.2.4 The Government reserves the right to execute changes in delivery dates of ongoing task orders to accommodate higher priority task orders.
1.2.5 Statutory Cost Limitations: Some Delivery Orders may be subject to a statutory cost limitation. In those instances the project will clearly indicate subject to cost limitation.
1.3 Location. The contractor shall accomplish all work under this project at Grand Forks Air Force Base, ND and at Government owned JP-8 lines, potable water lines, and supporting facilities located in the City of Grand Forks as well as the following remote locations:
1.3.1 Cavalier Air Force Station, Cavalier, ND
1.4 Working Hours. The standard hours of work on Grand Forks Air Force Base are from 0730 to 1630 hours, Monday through Friday, excluding Federal holidays. The Government may restrict access to work sites to these hours and days. The Government shall declare whether the standard or nonstandard coefficient shall be applied in the SOW or at the time of the site visit. Should the Government desire to expedite work by working outside of standard work hours the contractor shall apply the nonstandard coefficient for all work performed under that task order. With the nonstandard coefficient applied the contractor shall provide a workforce including superintendence and quality control for a maximum of a 24 hour a day continuous operation including holidays. The term “nonstandard work hours” is not to be interpreted as “overtime.” The contractor shall notify the CO at least 48 hours in advance of any work performed during non-regular hours that requires inspection during accomplishment or that prevents inspection of previous work after accomplishment.
1.5 Legal Holidays.
Grand Forks Air Force Base recognizes the following legal holidays:

Prior to returning to the project, the project manager shall notify the CO and the construction inspector. Prior to replacing or diverting the project manager or other key management staff to other programs or projects, the contractor shall notify the Contracting Officer at least ten (10) working days in advance of the proposed diversion. The contractor shall submit any proposed replacement key personnel for approval in the same level of detail as the initial proposal prior to their departure.
2. Contractor Use of Premises.
2.1 Government-Furnished Facilities.
2.1.1 The Government shall furnish or make available facilities for the contractor’s administrative staff and shop personnel. The Government has inspected the provided facilities for compliance with the Occupational Safety and Health Act (OSHA). The inspection did not identify any hazards requiring a work-around. Should the contractor subsequently identify a hazard, the Government will correct it according to base-wide, Government-developed and approved plans of abatement, taking into account safety and health priorities. The Government will not assign a higher priority for correction to the facilities provided hereunder merely because of this contracting initiative. The fact that the Government has not identified any such conditions does not warrant or guarantee that no possible hazard exists, that work-around procedures will not be necessary, or that the facilities as furnished will be adequate to meet the contractor’s requirements. The contractor has an exclusive obligation to comply with OSHA and other applicable laws and regulations for the protection of employees.
Further, the Government will assume no liability or responsibility for the contractor’s compliance or noncompliance with such requirements, except for the aforementioned responsibility to make corrections according to approved plans of abatement subject to base-wide priorities. Before any modification of the facilities performed by the contractor at his or her expense, the contractor must give the CO documentation describing in detail the modification requested. The contractor shall make no alterations to the facilities without specific written permission from the CO. In the case of alterations necessary for compliance with the OSHA, the CO shall not withhold permission unreasonably. The contractor shall return the facilities to the Government in the same condition as received, with fair wear and tear and approved modifications excepted. The contractor shall use these facilities only in the performance of this contract. In the event of a fire or any damage to the building, the contractor shall notify the Base Civil Engineer Squadron immediately. The contractor is responsible for insuring their own contents. The Government shall not be liable for any loss or damage to the contractor’s property, including stock, or for expenses incidental to such loss or damage.
2.2 Government-Furnished Utilities.
2.3 The Government will provide utilities (electricity and water) at any construction site if available (i.e., existing and in service). Utility services furnished to the contractor by the Government from the Government’s existing system outlets and supplies will be at no cost to the contractor. Where utility services are not available from existing system outlets and supplies, the contractor may include the required utility services in the proposal for the individual task order. When required, the Government will furnish the contractor water from a fire hydrant designated by the CO, with the coordination of the base fire department. The contractor shall install his own gate valve, back flow prevention system, and provide his own hydrant wrench. The contractor shall be liable for any damage caused to Government property resulting from improper operation of the fire hydrant(s). Contractor shall use a backflow prevention device when connecting directly to the potable water system.

