About this file

This is a Performance Work Statement (PWS) for golf cart rentals supporting the 2026 Grissom Air Reserve Base Airshow. The Department of the Air Force Reserve Command (434th Air Base Wing Contracting at Grissom ARB, Indiana) requires a contractor to provide a fleet of twenty-five (25) gas-powered golf carts for the period of August 24, 2026, through September 1, 2026. The fleet composition consists of eight (8) utility golf carts equipped with cargo beds (CLIN 0001) and seventeen (17) passenger golf carts with 4-seater capacity (CLIN 0002). All vehicles must be capable of safe operation on grass, gravel, and tarmac surfaces, and must be equipped with headlights, taillights, sun canopies/roofs, and windshields. The contractor bears full responsibility for secure delivery no later than 10:00 AM on Monday, August 24, 2026, and pickup between 8:00 AM and 4:00 PM on Tuesday, September 1, 2026, at the non-flight line side of Base Operations (Building 600).

The contractor must comply with strict base security protocols, including submission of security information for all delivery and pickup drivers at least thirty (30) days prior to performance, valid driver's licenses, identification credentials, and background checks for all personnel accessing the installation. If commercial trucks are used for delivery, they must pass inspection conducted Monday through Friday, 8:15 AM to 3:45 PM. The Government assumes responsibility for daily refueling of vehicles during the rental period and will not return carts with full fuel tanks; contractors are prohibited from assessing post-rental refueling fees. An optional CLIN 0003 provides on-site technical support and maintenance services to address mechanical failures during the event. The PWS notes that surge CLINs for additional golf carts will be incorporated into the subsequent Request for Quote, with pricing structured as a per-cart rate and including a separate delivery fee CLIN.
