UTILITY DIRECTIONAL DRILLING 2507 - 1
SECTION 2507 – UTILITY DIRECTIONAL DRILLING
PART 1 - GENERAL
1.1 TRENCHLESS CONSTRUCTION
Horizontal directional drilling instead of open cut construction will take place at the locations shown on the Construction Drawings for areas that would be at risk from open excavation and to potentially achieve the depths necessary to maintain the requisite grade with no high points in the line. The bore hole shall be large enough for installation of the conduit pipe and a tracer wire. The Contractor must meet the requirements herein and provide an acceptable drilling and installation plan.
1.2 EXPERIENCE REQUIREMENTS
The Contractor or his subcontractor must meet the horizontal directional drilling qualification and experience requirements:
A. Have equipment and personnel adequate and qualified for installations of this type and scale.
B. Have installed a minimum of three pipelines of similar or larger size and length beneath buildings and buried utilities.
A summary of experience must be provided to the Government with the other pre-work submittals. Contractors not having the required qualifications and directional drilling experience and an acceptable drilling plan will be rejected and bid award made to the next qualified bidder.
1.3 DRILLING AND EXCAVATION PLAN
Contractor shall submit a complete drilling and excavation plan as part of the pre-work submittals. Indicate which trench sections will be open cut and for which segments horizontal directional drilling is proposed. The drilling plan shall have as a minimum the following information:
A. Proposed profile of installed pipeline, including temporary segments.
B. Show scale drawing layout of the proposed drilling operation, mud tanks, assembly area, and equipment and material laydown area. Operations must be conducted within limits and requirements described in contract documents.
C. Describe area disturbance limits and environmental and reclamation procedures to meet requirements of the contract documents.

D. Provide a proposed schedule for completion of the work. The drilling plan is subject to approval by the Government. Failure to produce an acceptable drilling plan is cause for rejection of the bid and award to the next qualified bidder.
1. Acceptance of Drilling and Excavation Plan. The Government reserves the right to review the proposed drilling plan and make discretionary judgment as to the adequacy of the plan. The Government has the right to approve any plan, reject any plan, request clarifications of any plan, and negotiate modifications to any plan.
PART 2 - PRODUCTS
2.1 CARRIER PIPE
A. The carrier pipe for the fiber optic lines shall be as specified in drawings.
2.2 CASING PIPE
If a casing pipe is needed, it shall be selected and sized by the Contractor to meet the requirements of the installation. Steel casing is acceptable.
2.3 TRACER WIRE.
A tracer wire meeting the product specifications and termination requirements shall be pulled/installed with the fiber optic line.
2.4 DRILLING FLUIDS
Fluids required for drilling, removal of cuttings, and installation of the pipe shall be non-toxic and pose no environmental threat to surface soil or ground water. The drilling fluids shall meet all the product specifications as well as federal, state, and local requirements for disposal.
PART 3 - EXECUTION
3.1 GENERAL
The Contractor shall determine his own methods and means of construction subject to the approved Drilling and Excavation Plan.
3.2 CLEAN-UP
The Contractor shall restore the drill area to a state of cleanliness. Drilling mud and cuttings shall be removed and disposed of away from the site. All areas disturbed by drilling, erosion, or

other construction-related activities shall be brought back to original conditions. All excavated material and material removed during drilling operations shall be transported off site and disposed of per all applicable federal, state, and local regulations.
3.3 COMPLETED INSTALLATION
The completed pipe installation shall be as shown on the drawings. Pipe sections at ends of runs, where they are needed to provide vertical curves and approach the final grade, must be removed after conduit corners (bends) have been cut and welded. Remaining hole shall be backfilled with drilling mud. Any special connections required or deviations from the Drilling and Excavation Plan are subject to the approval of the Government.
