About this file

This document is a Questions and Answers (Q&A) file for Solicitation FA465426Q0001 for Employment Physicals at Grissom Air Reserve Base, covering the period 2026-2031. Key details include a geographic requirement that vendors must be located within driving distance of Grissom ARB, specifically near Lafayette, Indianapolis, South Bend, or Fort Wayne, Indiana. The solicitation introduces a new Department of Defense cybersecurity requirement mandating NIST 800-171 self-assessment compliance, where contractors must submit a valid assessment score in the Supplier Performance Risk System (SPRS), even if they do not anticipate handling Controlled Unclassified Information.

Additional notable information includes confirmation that the requirement is currently supported by an incumbent contractor and clarification on pricing submission methods. The document also addresses Wide Area Workflow (WAWF), a secure web-based system for electronic invoicing and payment processing used by the Department of Defense. For vendors considering participation, a Teaming/Partnering agreement will be required if the corporate office is not locally based, with further details available in the Section L document on SAM.gov.

Solicitation FA465426Q0001 Employment Physicals 2026-2031:

Questions & Answers

1.

Q: What is a NIST Assessment and how do we complete it?

A: The Department of Defense now requires compliance with DFARS clauses 252.204-7019 and 252.204- 7020, including a valid NIST 800-171 self-assessment score submitted in the Supplier Performance Risk System (SPRS). This requirement pertains to cybersecurity and applies even if you don't anticipate handling Controlled Unclassified Information (CUI). This is a necessary measure to ensure the security of the entire government supply chain.

While achieving a perfect score is not currently required, a valid self-assessment is mandatory. If your score isn't perfect, a plan of action with deadlines for achieving full compliance (a "Plan of Actions & Milestones" or POA&M) will be necessary. Existing assessments and POA&Ms within their remediation period will satisfy this requirement.

We understand this is a new requirement for many contractors. Resources and guidance on NIST 800- 171 and the SPRS are available at SPRS - Cyber Reports (https://www.sprs.csd.disa.mil/nistsp.htm). We encourage you to familiarize yourself with these requirements.

2.

Q: What is Wide Area Workflow (WAWF)?

A: Wide Area Workflow (WAWF) is a secure, web-based system designed for electronic invoicing, receipt, and acceptance, primarily used by the Department of Defense (DoD) to streamline the payment process for government contracts.

3.

Q: In order to reduce administration time, would it be possible for us to submit the base year numbers and simply state what percentage the cost will increase for the following option years?

A: No, this would not be accepted. Unfortunately, this may open up further questions when it comes to rounding, etc.

4.

Q: In order to reduce administration time, if we plan to maintain the same numbers for the base and option years, would it be possible for us to submit the base year numbers and simply state the following years would be the same cost?

A: Yes, this would be accepted.
