SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

PROPOSAL PREPARATION

A.

Offerors must follow the instructions contained herein to assure timely and equitable evaluation of proposals. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and proved complete accompanying rationale. The response shall consist of two (2) factors: Factor 1 – Technical; Factor 2 Price.

B.

The Contracting Officer has determined that there is a high probability of adequate price competition in this acquisition. Upon Examination of the initial offers, the Contracting Officer will review this determination and if in the Contracting Officer’s opinion, adequate price competition exists no additional cost information will be requested. However, if at any time during this competition the Contracting Officer determines that adequate price competition no longer exists: offers may be required to submit information to the extent necessary for the Contracting Officer to determine the reasonableness and affordability of the price.

C.

Specific Instructions. The source selection process for this requirement is Low Price/Technically Acceptable using the following price and non-price factor. The evaluation factors set forth in Section M of the solicitation represent the specific characteristics that are tied to significant solicitation requirements and upon which the offertory’s proposal is evaluated. The following paragraphs address the content and format of the offeror’s proposal.

FACTOR 1 – TECHNICAL PROPOSAL

Submit two (2) copies. Submit a plan for meeting the specifications set forth for repair to Renovate and Construct Addition to Building 421 under project CTGB 11-7016A and CTGB 11-7016C. Technical proposals to include schedule and any assumptions made in developing the proposal. Include a completed description of how you are going to execute the project by including a summary of work. The contractor is to demonstrate knowledge and technical expertise of the project, including the skill level required for construction of the project. Technical proposal is limited to 10 pages.

FACTOR – 2 PRICE PROPOSAL

(1) Standard Form (SF) 1442: Complete blocks 14, 15, 16, 17, and 18, 19, and 20 of the RFP, SF 1442. In doing so, the offeror accedes to the contract terms and conditions as written in the RFP Sections A through K. These sections constitute the model contract.

(2) Section B: Insert the proposed price in Section B for each Contract Line Item Number (CLIN) 0001 and Contract Line Item (CLIN) 0002. For evaluation purposes the sum of your submitted CLINs 0001 and 0002 will also be your calculated Total Evaluated Price (TEP).

(3) Sections C – K: Complete the necessary fill-ins and certifications in Sections I through K. Section K shall be return in its entirety. For Sections C through I, the offeror shall submit only those pages that require a fill-in.

(4) Financial Resources: The offerors shall submit a financial capability letter from its financial institution. This letter will be used in the Contracting Officer’s determination of responsibility.

(5) Small Businesses: The offeror shall submit a copy of a letter from the Small Business Administration (SBA) indicating it’s size status.

NOTE TO OFFERORS: PROPOSALS WILL BE ACCEPTED VIA MAIL OR HAND DELIVERED ONLY. NO FAX OR EMAIL PROPOSAL WILL BE ACCEPTED. PROPOSALS ARE DUE NOT LATER THAN 10:00 AM EASTERN STANDARD TIME (EST) ON 24 June 2015.
