Project 1131856 2057 Repair Athletic Field Track Whiteman Air Force Base
STATEMENT OF WORK
December 9, 2024
Project Number: 1131856 2057 Repair Athletic Field Track
OVERVIEW: The Contractor shall provide all services, materials, supplies, labor, studies, management, travel, and other resources in connection with the work described herein. This project is to execute a design-build project for removal of existing 1312-ft (400-meter) outdoor track surface (2057) and replacement with a first-class, basemat with structural spray surface, including all necessary sub-structure and drainage to obtain long-life durability. Track design; dimensions; surface materials, to include grades or slopes; measuring distances; and markings shall be pursuant to the guidelines of the following in order of precedence: (a) UFC 4-740-02, Fitness Centers, (b) NCAA Cross Country/Track and Field Rules for intercollegiate tracks, (c) UFC 1-200-01, General Building Requirements.
1) BACKGROUND: The 1312-ft (400-meter) outdoor track is in substandard condition. Several locations exist where existing rubber basemat has separated from the asphalt base, and the center lane is noticeably lower than outer lanes, presenting opportunities for accidents to occur. Because the installation lacks an indoor running track, the outdoor track is heavily used for individual and organized group workouts. Repairs to the asphalt base and resurfacing of the track will prevent reoccurrence and facilitate patrons in preparation for and conducting of physical training (PT) activities and assessments.
2) SCOPE: The scope shall encompass all design work and construction necessary to produce a complete and usable project. Design and construction documentation will be provided at the 35% level of completion. Any drawings and documentation for construction shall be submitted to the Contracting Officer for approval. The work includes, but is not limited to:
a. Installation of construction site safety and/or caution/warning signage and physical barrier protective measures.
i) Physical barrier shall include orange 5’ tall snow fencing, staked no more than 8’ apart, to enclose the perimeter of the construction site.
b. Site surveying.
i) Track shall be surveyed and certified by a competent surveyor such as, but not limited to, a registered land surveyor, professional engineer, or Certified Track Builder (CTB). Final certified documents shall be approved and sealed by a Missouri Professional Land Surveyor.
c. Removal, hauling, and proper disposal of existing track surface and unwanted debris.
d. Removal, repair, and leveling of deteriorated asphalt base, to include all necessary sub-structure.
i) The Contractor shall conduct a 2” mill of the entirety of asphalt base.
(1) The Contractor shall also assume 30% of asphalt sub-base requires repairs.
ii) The Contractor shall validate condition of all asphalt and provide repair method proposal to and receive approval by 509 CES prior to commencing repair. The repair method shall coincide with new basemat adherence recommendations.
iii) The Contractor shall submit an RFI to 509 CONS if repair exceeds 30% threshold.
e. Installation of rubber basemat with a minimum thickness of ½ inch (13 mm).
f. Application of structural spray surface with “Air Force Blue” color, hex triplet #00308F.
g. Layout and painting of lane markings
i) There shall be a total of 6 lanes.
ii) Lane markings shall be white.
iii) Lanes shall be a minimum width of 42 in. (1050) mm and a maximum width of 48 in. (1200 mm).
and be of equal widths to maximize the available space while conforming to the maximum and minimum limits.
iv) Track shall have all the lane markings IAW NCAA Cross/Country and Field Rules for Intercollegiate Tracks.
v) There shall be additional Lane markings at 1.5-mile (2.41 km) and 1.24-mile (2.0 km) distances.
h. Site grading of disturbed areas.
i. Repairs to sidewalks, fields, etc. disturbed by work.
j. Restoration of site to original condition, including, but not limited to, grass seeding and germination and erosion control.
k. Option 1 - Installation of 12x12’ concrete curb along the outer perimeter of the asphalt surface.
i) Curb shall be flush with asphalt and not pose a tripping hazard.
3) CONSIDERATIONS: The work is located on a regularly used track and field but will be closed to the public upon commencement of construction. The track and field are bordered on three (3) sides (east, south, and west) by active roads and a parking lot located approximately 465 feet north of the track which is primarily utilized by fitness complex patrons. Work shall be coordinated with 509 CES and 509 FSS to minimize traffic disruptions and limitations to parking areas. Contractor shall also provide a minimum of forty-five (45) days’ notice prior to the commencement of construction to allow 509 CES and 509 FSS adequate time for public notification. These above considerations shall be utilized for planning purposes only and do not negate the need for Contractor field verification of existing conditions.
4) DESIGN CRITERIA: The project shall meet or exceed Whiteman AFB Installation Facilities Standards (IFS), the Unified Facilities Criteria (UFC), energy conservation considerations, and appropriate codes (i.e., Uniform Building Code, National Fire Protection Code, National Electrical Code, National Plumbing code, and other applicable DOD and Air Force regulations, Manuals, and Engineering applicable Technical Letters, and DOD minimum antiterrorism standards.)

5) SUBMITTALS: The contractor shall submit the following, but not limited to these documents, for Government approval prior to commencement of work:
a. 1. Project schedule
b. 2.1 Pre-construction photos
c. 3.1 Drawings, to include at a minimum:
d. 4.1 Materials & product specifications to include:
i) 4.2 Asphalt
ii) 4.3 Rubber basemat
iii) 4.4 Structural spray
iv) 4.5 Additional replaced components
e. Results from any required testing
i) Asphalt pavement testing
ii) Surveyor’s written certification listing the exact distance or inclination measurements for the following:
(1) Levels of the track and runways
(2) Permanent track measurements
(3) Start and finish lines
(4) Track lanes
f. Warranty Manual, to include dates

6) AS BUILTS: One electronic copy of completed construction drawings (as-builts) will be required upon completion of this project that includes high resolution pdf’s and AutoCAD 2018 drawings. In addition, digital photos of the area before project start and after project completion will be submitted before project closeout.
7) MATERIALS AND SERVICES FURNISHED BY THE GOVERNMENT: Applicable drawings/information/maps have been attached to this SOW that are pertinent to the facilities involved;
however, these drawings are not warranted to show conditions as they exist. The designer shall verify (by field investigation) information shown on the as-built drawings (which is relevant to the project) for accuracy to ensure a quality-designed project. The designer is also responsible for requesting any additional information they believe is needed.
8) ACCESS AND CONTROL: The job site is not located within a restricted area, however, all employees entering the installation must have a valid DOD ID or be listed on an approved Base Access EAL.
Coordinate with 509 CES for access.
9) GOVERNMENT LIABILITY: The Government shall not be liable for any loss or damage to the Contractor’s property, including stock or for expense incidental to such loss or damage.
10) RELEASE OF INFORMATION: The Contractor shall not publicize nor release in any manner, information or data about projects on which they may be working or negotiating with WAFB. In addition, they shall not discuss prior to public release by WAFB, any project, any future program, or any planning, with anyone not directly concerned with the design of the project. Any inquiries regarding these matters shall be referred to the Contracting Officer (CO) or 509 CES Project Manager. Classified information obtained from WAFB shall be treated in accordance with instructions regarding such matters. All files provided by and pertaining to Whiteman shall be kept on a secure drive by The Contractor and transmitted electronically via government approved methods.
