Section L - Instructions, Conditions and Notices to Bidders

INSTRUCTIONS TO OFFERORS

INFORMATION TO OFFERORS (ITO) AND INSTRUCTIONS FOR PROPOSAL PREPARATION

1.0 GENERAL INSTRUCTIONS

The offeror's proposal must include all data and information requested by this information to offerors and must be submitted in accordance with these instructions. The offer shall be compliant with the requirements as stated in the Solicitation and all attachments in this attached addenda of section L and M.

Non-conformance with the instructions provided in this information to offerors may result in an unresponsive solicitation.

A. INFORMATION TO OFFERORS

1. Point Of Contact (POC). The primary POC for this acquisition is the Contract Administrator (CA), 2d Lt Gabriel Sutherland. Address any questions or concerns to the CA, 2d Lt Gabriel Sutherland, at (406) 731-3996 or Email: gabriel.sutherland.1@us.af.mil. The secondary POC is Colton Abernathy. Contract information for Colton Abernathy is (406) 731-3996 or colton.abernathy.1@us.af.mil.

2. Discrepancies and Ambiguities. If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the CO in writing with supporting rationale not later than 15 days after the Request for Proposal (RFP) release.

Furthermore, the Government reserves the right to revise or amend the performance work statement (PWS) or the solicitation, to include any and/or all attachments, prior to the proposal closing time. Such revisions will be communicated by amendment to this solicitation. If such amendment require material changes in quantities or prices, the proposal closing date may be postponed by enough days to enable offerors to revise their proposals. In such cases, the amendment will include an announcement of the new proposal closing date and time. Amendments will be posted on the Internet with the solicitation documents without notice. Offerors are responsible for accessing all amendments prior to proposal submission at the following website: Beta.SAM.gov.

3. Notice to Offerors/Suppliers: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

4. To assure timely and equitable evaluation of proposal s, offerors must follow the instructions contained herein. Proposals must be complete, self-sufficient, and respond directly to the requirements of this solicitation. A complete proposal consists of executed proposal documents;

for example, this includes but is not limited to completing proposed unit prices with net amounts for all contract line item numbers (CLINs) 0001 – 0002 AND offerors must be registered in the System for Award Management (SAM) at www.sam.gov no later than the date and time set for closing. Failure to furnish a complete proposal may result in the proposal being determined incomplete and ineligible for award by the government. Proposals shall be submitted via electronic or hard copy (e-mail or compact disc only – USBs will not be accepted) prior to the time set for proposal closing to:

* Proposals must remain valid for 90 calendar days.

5. HANDCARRIED PROPOSALS MUST BE RECEIVED AND DATE STAMPED BY A

MEMBER OF THE 341st CONTRACTING SQUADRON NO LATER THAN THE

RESPONSE DATE INDICATED ON THE SF-1442.

6. NOTICE: Real ID Act compliance is being enforced at Malmstrom AFB. Offerors are cautioned that Malmstrom AFB has stringent visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass and be cleared by the Government point of contact to be visited prior to entrance. It is possible that the point of contact may not be available to clear offerors for entrance which may prohibit submission of hand carried offers;

consequently, offerors electing to hand carry their proposals for submittal just prior to proposal closing time DO SO AT THEIR OWN RISK.

B. PROPOSAL PREPARATION INSTRUCTIONS

1. General Instructions and Information. The Government intends to award this contract using lowest priced offer received. Offers will be evaluated using the factors in Section M, Evaluation Factors for Award. The offeror’s proposal must be submitted in accordance with these instructions.

EVALUATION CRITERIA

A. AWARD WITHOUT DISCUSSIONS.

As set forth in FAR 13.106-2(b)(3) the Government intends to award without discussions. The Government may make a final determination as to whether the offeror’s proposal is acceptable or unacceptable solely on the basis of the initial proposal as submitted.

B. BASIS FOR CONTRACT AWARD.

1. Completeness – Does the offer conform and provide all requirements outlined within the solicitation? This includes but is not limited to offeror compliance to FAR clause 52.204-7(Oct 2018), System of Award Management.

2. Price – Offerors submitting an acceptable proposal shall be sorted by price in ascending order from lowest priced to highest priced. The burden of proof for credibility of proposed pricing rests with the offeror.
