Project Name: Repair Gym Sewer Line

Solicitation ID: FA4626-20-R-0014

1.) In the scope of work we noticed, the 8" SEWER LINE to be lined does not have a distance is that available?

Answer: Approximately 600 linear feet--currently 6” pipe--will be cleaned and lined to 8” diameter.

2.) Is the 6" line that is being cleaned, connected to the 8" line that is being lined?

Answer: No. The existing 6” clay pipe sewer line will be inspected by CCTV between the existing manholes, then the 6” line will be cleaned between the existing manholes.

The 6” line will then be replaced with 8” cast in place plastic pipe and re-connected to the existing manholes.

3.) Is there a site visit for this project?

Answer: No.

4.) Do you know if there is a small business size standard requirement on the above job?

Answer: This is a total small business set-aside (FAR 19.5). The NAICS code being used for this project is 238220 - Plumbing, Heating, and Air-Conditioning Contractors. The small business size standard for the NAICS code 238220 is $16.5 million.

5.) Are there drawings associated with this project?

Answer: No.

6.) Would you accept "pipe bursting" as opposed to the CIPP spelled out for this project?

"Pipe Bursting" would entail pulling brand new 8" HDPE pipe through the existing 6" clay tile. We have equipment to do this work and I believe it is in comparable to the CIPP cost and a superior product when complete. We would only have to excavate a 4' X 6' hole near the manholes at each end.

Answer: CE would accept pipe bursting with 8” HDPE.

Please see the Amendment One (1) for changes made to section 1.1 of the Statement of Work (SOW) that may/will effect the question asked above.

7.) What is the depth of the existing line at the end manholes?

Answer: We do not know the invert elevation of the sewer lines at the manholes.

8.) Can the contractor use this link for a Google map?

9.) Would it be possible to have someone in the next few days pop the lids of the 2 manholes and get a rough estimate from the surface down to the line we are replacing at both manhole locations?

Answer: Please see the attached Manhole measurement slides (Q9_Manhole Measurements).

10.) Would we be allowed to dig down alongside both manholes, should be holes about 6' long by 4' wide, depending on the depth? (The surface would be disturbed inside the track)

Answer: Yes. We anticipated the contractor would need to excavate around the manholes. We believe that can be accomplished without disturbing the track surface.

11.) What kind of measures would be needed to protect the track from damage when crossing it with equipment? Is it rubber or asphalt?

Answer: The track is a crumb rubber surface over asphalt. The track surface will need to be protected from equipment crossing the track. I believe commonly used techniques such as covering with plywood, lumber or old tires (depending on tracked vs. wheeled equipment) would be sufficient to protect the track surface.

12.) Is there going to be sewer running in the line when we are doing this work? Is there a way to by pass it, shut it off, or will we be having to pump around the entire 600 ft?

Answer: Pumping will be required while the line is plugged.
