About this file
This is a Questions and Answers document for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract solicitation (FA465426R0009) for interior facility repairs at Grissom Air Reserve Base, Indiana. The document clarifies technical specifications and evaluation criteria for the base period and four option years of work.
Key clarifications include: Contract Line Item Numbers (CLINs) 0001, 0002, 0008, 0009, and 0010 were corrected from linear foot to square foot measurements through Amendment 0001 to facilitate accurate pricing for paint wall, paint miscellaneous, and carpet removal work. CLIN 0012 covers carpet tile installation, and CLIN 0015 specifies industry-standard rubber tile for entry areas. Past performance evaluation accepts commercial and private-sector projects in addition to federal work, with recency generally within five years and relevance based on similar scope. Subcontractor past performance from first-tier subcontractors performing critical elements may be considered, with documentation including project title, customer, contract value, period of performance, scope, and reference contacts. Amendment 0001 also revised Section M to include base period and option period CLIN pricing in the evaluated price. Estimated quantities in the Proposal Price Worksheet are for evaluation purposes only with no guaranteed volumes. The 90-calendar-day performance period applies to each individual order but is negotiable based on complexity. Performance must begin within 14 calendar days per SF 1442, which takes precedence over specification references to 60-day mobilization. One qualified individual may perform the roles of Quality Control Manager, Superintendent, and Safety and Health Officer. Winter work restrictions (November 15 through April 15 and below 45 degrees) may be waived with Civil Engineering Office approval. Asbestos and lead survey information and remediation compensation remain pending clarification from the Government.

FA465426R0009, IDIQ – Interiors, Questions and Answers As of 27 August 2026
1. On the Price Analysis Work Sheet, CLIN 0001 and 0008 both say Paint Wall. One is in Linear Foot and the other in Square Foot. If CLIN 0001 is to be in Linear Foot, how would a typical room be measured? Is there a height limit on the wall to develop a maximum? A square foot of painted surface is needed to develop our material and labor for the CLIN.
0. Amendment 0001 corrected CLINs 0001 and 0008 to square foot.
1. Both carpet removal line items, CLIN 0009 and 0010, are in Linear Foot. Should these items be in Square Foot? It is hard to develop a price without knowing the length and width of the area needing carpet removal.
1. Amendment 0001 corrected CLINs 0009 and 0010 to square foot.
1. What does CLIN 0002 Paint Miscellaneous include? The unit for this CLIN is in Linear Foot which means this item is limited to trim items, piping, and similar items?
2. Amendment 0001 correct CLIN 0002 to square foot. It includes misc paint areas above what is shown on the drawings to ensure coverage. Some wall areas are oddly shaped and not shown easily on drawings. If there are aeras that have left over square footage and alternative areas in the same facility will be addressed during construction.
1. Is there a specification for CLIN 0015 Rubber? Is the rubber to be in squares or rolls? What is the rubber thickness?
3. Use industry standard for rubber tile. Intent is for an entry area for snow and water.
1. Which type of carpet installation does CLIN 0012 cover? There is a noticeable price difference between carpet rolls and carpet tiles.
4. Carpet tile.
1. Past Performance – Key Personnel Experience: For Factor 1 – Past Performance, may an offeror demonstrate relevant experience through its owner or key management personnel when that individual personally managed or directed projects of substantially similar scope while employed by another organization? If so, what documentation should be provided to establish that experience?
answer. No. The past performance shall be performance performed by the prime contractor for performance that is recent and relevant. The solicitation is not structured in a way that unreasonably restricts competition so past performance shall be from the prime contractor only.
1. Recent and Relevant: Could the Government please define the criteria it will use to determine whether a past-performance project is considered “recent and relevant,” including any applicable recency period and whether relevance will be based on scope, magnitude, complexity, or other characteristics?
Answer: This is a basic commercial service and is solicited IAW RFO part 12. The Government has broad discretion to evaluate recency and relevancy. Generally, recency can be within 5 years and relevancy needs to be work equal to, or similar to, the work in this IDIQ. Please note that this solicitation is being solicited IAW RFO part 12. It appears that you may be asking questions based on the assumption that this is a FAR part 15 solicitation that requires very lengthy Section L & Ms. Those lengthy Section L & Ms are no longer required with the authorization of soliciting commercial construction as a RFO part 12 solicitation. The Government has been given very broad discretion for Section L & Ms.
1. Commercial Past Performance: Please confirm whether relevant commercial/private-sector projects may be submitted for Factor 1 and whether prior Federal construction experience is required.
Answer: Yes, commercial/private-sector projects are absolutely welcome to be submitted as past performance.
1. Subcontractor Past Performance: May an offeror submit recent and relevant past performance from a proposed subcontractor or teaming partner? If so, how will that experience be considered in the Past Performance evaluation?
Answer: Yes. In accordance with 13 CFR § 125.2(g), because this is a small business set-aside, the Government will consider the recent and relevant past performance of proposed first-tier subcontractors, provided those subcontractors are designated to perform critical elements of the requirement.
To be considered, the offeror must clearly identify the specific role the subcontractor will perform and submit a signed teaming agreement or letter of commitment. The Government reserves the right to weight the prime contractor’s own past performance more heavily than that of a proposed subcontractor.
1. Past Performance Information: What specific information does the Government require for each of the two past-performance references (e.g., project title, customer, contract value, period of performance, scope, and reference contact information)?
Answer: All of the above is satisfactory. Please also provide the contract number for federal contracts. The Contracting Officer will reach out for more information if necessary.
1. Option Price Evaluation: Section M incorporates FAR 52.217-3, Evaluation Exclusive of Options. Please confirm whether price evaluation for award will be based solely on the base-period CLINs or whether option-period CLIN pricing will also be included in the evaluated price.
Answer: Thank you for identifying this. Amendment 0001 removes this provision. Section M has also been amended to state that the base period and option periods will be used for price evaluations.
1. Estimated Quantities: Please confirm whether the quantities identified in the Proposal Price Worksheet are estimated quantities for evaluation/ordering purposes and do not represent guaranteed quantities.
Answer: Quantities are estimated quantities only – which are used for proposal price analysis to identify the awardee. Price analysis for evaluation will be based on the base period and all options. There are no guaranteed quantities.
1. 90-Day Performance Period: Please confirm whether the 90-calendar-day performance period applies separately to each order/task issued under the IDIQ rather than to the overall IDIQ ordering period.
Answer: The 90-day performance period applies to each order but can be negotiated based on the complexity of the order.
1. Winter Work Restriction: The PWS states that work is not to be accomplished from November 15 through April 15 and below 45 degrees. Please confirm whether this restriction applies to the interior painting, flooring, and repair work under this solicitation.
Answer: The contractor can perform this work if approved by the Civil Engineering Office. The Government will provide flexibility when applicable.
1. Asbestos/Lead: Will the Government provide existing asbestos and/or lead survey information for the facilities included in the base and option work? If testing identifies ACM or lead-containing materials requiring regulated abatement, will that work be separately ordered/compensated, or should those costs be incorporated into the applicable unit prices?
Answer: Pending
1. Project Staffing: Please clarify whether the Quality Control Manager, Superintendent, and SSHO must be separate individuals or whether a qualified individual may perform more than one of these roles.
Answer: One individual can perform all of the roles.
1. Mobilization/Start Requirement: The SF 1442 requires performance to begin within 14 calendar days, while Section 01 30 00 references mobilization within 60 calendar days after award. Please clarify the controlling mobilization/start requirement.
The SF 1442 dates take precedence over any attached drawings or specifications.
