About this file

This is a Questions and Answers document for federal contract opportunity FA462626Q0025, a Requirements Contract for Vertical Transportation Equipment (VTE) repair and maintenance services at Missile Alert Facilities (MAFs) and MAFB covering 20 elevators. The document contains 10 substantive Q&A exchanges between offerors and the Government (Department of the Air Force Global Strike Command) addressing critical pricing and operational clarifications.

Key clarifications provided include: CLIN 0017 (Unscheduled Elevator Repair) will be priced and ordered on a case-by-case basis for unexpected repairs only, while monthly maintenance CLINs cover scheduled inspections with repairs ordered separately as needed; the Government confirmed CLIN 0003 designation as MAF B-01; bidding should be submitted via email to barek.webster@us.af.mil with pricing submitted per the "004100 bid form" on a per-job basis rather than monthly or annual rates; all units require five-year inspections to be completed or are currently in progress; past inspection reports have been provided as attachments to inform pricing assumptions; access to MAFs may experience delays pending completion of the vetting/EAL (Entry Authorization Level) process required before contractor access is granted; and offerors must create their own Past Performance Worksheet with required information rather than completing a Government-provided template. Questions were due by April 27th, with a note to remove draft stamp by May 4th at 3 PM. The amendment history indicates the maximum contract value was increased to $1,200,000.00 with corresponding updates to ordering maximums.

REQUIREMENT NAME AND SOLICITATION NUMBER
Questions and Answers
Question #QuestionAnswer
1Could you please clarify how CLIN 0017 Unscheduled Elevator Repair is intended to be priced and used? We are asking because the PWS describes this as a full-maintenance requirement where inspections, maintenance, repairs, replacements, and routine and emergency service calls are generally included in the fixed monthly pricing, subject to the listed exclusions. To help us quote this correctly, could you please confirm:
•what work is intended to be ordered under CLIN 0017,
•whether CLIN 0017 applies only to excluded or over-and-above work,
•whether it should be priced as a fixed amount per repair event, and
•what assumptions offerors should use when pricing this CLIN.Work performed will be handled on a case‑by‑case basis in the event of any unscheduled elevator repairs.
2Could you please clarify what work the Government intends to be included in the fixed monthly maintenance CLINs versus what work would be considered excluded and ordered separately? We are asking because the PWS outlines broad full-maintenance coverage but also lists several exclusions, and we want to make sure our pricing assumptions align with the Government’s intended ordering approach.Monthly maintenance will consist of scheduled inspections, while any repairs will be ordered separately and addressed only when unexpected issues arise.
3If available, could the Government please provide the VTE inventory in a clear table format showing each unit’s manufacturer, type, capacity, stops, and most recent inspection/test information? We are asking because clearer equipment-level details would help us confirm our maintenance, testing, and travel assumptions for pricing. The past inspection reports have now been included in the attachments
4If available, could the Government please provide any recent inspection reports, deficiency lists, shutdown history, callback history, or repair logs for the units included in this requirement? We are asking because the current operating condition and inspection status of the equipment may significantly affect startup risk and pricing assumptions. The past inspection reports have now been included in the attachments
5Could you please clarify whether there are any known access limitations, escort constraints, blackout periods, or scheduling restrictions that may materially affect service planning at the Missile Alert Facilities? We are asking because the PWS notes access coordination requirements and potential work interruptions related to missile field operations, and we want to make sure those conditions are properly considered in our response planning. There may be delays in gaining access to the MAFs, as entry is contingent upon completion of the required vetting. The awarded contractor must successfully pass the EAL process before access to the MAFs can be granted.
6Could you please confirm that CLIN 0003 – MAF Elevator B-01 is the correct elevator/location designation? We are asking because this item appears to have changed from a prior version, and we want to make sure our pricing and location assumptions are tied to the correct unit.It will be MAF B-01.
7Do we submit our bid response to you via email at barek.webster@us.af.mil ?Yes
8Are you just needing our pricing per the Excel document titled “004100 bid form” along with a signature to the “001100 solicitation”? If so, I’m assuming our pricing is per month or is it per year for each elevatorBoth. And it is per job performed
9Could you please confirm which specific units will require five-year testing during the first annual test cycle under this requirement? We are asking because PWS paragraph 4.5 appears to require five-year testing in the first year for all traction and roped hydraulic elevators regardless of due date, and that has a direct impact on first-year pricing. All units 5 year inspection should be completed or are being performed now.
10The evaluation section references a Past Performance Worksheet attached to the solicitation. We were unable to locate that attachment in the current solicitation package. Could you please confirm whether this is a form to be completed and submitted by offerors, or whether it is an internal Government evaluation tool? If offerors are required to submit past performance information, we would appreciate it if you could please provide the worksheet or confirm the format and content required with the quotation.Offerors are to make their own worksheet with the required information.
