About this file
This is a Questions and Answers document for Solicitation FA465426Q0011, a federal HVAC Airfield Replacement Project at Grissom Air Reserve Base, issued on September 2, 2026. The project involves HVAC equipment replacement across seven facilities (Buildings 624, 702, 704, 731, 705, 716, and 714), with detailed equipment specifications provided in Attachment 4. All equipment specifications for Tasks 1-7 across all facilities are consolidated in a single attachment, with each task containing model information necessary for contractors to request quotes. For Building 716, the government approved substituting AC-only units with 9 kilowatts of electric heat strips in place of modulating heat pumps, and existing supply and return grills may be reused rather than replaced.
The document addresses administrative, operational, and technical requirements for contract execution. Technical data package deliverables include contractor field tests, performance verification testing, operations and maintenance manuals, and training documentation, with no specific format required for testing but compliance with manufacturer recommendations mandatory. Airfield Driving Training, required for all personnel operating vehicles on the airfield, takes approximately one hour. Work hours are limited to 0730-1700 Monday through Friday under standard duty hours, with extensions requiring approval from construction management, contracting, and airfield operations; interior work is prohibited on weekends and after 1630 hours without government presence on-site. Temporary heating and cooling are the contractor's responsibility for facilities requiring significant HVAC work extending multiple days or weeks, with navigation systems requiring temperature ranges of 65°F to 80°F and humidity ranges from 0 to 95% with no condensation. Additional requirements include DBIDS vetting and base pass issuance for all contractor personnel, no custom exterior painting (Air Force maintains airfield property paint), equipment storage at a government lay-down yard near base contracting, no required escorts for interior or exterior work, and prime contractor on-site presence with periodic checks of multiple work locations to verify compliance with prints and specifications.

Solicitation FA465426Q0011
HVAC Airfield Replacement Project:
Questions & Answers
1. Q. On building 716, you have selected a modulating heat pump for those two units on the building. The building currently has electric unit heaters in it, and the new Bard unit will have 9kw of electric heat. Is there a reason for the modulating heat pump and would you be ok with a AC only with 9kw of electric heat?
A. Bldg 716 is the facility with the 2 Eubanks units. Bard gave me the modulating heat pumps as their closest replacement for the Eubanks. I’m ok going with the AC only with the heat strips.
2. Q. All the supply and return grills for the units were in good shape. Are you ok with reusing them or should we provide new ones?
A. The facility assessment I have on the units didn’t specify replacing them so I’m ok reusing them.
3. Q. Per the attached, the scope of effort involves replacement of HVAC equipment in seven different facilities per Attachment 4 (TASKS 1-7). We noticed that only TASK 1 work requirements are included in Attachment 4. Can you please advise if TASKS 2
– 7 will also be included in an updated Attachment? We will need the same model information for TASKS 2-7 to request and receive quotes for the HVAC equipment for inclusion in our proposal.
A. All equipment for Tasks 1-7 for all facilities is spelled out in Attachment 4.
a) 1.1 Requirements for Facility 624
b) 2.1 Requirements for Facility 702
c) 3.1 Requirements for Facility 704
d) 4.1 Requirements for Facility 731
e) 5.1 Requirements for Facility 705
f) 6.1 Requirements for Facility: 716
g) 7.1 Requirements for Facility 714
4. Q. Section L, Item 3 of the solicitation requests a technical capability statement. Is there a page limit for this statement?
A. There is no page limit for the technical capability statement.
5. Q. PWS paragraph 10.0 lists Group II TDP (Site Conditions Survey and Report) and Group I TDP (System and Equipment Design) as parts of Event B to be completed prior to the start of construction. PWS paragraph 13 lists the same definition for TDP I and TDP II as paragraph 10.0. Paragraph 15, however, lists contractor field tests, performance verification testing, O&M manuals and training documentation as TDP I and O&M manuals and test results as TDP II. Based on paragraphs 10.0 and 13, testing and O&M manuals are included in TDP IV and TDP V. Please clarify the contents of each technical data package.
A. Don’t worry about Group I or II TDP. This section will be cleaned up for future PWS projects. Site Conditions Survey and Report do not apply for this project. We require the following items. No specific format required for test.
Follow recommendations from manufacturer.
1. Contractor field tests
2. Performance verification test
3. O&M Manuals
4. Training documentation
6. Q. PWS paragraph 16 requires completion of Airfield Driving Training. Please provide additional training detail (if available), including the amount of time the training will require and if it will be required for all contractor and subcontractor employees or only drivers.
A. Airfield Driving training will take about an hour. Required for anyone on the project that will drive a vehicle on the airfield.
7. Q. Attachment 1 references the Contractors Construction Guide. Please provide a copy of this document.
A. The Construction Guide is provided at the Pre-Construction Meeting to the awarded Contractor.
8. Q. Attachment 4, paragraph 1.0.1 states that temporary methods of cooling/heating may be required while work is being performed. Is temporary cooling/heating to be the responsibility of the contractor?
A. If temporary cooling is to be the responsibility of the contractor, please define the conditions under which temporary cooling will be required (e.g. a specific outdoor temperature for a specific amount of time).
A. If the HVAC units are replaced late summer/early fall and only require a couple hours to swap out, no temporary cooling/heating would be required.
B. Facilities that require significant HVAC work, such as chiller/boilers/pumps/VAVs replacement, and take several days or weeks to complete require temporary heating/cooling supplied by the contractor
B. Q. If temporary cooling is to be the responsibility of the contractor, please provide the acceptable temperature and humidity ranges for each building.
C. Q. If temporary heating is to be the responsibility of the contractor, please define the conditions under which temporary heating will be required (e.g. a specific outdoor temperature for a specific amount of time).
D. Q. If temporary heating is to be the responsibility of the contractor, please provide the minimum acceptable interior temperature for each building.
A. The navigation systems used by ATC require a temp range of 65°F to 80°F with a humidity range from 0 to 95% (with no condensation).
9. Q. Attachment 4, paragraph 8.2 states “The Contractor shall obtain and monitor security badges…” Please clarify what type of monitoring of badges will be required (e.g. will badges need to be collected each day).
A. As of now, no security badges will need to be issued. Contactors working the sites will need to be vetted through DBIDS prior to arrival, then issued a base pass for the duration of the project.
