STATEMENT OF WORK (SOW)
PROJECT TITLE: Repair Fire Protection Systems - Hangar 6 (Air Line & Protectowire Replacement)
LOCATION: Hangar 6, Grissom Air Reserve Base (ARB), Indiana 46971
DATE: August 2026
PREPARED FOR: United States Air Force Reserve Command (AFRC)
1.0 DESCRIPTION OF WORK
The Contractor shall provide all labor, management, supervision, tools, materials, equipment, transportation, and engineering/design services necessary to repair and restore to full operational status the fire protection deluge and pre-action systems in Hangar 6 at Grissom Air Reserve Base, Indiana.
The project consists of two primary task areas:
1. Compressed Air System Repairs: Demolition of existing fouled air lines, installation of a new air compressor, new air maintenance devices, and new air lines across all four (4) pre-action systems.
2. Linear Heat Detection System (Protectowire) Repairs: Installation of new linear heat detection wire (Protectowire) and associated interface modules for Zones 1 and 2 pre-action sprinkler systems, and system functionality testing.
This project is a turnkey procurement. All work shall be performed in strict accordance with this Statement of Work, the contract drawings, applicable Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications (UFGS), National Fire Protection Association (NFPA) standards, and base safety/security regulations.
2.0 BACKGROUND & SITE DESCRIPTION
Hangar 6 at Grissom ARB is an active, mission-critical aircraft maintenance hangar.
The hangar is protected by double-interlock pre-action and deluge sprinkler systems designed to protect high-value military assets.
Currently, the fire protection systems are experiencing significant operational issues:
• Pre-Action Air Supply Clogging: The deluge and pre-action systems are tripping. Investigation revealed that the air lines supplying supervisory air to the systems are severely clogged with debris and moisture, restricting air flow, causing pressure drops, and resulting in system trips.
• Linear Heat Detection Faults: The linear heat detection system (Protectowire) in Zones 1 and 2 is failing, causing continuous fault alarms and accidental trips of the pre-action sprinkler systems.
Immediate repairs are required to restore fire protection capabilities, protect personnel and aircraft, and ensure base operational readiness.
3.0 APPLICABLE CODES, STANDARDS, AND
SPECIFICATIONS
The Contractor shall ensure that all designs, materials, installations, and testing comply with the latest editions of the following federal, military, and national codes and standards:
3.1 Unified Facilities Criteria (UFC)
• UFC 3-600-01: Fire Protection Engineering for Facilities (specifically Section 4-1 for Aircraft Hangars and Section 4-1.2 for Deluge/Pre-action Systems)
• UFC 3-501-01: Electrical Engineering

3.2 Unified Facilities Guide Specifications (UFGS)
• UFGS 21 13 18: Pre-Action and Deluge Sprinkler Systems
• UFGS 28 31 00: Fire Detection and Alarm Systems, Addressable
• UFGS 22 15 00: General Service Compressed-Air Systems, Low-Pressure
• UFGS 26 05 00: Common Work Results for Electrical
3.3 National Fire Protection Association (NFPA) Codes
• NFPA 13: Standard for the Installation of Sprinkler Systems
• NFPA 70: National Electrical Code (NEC)
• NFPA 72: National Fire Alarm and Signaling Code
• NFPA 409: Standard on Aircraft Hangars
3.4 Air Force & Local Regulations
• AFMAN 32-1067: Water and Fuel Systems
• Grissom ARB Local Fire Department Impairment and Reporting Procedures.
4.0 SCOPE OF WORK
4.1 Task 1: Air Line Replacement & Air Compressor
Installation The Contractor shall perform the following work to repair and upgrade the supervisory air supply lines and compression equipment for all four (4) pre-action sprinkler systems in Hangar 6:
3. Demolition:
• Safe-off, isolate, and depressurize the pre-action systems in coordination with the Grissom ARB Fire Department.
• Completely demolish, remove, and legally dispose of all existing, clogged air lines, fittings, and associated old air maintenance devices servicing the four
(4) systems.
4. Equipment Installation:
• Provide and install one (1) new C-Aire fire-protection rated air compressor.
• Ensure structural mounting, vibration isolation, and alignment of the new compressor are executed in accordance with manufacturer specifications and
UFGS 22 15 00.
• Coordinate and utilize a certified electrical subcontractor (ERMCO or approved equivalent) to perform all necessary electrical hookups, line runs, circuit breakers, and power connections to the new compressor unit in compliance with NFPA 70.
5. Piping and Air Maintenance:
• Provide and install new air maintenance devices (AMDs) on all four (4) systems. AMDs must meet the requirements of NFPA 13 and UFGS 21 13 18.
• Provide and install completely new air lines, fittings, and check valves to reconnect the new C-Aire compressor through the AMDs to all four (4) pre-action systems. All piping must be corrosion-resistant and sized properly to maintain required supervisory air pressure.
6. System Testing:
• Conduct a comprehensive pneumatic pressure test on the newly installed air lines to verify zero-leakage.
• Perform functional testing on all four (4) pre-action systems to verify proper air-fill rates, pressure-switch operations, and system-trip prevention.
4.2 Task 2: Zones 1 & 2 Protectowire Replacement
The Contractor shall perform the following work to restore the linear heat detection system in Hangar 6 to full compliance:
7. System Preparation:
• Coordinate with the base Fire Alarm Monitoring station to put the Hangar 6 alarm panels into test mode and bypass local release circuits to prevent accidental suppression discharge.
• Existing Protectowire for Zone 1 and Zone 2 shall be abandoned and left in place to avoid ceiling/wall structural compromises, as permitted by local fire regulations and UFC criteria.
8. Protectowire Installation:
• Furnish and install completely new Protectowire linear heat detection cable across Zone 1 and Zone 2.
• The new Protectowire shall be installed utilizing proper support hardware, messenger wire (if required for long spans), and in exact alignment with the detection paths of the protected zones.
• Installation must strictly adhere to the manufacturer's instructions, NFPA 72, and UFGS 28 31 00.
9. Control Module Upgrades:
• Furnish and install two (2) new Protectowire CTM 250 interface modules (one module dedicated to Zone 1, and one module dedicated to Zone 2).
• Integrate the new interface modules with the existing Fire Alarm Control Panel (FACP) in Hangar 6.
• Program, wire, and calibrate the CTM 250 modules to properly report zone status (Normal, Fault, Alarm) and localize exact detection coordinates/distances back to the primary FACP.
10. Integration & Commissioning:
• Perform comprehensive loop resistance and insulation testing on the new Protectowire runs.
• Conduct full functional testing of the dual-zone detection loops to verify that thermal criteria correctly actuate the pre-action system valves without causing false fault alarms.
