Please provide clarification regarding the pull boxes. Drawing Detail 3 calls out for “Reinforced Concrete Lid”; however, Spec section 26 05 43 2.2 D 1 calls out for “steel cover”.

Install pull box with reinforce "concrete" lid. (see Attachment 1 - Revised)

Please provide clarification regarding the ground rod size. Drawing Detail 1 calls out for “5/8” x 8’ CU Clad ground rod”; however, Spec section 26 05 26 2.2 D 1 calls out for “Copper Clad steel, 3/4” x 10””. Install 5/8-in x "8-ft" ground rod. (see Attachment 1 - Revised) 2

3 What is the contract time and start date?

Contract start time and date is dependent upon when the contract is awarded, weather, and lead time for materials. After the contract is awarded, a pre-construction meeting will be held and include a discussion of these topics. Once the awardee is ready to begin construction, the Government will issue a Notice to Proceed (NTP) and the 180 calendar day period of performance will start.

Typically, power companies will bring power from the transformer to the electrical service (in this case, fused, disconnect panels). Will there be any cases where the contractor is responsible for bringing power to the disconnect from the transformer? If so, please identify them.

Contractor to install power from transformer to disconnect and make connections at transformer and disconnect.

For any cases where the contractor is to bring power from the transformer to the disconnect panel, please detail how that is to be done. Will we install a conduit up through the bottom of the transformer? Will that include a concrete penetration? Will the transformer need to be removed to achieve this? Will that be done by the power company/owner of the transformer? Will we instead penetrate the transformer enclosure? How will we access the inside of the transformer enclosure and how will we terminate power within the transformer?

Contractor shall bring power from the transformer to the disconnect via 3/4" conduit (Refer to notes). Install the conduit from under the transformer through existing block-out in the pad. Conduit may transition from rigid to PVC once underground. Fill the trench with sand to prevent the pad from tipping. If it is deemed that there is not enough room to run conduit from underneath, the conduit will be run through the side of the enclosure. In no case with the transformer require removal from the pad. Circuit shall be connected to 240-volts on the transformer paddles.

When equipment is needed to access transformers behind fences and cannot fit through existing gates, is the contractor allowed to remove and replace the fence?

Yes. Contractor to provide 10 days notice. Also, contractor will remove and replace the fence and be responsible for any damage.

Plans indicate rigid metal conduit is to be used within lighting foundations. Can underground conduit be either schedule 80 or schedule 40? Can it be either PVC or HDPE?

Install Sch. 80 PVC in the pole foundations and from the HDPE installed by directional drilling to the foundation

8 Where are the salvaged materials to be delivered?

Contractor to deliver the poles to a storage yard on base located approximately 2 miles from the job site. All other items to be disposed of by the contractor.

9 Will the power company or owner disconnect existing lights prior to construction? How will that be coordinated? Contractor shall be responsible for disconnecting existing light fixtures.

Questions and Answers

10 Who will locate existing utilities? E.g. water, sewer, gas, irrigation, etc. (mains as well as service lines)? How will that be coordinated?

Refer to specs Section 01 00 00, 3.13.1 for locate request information.

Govt will locate Govt-owned utilities and the contractor will be responsible for call the 811 locate service for locates on other utilities.

Irrigation cannot be located. Irrigated areas within the job site are noted in the drawings and contractor will make repairs for damaged irrigation in these areas.

Typically, for publicly funded projects of this scope, power terminations at transformers and disconnects are to be performed by or under the guidance of a licensed electrician, while all other work in this scope (removals, foundations, conduit installation, pole installation, etc.) does not require a licensed electrician. What work on this project, if any, is to be performed by or under the guidance of a licensed electrician?

All electrical work including conduit (with the exception of the raceway that is installed by directional drilling), wiring, connections, light fixture, and similar work shall be installed by an electrician.

12 Per the plans, all the power servicing these new lights will be un-metered. Please confirm no metered electrical services are required. Confirmed. No meters will be installed under this contract.

13 Are there any minimum traffic control requirements? Refer to specs Section 01 00 00, 3.14

14 Is the contractor responsible for any public involvement, notice, advisory, etc.? If so, what are those requirements?

Contractor will not be responsible for any public notifications.

Contractor shall coordinate with the Govt per the specs Section 01 00 00, 3.14

It is assumed any existing underground conduits and any direct buried underground conductors may be abandoned in place. Please confirm. Are there any underground conductors within conduits that are to be removed and salvaged?

Remove conductors that are in existing conduit and abandon conduit in place. Any direct buried conductor that is not in conduit may be abandoned in place.

Specs state normal working hours are defined as M-F, 7am-5pm, but that the contractor may work outside these hours with notification and approval. With notification, will the contractor be approved to work later than 5pm on weekdays? Will the contractor be allowed to work as late as sufficient daylight allows on weekdays?

No.

17 Specs indicate a digging permit is required, how is that obtained? Refer to specs Section 3.13.1. Govt will provide direction and assist.

18 There will be no dewatering activities and less than 1 acre of disturbance on the project. With that, what plans and or permits will be required with respect to water resources, and storm water.

Contractor will be responsible only for the permits required by specs Section 01 36 00.

19 What other permits will be required and how are those obtained? Only permits required by the specs are required. There are no other additional permit requirements.

20 Will concrete be tested? If so at what frequency? Who will coordinate and pay for the testing? Contractor shall be responsible for coordinating and paying for strength and slump tests. Provide testing for 1 out of every 5 deliveries.

21 Will carrier pipes be required for underground conduits? No.

22 Specs indicate contractor is to submit a boring plan stamped by a professional engineer, will this be required?

A boring plan stamped by a professional engineer is not required. In lieu of the boring plan, provide drilling logs that show the locations and depths of all conduits installed by directional drilling.

23 Will composite, Tier 22, pull boxes and lids be accepted? Please confirm no concrete collars will be required around pull boxes.

Provide boxes as shown and specified in the drawings. Concrete collars are not required.

24 How would we install line warning tape on the conduit? Tracer wire is no problem. Neither warning tape or tracer wire is required.

Would drill pipe need to be "certified" 33 05 23 1.2 this would be challenging. Would it be better to buy new pipe? Delete requirement for certifying the drill pipe.

26 Does a pressure test need to be performed on the pipe? It is written in the specs for HDD but I have never had that as a requirement for electrical conduit. It happens on gas line installation or on a line that carries fluid.

No.

27 Engineer's stamp on a drilling plan, what would this entail to meet requirements? Refer to the response to Question 25.

28 Could CE provide information on locations of underground communication lines in the project area, i.e. buried communication lines for phone, internet, TV, etc.?

General locations of comm lines are shown on the project map as yellow-orange dashed lines that go from the areas of the transformers to the sides of houses in the areas where in the vicinities of where directional drilling is to occur. The 811 call that the contractor is required to accomplish will provide final locates.

29 The specs call for “Cadwelding” the conductor to the ground rod. Will a compression connection be acceptable? That would be acceptable.

30 The prints call out for rigid conduit to be installed in the pole base. We have had extremely good luck with PVC installed in the pole base. I have attached a detail. Would this be acceptable? Refer to the response to Question 7.
