Questions Answers Please provide full details for the interior water line replacement scope, including locations, materials, and tie-in points?
This solicitation is only for mold remediation only.
SOW indicates that Contractor is responsible for power. The mechanical room entrance is a double door measuring 7 ft high by 6 ft wide. The crawlspace access from the mechanical room has two adjacent entrances separated by a vertical concrete beam. One entrance is 3.5 ft tall by 5 ft wide, and the other is 3.5 ft tall by 5.33 ft wide. The pipes are run through the left entrance, and the right entrance is open. The width of the crawlspace starts out very wide at the entrance, but it varies.
See the figure provided in the SOW.
Will the Government specify or approve the fungicide and remediation chemicals to be used?
No. Please submit the product name and SDS so the Government knows what was used.
Can we receive Appendices B, C, and D from the SOW for accurate estimating?
Produced.
Is onsit+A8:C45e electrical power available near the work areas, or should the contractor plan for full portable power generation?
SOW indicates that Contractor is responsible for power.
Are there specific DFAC operational restrictions (noise, dust, odors) during certain hours we must incorporate in scheduling?
Dust and odors should not impact the DFAC because the entrances to the main floor will be sealed during the work.
While some noises cannot be avoided (like the negative air machine), it would be appreciated if noise levels were minimized during DFAC meal hours. A DFAC schedule can be provided upon request.
What are the current pipe material types for the interior water lines (e.g., copper, galvanized, PEX)?
Interior water lines are copper.
What kind of pipe insulation will be removed, and how much is there?
All pipe insulation will be removed. Estimated 1,200 LF HTHW supply and return, 400 LF domestic recriculation pipe, 675 LF domestic hot water pipe, and 925 LF domestic cold water pipe.
Are there any special disposal or environmental reporting forms required by Malmstrom AFB beyond state/local requirements?
MAFB requires that the project meet all Local, State, and Federal requirements.
What is the anticipated lead time for base access approvals for personnel and vehicles?
Clearance timeline will depend on case-by-case basis but typical time frame is around one (1) week.
Will the independent industrial hygiene technician be Government-provided or contractor-provided?
Government-provided.
Would it be possible to arrange a site visit (job walk) to allow our subcontractor to gain a comprehensive understanding of the scope of the work?
Site visit was conducted 18 August 2025 at 0800.
Is there any incumbent/recompete or this is a brand-new project?
If yes, could you please provide us with their award number or even if the customer bought similar services in the past?
A previous requirement was solicitated that included water line replacement, however, that soliciation was cancelled due to funding. There is no previous incumbent/recompete for this requirement.
Reviewing the Existing Original First Floor Plan Unexcavated Crawlspace, we noticed that it lists General Notes (Point number
4) and Special Notes which are not included in the Solicitation Document or the Statement of Work. Could you please confirm whether these processes are part of the project scope, or if they were included in error?
These are not part of the current project. These notes were part of the original plan sheet and are for reference only.
How much exposed soil is there? There is approximately 1 square feet of known exposed soil in the crawlspace; this is shown in a photograph attached to the SOW. It is possible the Contractor will encounter more when remediating the crawlspace.
If air clearance testing will be utilized to verify completion of work, then a vapor barrier should be installed over exposed soil prior to air sampling. Is a vapor barrier part of the bid?
Due to the minimal extent of exposed soil in the crawlspace, the Contractor may have the Government verify that gross removal was done per SOW Section 1.4.2.3. After the Government verifies this, the Contractor may place a vapor barrier over the exposed soil. Known exposed soil is approximately 1 square foot.
Montana doesn’t require a contractor license for restoration work, and we do not have a contractor license, are we still eligible to bid?
A valid Contractor's License with the State of Montana Contractors Licensing Board is required.
Does the company have to replace the insulation that was removed?
No
Can the vendor stay on base lodging (E.G., Malmstrom Inn)? Contractors may book rooms on base at the Malmstrom Air Force Inn:

