Amendment 1: Questions and Answers
The purpose of this amendment is to address questions received regarding this solicitation and the site visit held 23 January 2025. The Government is providing responses to these questions;
however, these responses are not directing the contractor on how to accomplish the work. The intention of the Statement of Work (SoW) is to describe what is to be accomplished in terms of results. Any responses provided should not be construed as “how” the work is to be performed, but to provide information regarding the current situation. The Awardee will be responsible determining the methods/processes to complete the Athletic Field Track requirement as outlined in this solicitation and the attachments.
Q1: How old is the athletic field turf?
A1: 2008
Q2: How often/when is the track used?
A2: The track is used year-round for all PT tests, events, and general exercise for the entire base.
This is the only track on base and receives high amount of usage.
Q3: Is the current track on the same standards as outlined in the solicitation?
A3: Yes.
Q4: How will equipment access the construction site?
A4: Equipment will be able to access the construction site from the east side of the running track through a small paved trail off of Mitchell Ave. Notably, there is a walking trail parallel to Mitchell Ave that is heavily used, which does intersect the access point. There will be no access from the paved trail that runs between the tennis courts and swimming pool.
Q5: Is there a location on the base where materials are to be disposed of? (Soil, old track material, etc.)
A5: There will be no locations on base for disposal of materials. The removal from Whiteman AFB and the disposal of said materials is the responsibility of the contract awardee.
Q6: Is there GPS control available?
A6: Yes. Control map will be provided after an award has been made. Geospatial data will follow the following system.

Q7: Would the use of drones be permitted?
A7: No, drone use is prohibited on Whiteman AFB
Q8: When construction begins who will have access to the construction site?
A8: 509th Civil Engineer Squadron project managers and inspectors, 509th Contracting Squadron contracting officers, contract awardee, and any sub-contractors the prime hires. Project site will be closed off to users for the duration of the project.
Q9: When will the NTP be issued?
A9: After an award has been made, an appropriate NTP will be issued to deconflict with upcoming Fitness Center HVAC project.
Q10: Cross Slope: MAX 1%. The existing slope varies all over the place. Replacing 30% will not fix that asphalt where it will meet the Max 1% cross slope.
A10: The scope of the project is to remove and replace 100% of the existing track surface, as well as mill 2-inches of the asphalt base. The 30% mentioned in the SOW is an estimate of how much of the asphalt base will need to be repaired. We would like the dimensions, including slopes, to meet the NCAA standards. We believe the slopes should be able to be fixed with the work we are asking in the scope.
Q11: Slope in the running direction: Max 1:1000th of a foot. .1%. Replacing 30% will not fix the asphalt where it will meet the slope in the running direction.

Q12: NCAA requires a Raised curb for championship records. Do you want to take it that far?
A12: No, we want the lane markings to be in accordance with NCAA rules. There is not currently a raised curb, we are not looking to add one.
Q13: Are specifications and site drawings available to download?
A13: All requirement specifications and attachments are publicly posted with the solicitation on SAM.gov.
