FA4654-16-R-0002 Rubber Removal and Stripping Q & A from site visit on 8 June 2016
QUESTION 1. Note 7) of sheet C101 of the solicitation drawings states that friction testing shall be performed before and after rubber removal. In order to account for the cost of the friction tests, would it be possible to add a CLIN to cover the costs of this test due to the rubber removal CLIN being in cubic yards? As the line items are set up now, the rubber removal unit price would have to be inflated to cover the friction testing costs to cover a wide range of rubber removal quantities.
ANSWER 1. Include as part of the CLIN.
QUESTION 2. Can the requirement for using chemicals and/or detergents by waived or changed to allow for the use of high-pressure waterblasting equipment without these additives?
ANSWER 2. No, bid per drawings,specs.
QUESTION 3. Per above reference solicitation, it calls for chemical method rubber removal, but not too clear if high pressure water blasting method is allow also?
ANSWER 3. No, see question 2.
QUESTION 4. Specification section 32 17 23.00 20 Pavement Markings and 32 01 11.52 Runway Rubber Removal, list multiple methods for the removal of rubber and/or paint from the airfield. Is it the governments intent to allow the contractor to determine the method of removal used? Each method listed has a different cost associated with the type used (i.e. vacuum shrouded water blasting vs chemical/detergent).
ANSWER 4. Rubber removal is to be per chemical method per the drawings.
QUESTION 5. Solicitation Section L, Proposal Preparation, paragraph C.,1.,(d) references "attachment J-7" for the financial capability letter. This attachment appears to be missing from the solicitation documents. Will this attachment be provided or would a generic letter from our financial institution suffice?
ANSWER 5. No.
QUESTION 6. Solicitation Section L, Proposal Preparation, paragraph C.,2.states that the Technical Proposal is limited to no more than 10 pages. Does the 10 page count include the cover sheet and table of contents?
ANSWER 6. Yes.
QUESTION 7. Section B - Supplies or Services and Prices section of the solicitation contains the same wording for each line item description: "The contractor shall furnish all labor, materials, supplies and equipment required to provide painting of pavement striping, layout and striping removal on all base pavements (Airfield, Roads and Parking Lots) plus Runway rubber deposit removal at Grissom ARB, Indiana in accordance with contract Specifications and Drawings." Is it the intent of the Government for each line item to include all work described under each CLIN of Section B?
ANSWER 7. Yes, all cost should be included in the CLIN's.
QUESTION 8. Will all submitted questions and associated answers be posted as an amendment to the solicitation?
ANSWER 8. Yes.
