15 May 2012- 4pm:

1.Question: Please clarify the requirements of the Quality control personnel. Can the project superintendent share this duty, or is it to be a separate individual? If shared, how many hours per day are to be devoted to performing quality control requirements?

Yes, they can share it, if the person meets all requirements of both areas. A minimum of 2 hours QC per day is required.

2.Question: Please verify each location that details 14/S201 and 14AS201 occur.This detail reference does not show up on any other sheets. It is obviously around the landings, but doesn't specifically indicate which side of the landings and if it is all landings up the stair flight, or just on certain landing.

ANSWER: An updated sheet has been posted on FBO identifying the detail.

3. Question: During the site visit yesterday, it appears there is a structural bracing member that will be in the way of the added W18x24 columns being installed between elevations 145'-0" and 154'-7". The plans do not appear to indicate the presence of this bracing member, or a detail for getting the column through that brace. Please verify if the brace will be in the way of the column installation, and if so how the column and brace will have to be modified for proper installation.

ANSWER: The brace may be removed, so as not to be in the way of the column.

4. Question: It was stated at the site visit yesterday that 60 days of the overall 180 day schedule were to be allotted for procurement of the blast storefront system. It is doubtful that this system can be procured in this short amount of time - in fact, the submittal process for this system could burn up this 60 days alone. In the past, blast windows have taken up to 6 months to procure. Please review this procurement schedule, and adjust as necessary.

ANSWER: The 60 days is a government estimate, however, once the material is ordered, the government will work with the awardee if there is additional time required due to the suppliers estimated time for delivery.

5. Question: There does not appear to be a specification section for the soffit panels- Please reference drawing sheet this question is stemming from and re-submit question.

6. Question: There does not appear to be a specification section for the blast resistant curtainwall. Need more info here. Not sure which part of the project he is referring to. The curtain wall is a system comprised of several components. I believe each component is covered by their respective specifications which are included, but if there is a specific component missing, please let me know. Let me know what note or drawing spurred this question and I can help from there.

7. Question: There is a possible code issue at the curtain wall horizontals in elevator shaft having a 3” horizontal ledge?

Not sure what code is being referenced. Cant answer.

8.Question: This supplier (below) cannot supply the blast materials for this project within the current schedule constraints. Verify 60 days for procurement is required.

Answer: See answer to number 4 above.

9. Question: Section 08 39 00 blast resistant doors is also calling for ballistics level 3 UL752 rated doors. Please confirm that both blast and ballistics are required. –See highlighted clarification in updated spec 083900 dated 15-May-2012

10.Question: Part 2 Technical proposal states that QC / Superintendent must have 5 years installing experience installing blast resistant glazing. Focus area 1 states that window and door installer must have 5 year’s experience in in the installation of specialty blast resistant window glazing and curtain wall systems. Focus area 2 states that QC / superintendent must have 5 years’ experience renovating multi-story structures. Does this mean that the focus area 2 QC / superintendent has to have building remodel multi-story experience in all phases of remodeling or just blast resistance window glazing?. Does this mean that there is 2 QC / superintendents? Please clarify. Also, where are we to access building with equipment as this makes a big difference in how landscaping, planted beds and curbing will have to be repaired. Also on that note there will be considerable damage done to the existing landscaping, the cost could be considerable-what line item on the bid form should this go on

See answer to # 1 above for the first answer. Second part of the question is unknown at this time. Assume the most difficult route will be required. Third part of question- line item 0001b) Answer: In accordance with Clause M-8-PPT in Section M (page 57-60) For Technical Acceptability the QC/Superintendent must have a minimum of 5 years experience installing specialty blast resistant glazing and doors and the window and door manufactured must have a minimum of ten years experience producing and analyzing specialty blast resistant window glazing and curtain wall systems.

Under the Performance Confidence Assessment:

Focus Area 1 The window and door installer must have a minimum of 5 years experience in the installation of specialty blast window glazing and curtain wall systems.

Focus Area 2 The QC or Superintendent must have 5 years experience renovating multi-story structures.

Under the technical acceptability the QC/Superintendent must have a minimum of 5 years experience installing specialty blast resistant glazing and doors and the window and door manufactured must have a minimum of ten years experience producing and analyzing specialty blast resistant window glazing and curtain wall systems. And for the past performance assessment the QC/Superintendent must also have 5 years experience renovating multi-story structures

11. QUESTION: One near term item for any bidder is to clarify the blast level as they spec UFC criteria (logical) and then GSA levels C and D (not logical). Also the site plan does not show the standoff but appears to be the 33' minimum for UFC. This should be submitted as a RFI to clarify the blast level. Please verify the blast levels required on this project, per the above statement.

Answer: Per the UFC criteria. See revised specification sections.

12. QUESTION: It is assumed that the fiberglass sandwich panel assemblies being used at the Main Entrance must meet the blast resistant loads as indicated on drawings. The attached addendum # 2 revised 089523 specifications do not address blast loads at the fiberglass sandwich panel assemblies. As indicated below the 4” panel specified at the main entrance has not been tested for blast resistance.

Please verify blast loads at main entrance fiberglass sandwich panel assemblies.

ANSWER: See updated specification 089523.

13. QUESTION: Referencing sheets S100, S101, and S102, It shows the new columns as being W8 x 28. Sheet S103, detail 1 shows the new columns being W8 x 24. I assume that it should read W8 x 28. Can you please confirm? – sent to ken penny to confirm Answer:

ANSWER: Correct, needs to be a W8x28. Sheet S103, detail 1 should be changed to show a W8x24.

14. Question: Also, amendment 0002, question # 3 specifies a W18 x 24 column. Should this be a W8 x 28 as shown on sheet S102, detail 1?

Answer: It should be referencing the new W8x28 column.

15. Question: I have attached the Blast criteria that we would interpret to be correct. The specifications only answers directly question 6. From being familiar with the project and location I do know the answers to question one for instance (inside a controlled perimeter) but we would like these confirmed.

As the can greatly affect the loading of the Curtain wall which in turn affects the price.

We can't determine the blast design requirements from the specification.

Section 084110 Security Aluminum windows. Section 1.3 C 1. calls for 4.8 psi /19.3 m-sec duration. This corresponds to the UFC-4-010-01 explosive wt 1 at 148 ft.

Section 088000 Glazing. Section 1.3 C. 1. this section also indicates UFC-4-010-01 explosive wt 1 at 148 ft.

Section 083900 Blast resistant architectural aluminum door and frames 1.6 D 1 indicates a GSA level D requirement.

We will need some guidance to determine what system will be required for this project.

We have attached minimum design information sheets. Please confirm these sheets to be correct. We won't be able to do any design work until this information is provided.

Also Please confirm that there is no required blast criteria/ loads for section 089523 - FIBERGLASS-SANDWICH-PANEL ASSEMBLIES. None is shown which would appear to be correct, but the wind loads appeared to be incorrect (reference my first email).