2. Utilities Coordination.
2.1 Utility Outages.
2.1.1 The contractor shall perform work under this contract to minimize outage time for all utilities for any facility or system. The contractor shall attempt to schedule any work that requires utility outages (electrical, water, gas, etc.) which will close down or inhibit normal activities in the building, construction area, or other affected areas (as determined by the contractor with coordination of engineering project management personnel) at a time other than regular work periods of the organization occupying the facility. A process and policy has been established by 319 CES for scheduling and notifications regarding all utility outages. Attachment
A to this specification contains the process and policy for the scheduling of utility outages at Grand Forks AFB. This coordination shall be the responsibility of the prime SABER contractor. As periodic updates are made to this policy and other attachments, new revisions will be provided to the contractor by the CO.
2.1.2 In the event a scheduled outage is canceled by the Government, the CO shall notify the contractor at least 24 hours in advance of the time for the outage to start. In this case the contractor waives the right to any claim for equitable adjustment or increased cost of performance under the contract as a result of this cancellation.
2.1.3 Prior to the required shutdown of utilities, the contractor will coordinate a momentary shutdown to validate the effective operation of valves, switches etc.
The contractor’s workforce shall be responsible for shutting down the utility or shall request the shutdown from the utility company (or appropriate Civil Engineer Shop) responsible for the service. The contractor shall pay any fees associated with the required shutdown and shall comply with all instructions pertaining to the shutdown. Once work begins on an approved outage work must continue without interruption until utility services to the affected line(s) and/or facility are restored.
2.2 Communications Utilities. The contractor shall not disturb communication wiring to facilities. Where such facilities require removal of communication equipment and wiring to accomplish the work involved, the contractor shall coordinate with the Communications Squadron to determine the scope of effort and gain authority from the Communications Squadron to work in communications systems. The contractor shall allow for the accomplishment of such removals by the telephone company or communications personnel for the systems they service. If construction activities damage any communication equipment or wiring, the contractor shall restore services as soon as possible, but no later than 24 hours, and at no cost to the Government.
2.3 Excavating Around or Locating Existing Utilities. Prior to the start of work, the Prime SABER contractor shall coordinate with appropriate agencies with a work clearance request (AF Form 103) in order for the Government to locate and mark existing underground utilities, and to inform necessary Government agencies of the contractors intention to work. The contractor will not begin any work until this permit has been completed and approved (see Section 4.1). The contractor shall identify and locate all valve or utility shut-off locations for use in the event of accidental damage prior to work.
To preclude accidental damage the contractor shall locate, and determine the depth of all known utilities represented on the work clearance request, and/or represented on record utility drawings, and/or physically marked on site; by hand digging (or hydro excavating) prior to any excavation with power equipment. The contractor shall document and detail any utilities or communications lines discovered during excavations that are not identified by the AF Form 103, and/or the record utility drawings that were missing or incorrectly located. The notes and detailing shall be graphically represented and dimensioned on the contractor’ s required post construction as-built drawing submittal to the government. The missing or incorrectly located lines shall be clearly marked for ease of identification to the Government of such discoveries on the contractor submitted post construction as-built drawings.
3. Existing Facilities/Job Site Verification. Record drawings showing existing facilities and underground utilities are available to the contractor through the Base Civil Engineer drafting office. The Government does not guarantee the accuracy or adequacy of existing record drawings. The contractor is responsible to verify all dimensions and actual conditions in the field when developing individual task order proposals. Failure to verify the dimensions and locations will be at the contractor’s risk and shall not relieve the contractor from accomplishing the work required by the contract at the quantities/price awarded by the Government.
