BID GUARANTEE (SEPT 1996)
(a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.
(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States. The Contracting Officer will return bid guarantees, other than bid bonds-
(1) To unsuccessful bidders as soon as practicable after the opening of bids; and
(2) To the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted.
(c) The amount of the bid guarantee shall be 20 percent of the bid price or $200,000.00, whichever is less.
(d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.
(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.

Section L - Instructions to Offerors
THIS SECTION IS FOR SOLICITATION PURPOSES ONLY. THIS SECTION WILL BE PHYSICALLY REMOVED FROM ANY RESULTANT AWARD BUT WILL
BE DEEMED INCORPORATED BY REFERENCE.
Evaluation will be made in accordance with Section M of this solicitation. Proposals shall be neat, indexed (cross-indexed as appropriate), and assembled in an orderly manner. Include only information that is relevant to this source selection. Pages in excess of the maximum per the instructions in each section may be removed from the proposal and risk not being considered in the evaluation.
Proposal Preparation and Questions Instructions
A. To assure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, Past Performance, Price, and Schedule. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
The Offeror agrees to hold the prices in its quote firm for 30 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the quote.

The response shall be in electronic format via email to the addresses above by the date and time noted on the solicitation. The Offeror is responsible for ensuring confirmation that all proposal elements to include attachments are received by the Contracting Office before the proposal due date and time. Anything otherwise can and will be considered nonresponsive. You may wish to place a read/delivery receipt.

All questions regarding this RFP must be emailed to elizabeth.smith.48@us.af.mil AND francisco.martinez_martinez.1@us.af.mil by 1:00 P.M. CT on 30 January 2025.
A site visit will be held on 23 January 2025 at 10:00AM CT. Offerors will meet at the Whiteman AFB Visitor Center (413 4th St, Whiteman Air Force Base, MO 65305). Only two attendees from each company shall be allowed. RSVP NLT 22 January 2025 at 11:00 AM to the email addresses above with the company name and attendee(s) name/email/phone number.
B. Offerors must complete the necessary fill-ins and certifications in Sections I through K. Section K shall be returned in its entirety. For Sections C through I, the Offeror shall submit only those pages that require a fill-in. No representations/certifications need to be provided if the information is already listed in the vendor's SAM.gov Entity Registration information.
C. Offerors must understand the functional relationship between Solicitation Section L and Section M of this solicitation. Section L provides instructional information for the purpose of organizing and preparing the proposal and is not intended to be all-inclusive. Section M describes the evaluation factors and process, illustrating how the Government intends to evaluate proposals. Since the Government evaluation of proposals will cover areas identified in Section M, proposals should address all such areas of evaluation. Proposals that do not contain the information required may be ineligible for award.
D. Proposals should be specific and complete. Complete the SF 1442, Blocks 14, 15, 17, 19, 20A, 20B, and 20C. An official having the authority to bind your company contractually must sign and date the SF 1442 Block 30a, 30b and 30c. The SF 1442 must bear an original, authorized signature. In doing so, the Offeror accedes to the contract terms and conditions as written in the RFP. All sections of the RFP, excluding Instructions to Offerors and Evaluation Procedures Sections, constitute the model contract. Offerors shall acknowledge any and all amendments to the solicitation in Block 19, 20a, 20b and 20c.
E. Within their proposal, Offerors must indicate individuals within their firm who have signatory authority. Proposals shall include the following parts: Part I - past performance information, part 2 - price, part 3 - schedule.
Part I - Past Performance Information
Shall be limited to no more than six pages single sided pages or 3 double sided pages.
A. When addressing past performance evaluation criteria set forth in this solicitation, the Offeror shall provide recent and relevant information regarding an Offeror's action under previously awarded contracts. A recent contract effort is defined as occurring within three (3) years from the date of issuance of this solicitation.
Relevancy considerations include performance of efforts that are similar in scope, magnitude and complexity to this requirement as described in the SOW dated 9 December 2024. No price information is to be included in the past performance section of the proposal.
B. Offerors shall submit with their proposal a Reference List identifying their Past Performance contracts provided.
C. For each reference on the list of awarded contracts, identify the following: (1) Contracting Agency/Customer. (2) Contract Number. (3) Contract type. (4) Project title and brief description of contract effort. (5) Period of performance. (6) Contract value at time of award. (7) Current value, including all changes and exercised options. (8) Contracting Officer's name, address, and telephone number.
PART II - Price
A. Offerors must complete and provide pricing in Block 17 and Section B of this solicitation.
PART III - Schedule
Offerors will submit a projected schedule from issuance of notice to proceed (NTP) to project completion.

B. Acknowledgement of solicitation amendments (SF30s) will be required. The acknowledgement must be received prior to solicitation closing date to the above emails. Whiteman AFB network utilizes a firewall that may cause delays in receipt of e-mails/attachments. Late receipt of amendments due to a network firewall or outages will be considered late. Offerors should allow sufficient time for the e-mail traffic to be delivered.
C. INFORMATION REGARDING SUBMISSION OF PROPOSALS: Proposals will only be accepted through email to elizabeth.smith.48@us.af.mil AND francisco.
martinez_martinez.1@us.af.mil. We will not accept faxed or mailed proposals. Late proposals will be processed in accordance with FAR 15.208 "Submission, Modifications, Revisions and Withdrawals of Proposals." NOTE: All proposal preparation costs will be the sole responsibility of the Offeror. The Government will not reimburse any firm for proposal preparation costs.