If their product conforms to 52.223-1 and 52.223-2, does the company still have to create a HASP?
Verify that this question is referencing the FAR. The HASP is required due to the non-routine nature of the work.
Will Confined Space Protocol per MAFB guidelines/rules be required for the Mold Remediation Services – Building 1075? Are the safety protocols more restrictive than OSHA's?
The crawlspace will be classified as a confined space, and the Contractor will be responsible to manage the confined space.
MAFB guidelines/rules are the same as OSHA's requirements.
When will the written MAFB Protocol documentation be provided to bidders? Protocols refer to safety and chemical monitoring. Will chemical monitors be required and will MAFB required daily chemical monitoring performed?
MAFB protocols are equivalent to OSHA protocols. The Contractor is responsible to ensure that the project complies with all OSHA requirements, including those for confined spaces.
Will water be available for contractor use? Water for personal use such as hygiene and drinking will be provided in the DFAC. There is a drinking fountain to fill water bottles in the front of the building. There is also a hose connection inside the DFAC near the dumpsters that will be available to fill larger containers.
What would the access point be? The access point would be from the mechanical room.
Confirm the bid date and time listed above are unchanged. Friday 22 August 2025 at 2 PM MDT.
Construction cost estimate or a construction cost range for the project?
This solicitation is for mold remediation only
Is there a planholders list/bidders list? There are no planholder's or bidder's list.
The Wage Determination as I read it is a total hourly compensation of $23.11 ($17.75 wage plus $5.36 Health & Welfare). Is that the correct total hourly compensation for labor on this project?
The wage determination is based on the job code 30090 "Environmental Engineer" and the SCA Fifth Edition Occupational Index which classifies 30090 as GS-7 salary.
Based on those factors the wage rate is $24.74/hr + $7.32 for fringe benefits.
Is a high-resolution diagram of the crawlspace available? See the attached crawl space diagrams per the next question.
Is a high-resolution plumbing diagram of the crawlspace available?
While not high resolution, available plans showing plumbing are provided.
The SOW states that crawlspace accesses other than Utility Room access will need to be sealed for the duration, please confirm if that is correct.
This is correct.
Will two temporary toilets and a handwash station be permitted outside of the mechanical room for the duration of the work period?
These should not be required. The DFAC public restrooms and employee restrooms will be made available for Contractor use.
Vendors will be responsible for leaving the restrooms in a clean condition after use.
Is dining hall food available for purchase to contractors working on base?
Yes.
Is a towable generator permitted onsite, running 24/7 for drying and air filtration equipment. A minimum of two available 220V and three available 110V circuits would be needed to eliminate a generator.

Are the work hours listed in the SOW flexible? Work crews will be lodged in Great Falls for the duration of the project; extended work hours would shorten the duration of lodging for labor crews?
The Contractor may work from 5:00 a.m. to 8:00 p.m. Monday through Friday and 5:30 a.m. to 8:00 p.m. Saturday and Sunday.
The Contractor may not work on Federal holidays. Recognized holidays are listed in the SOW.
Will a dumpster be allowed onsite for the duration of working period?
Yes. This dumpster may be placed in the parking lot near the mechanical room.
Can we work all seven days-This is due to the only entrance we will be using will be the west entrance accessible via parking lot and would not need to disturb any business?
The Contractor may work from 5:00 a.m. to 8:00 p.m. Monday through Friday and 5:30 a.m. to 8:00 p.m. Saturday and Sunday.

Can we work earlier than 7:30 AM? The Contractor may work from 5:00 a.m. to 8:00 p.m. Monday through Friday and 5:30 a.m. to 8:00 p.m. Saturday and Sunday.

Do we need to have and environmentalist test again prior to start? The Government industrial hygiene technician will perform both pre-work sampling and clearance sampling. The Contractor will not be responsible for this sampling.
Are all of the sumps in the crawlspace currently operational and available to use to evacuate water during the cleaning phase?
There sumps in the crawlspace may not be used to evacuate water in the cleaning phase.
Given the only access will be through the utility room, which houses a boiler system the required negative air setup would require a temporary exterior door template to be installed. This may compromise building security if an alternative negative air exhaust can not be determined. Is a temporary door permitted?
A temporary door is acceptable.
What will the criteria and methods be for a passing clearance? The clearance will be based on the pre- and post-work spore counts. Also, the project will have to pass a visual inspection.
What per diem / lodging are they approving? None. This is a Firm Fixed Price contract.
Is a construction contractor certificate required if no reconstruction is needed?
No, not needed as this is not a construction requirement.
What is the Period of Performance from start to end of project? 45 calendar days.
Do you need all foam and fiberglass insulation removed? Yes.
What are the clearance procedures? A visual inspection followed by air sampling.
Is the boiler room the only access point or the preffered access point?
This will be the only access point because the other entrances to the crawlspace will be sealed to protect the DFAC main floor from exposure to mold spores.
Does all the insulation on the pipe need to be removed? Yes.
