VEHICLE BARRIER MAINTENANCE SERVICES

QUESTIONS AND ANSWERS

05 August 2024

Question: Report and checklist for all inspections shall be provided to the Contracting Officer Representative (COR), but will there be 2 COR’s, 1 (one) for Malmstrom Air Force Base and 1 (one) for the Montana Air National Guard?

Answer: Yes. All inspection reports and checklists shall be provided to the respective COR for where the inspection was completed. All 341st Missile Wing inspections will be coordinated with COR Mr. Jody Marks (phone: 406-731-6825 / email: jody.marks.1@us.af.mil). All Montana Air National Guard inspections will be coordinated with COR Major Aaron Jewett (406-791- 0516/aaron.jewett@us.af.mil). The two will be in communication to ensure uniformity of the requirement.

Question: Will the gates be completely shut down to do the repairs?

Answer: This will depend on the scope of maintenance needed at the time of repair. The scope of maintenance will be coordinated through respective COR’s and Security Forces personnel.

Answer: Yes. This will be coordinated through respective COR’s and Security Forces personnel.

Question: Are the 20 routine and emergency service calls a year 10 from Malmstrom AFB and 10 from the Montana Air National Guard?

Answer: No. This is 20 routine and emergency service calls each—20 for Malmstrom AFB and 20 for the Montana Air National Guard, respectively.

Question: Do the contract personnel have to have any special criteria to enter WSA to service the RSSI?

Answer: Yes. This process will be coordinated with respective COR’s and Security Forces personnel.

Question: What spare parts should be on hand to make requisite repairs?

Answer: These parts are not required to be used but are simply a convenience to have if needed.

Examples of spare parts include pumps, oil, hoses, extra skirts, etc. The respective COR’s will work with the contractor to determine high use consumable parts to carry as bench stock.

Question: What is an example of a Special Maintenance Project (SMP)?

Answer: Examples include cleaning the drains, clearing snow out, adding screening to keep rodents out, rodent repair, or replacement of safety loops. Any projects to maintain the mechanism that are outside of routine maintenance would classify as a SMP.

Question: Is it required to have an annual oil filter and oil change on all barrier systems? If so, what type of oil and how many gallons are expected to be replaces?

Answer: Yes, it is required; the oil must be biodegradable and about 115 gallons are expected to be replaced.

Question: Where does the used oil get disposed at? Would there be a cost involved in disposing of the oil? Is the oil and filter part of the annual parts expense?

Answer: Montana Waste, or Pacific. Depends on which one you go through. Yes, it is part of the annual parts expense.

Question: Is the contractor required to pay vacation and holidays?

Answer: Yes; refer to FAR 52.222-26 Equal Opportunity.

Question: Is 5.3 Force Protection considered a government delay?

Answer: While real world FPCON measures are rare, whether they would constitute a government delay would be determined on a case-by-case basis.
