Amendment of Solicitation/Modification of Contract

This is Amendment 0002 to solicitation FA465426R0011, effective September 10, 2026, issued by the U.S. Air Force FA4654 (Grissom Air Reserve Base, Indiana). The amendment modifies the original solicitation number from FA465426R00110001 to FA465426R00110002.

The purpose of this amendment is to incorporate additional mandatory Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses applicable to the construction contract action. The added clauses address construction wage rates (Davis-Bacon requirements including payroll documentation, apprentices and trainees, compliance procedures, and debarment); labor standards compliance and dispute resolution; insurance requirements for work on government installations; prompt payment procedures for construction contracts; construction operations and site management (storage areas, utility services, work schedules, specifications); and technical data rights. The amendment includes FAR 52.232-5 (Payments under Fixed-Price Construction Contracts) in full text, which establishes procedures for monthly progress payments based on work accomplished meeting contract quality standards, contractor certification requirements, retainage provisions (maximum 10 percent pending satisfactory progress), final payment procedures upon completion and acceptance, and interest computation on unearned amounts at Treasury bill rates. The contracting officer is Jarred S. Gentile, and the amendment was signed on September 18, 2026. Offerors must acknowledge receipt of this amendment prior to proposal submission deadline.
