Amendment 3: Additional Questions and Answers
The purpose of this amendment is to address questions received regarding the Performance Work Statement of this solicitation. The Government is providing responses to these questions;
however, these responses are not directing the contractor on how to accomplish the work. The intention of the Performance Work Statement (PWS) is to describe what is to be accomplished in terms of results. Any responses provided should not be construed as “how” the work is to be performed, but to provide information regarding the current situation. The Awardee will be responsible determining the methods/processes to remove the existing control panel, fabricating a new control panel, installing the new control panel, and ensuring full functionality of the final product.
Wiring and Cabling
The PWS in section 1.2.3 requires: "Remove speed control and feedback for Sludge Pump 1 and
2. The speed for these pumps will be controlled and monitored from the existing power control room. Start and Stop control will still be controlled by the Belt Filter Press Control Panel."
The implication of the requirement in section 1.2.3 is unclear:
1. It is unclear if the contractor must remove cables from sludge pumps 1 and 2 to the control panel, which is cabling and wiring work that is not stated but implied.
Answer: No cables should need to be removed from the sludge pumps to the motor control VFDs.
2. It is unclear if the contractor must lay cables or wires from the power control room to the control cabinet for start-stop control. To achieve that, one would be required to connect cables and potentially lay cables to achieve the objectives of 1.2.3. However, cable laying is not stated; a cable is needed to connect the locations.
Answer: Existing wire is already in place to Start/Stop sludge pumps from the sludge pump VFD’s to the control panel. However, the contractor is responsible for determining if the existing wire is fit for continued use or new wire is needed for full functionality.
3. It is unclear if this modification was already implemented and shared in the PWS as a deviation from the schematics designed in 1991.
Answer: Yes, the design from 1991 has been modified from the past as it as currently.

4. The requirement is for pumps to be controlled from the power control room. Does this mean the power control room currently controls these pumps?
Answer: The sludge pumps have VFD’s in the control room with Start/Stop wiring run from VFD’s to the control panel. Speed control will be done by the internal control on the
VFD.
5. Would the contractor have to install speed control for the sludge pumps in the power control room, or is this already installed? We have to understand how to accommodate the acquisition of the relevant parts.
Answer: The current VFD’s have an internal controller already on them. Start/Stop wiring is required from the VFD’s to the control panel.
6. Would the agency provide two power cables from the power control room to the control panel location so that the contractor can integrate them into the panel for the start/stop functionality of the two sludge pumps?
Answer: No, wiring is already in place. However, the contractor is responsible for determining if the existing wire is fit for continued use or new wire is needed for full functionality.
7. Would the contractor have to lay a power control cable from the power control room to the control panel? If so, please provide the required distance.
Answer: Answered above, but if needed it would be approximately 40ft.
8. Would the contractor have to lay a conduit to allow "the speed of these pumps will be controlled and monitored from the existing power control room”? (It is unclear from this statement if the speed control exists or only the power control room exists).
Answer: N/A Speed control is controlled by the VFD’s in the power control room
9. We have asked the agency to elaborate on whether cabling is required so we know the implications of removing the speed control and controlling the sludge pumps from the power control room:
Answer: No new cabling is required.

Electrical Drives and Motor control
The PWS requires motor control functionality in 1.2.5 and 3.2.15. We have seen instances where the government has referred to motor control to include the supply of both the motor and its control:
1. Please confirm whether the contractor is required to provide any electrical motors.
Answer: No electrical motors need to be supplied. Existing motors will be used.
2. Motor starter-based control: Please confirm that motor starters shall be limited to controlling the Hydraulic Pump, Wash Pump 1, Wash pump 2, and mixer according to their respective salient characteristics.
Answer: Yes
3. VFD-based control: please confirm that VFD control shall be limited to the belt motor drive.
Polymer remote control unit
The schematics on page 2 describe a polymer remote control unit.
1. It is unclear if the agency requires the contractor to modernize the control panel components. One interpretation is that the polymer remote control unit is within the control panel and should be replaced; this requires the contractor to control the polymer dosing control. Another interpretation is that the polymer remote control is part of a different system planted in the control panel and should be left as is.
The requirement is ambiguous because it can be interpreted in multiple ways. We ask the contracting officer to remove the ambiguity and clarify the requirement so that we can evaluate the risk, identify the complexities, and establish a budget.
Answer: The polymer unit is controlled separately. It is not running from the sludge press control panel. The polymer unit should be eliminated from the new control panel. All existing wiring from this system can be removed or abandoned and removed from the schematic completely.

Schematics with the polymer remote control:

2. Should the agency require a contractor to modernize the polymer remote control, please provide its salient characteristics, including the following parameters:
a. Range of stroke per minute
b. The manufacturer and model of the polymer pump it controls.
Answer: No, the polymer system is being removed from the new control panel since it is a separately controlled unit.
Sensors and pressure switches
The schematics describe on page 2 a wash pressure switch, hydraulic pressure switch, and a belt tracking switch. The mentioning of these components requires additional clarity:
1. We interpret that these switches and sensors are part of the equipment and do not require the contractor to supply them. Please confirm our interpretation.
2. Potentially, a different offeror can interpret that these sensors and switches shall be supplied as they appear on the schematics, which is to be modernized, per the PWS section.
3. to be integrated and are not part of the components to be furnished with the control panel.
Our interpretation is a result of these components appearing in the schematics. Please confirm our interpretation.
Answer: The response for questions 1 – 3, Sensors and pressure switch is combined as one response. Yes, the switches are part of the belt press unit and will not need to be replaced by the contractor. Only control panel components and any determined unfit wiring to the sensors would be required to be modernized. Existing switches will need to be integrated.
4. Should the agency require the contractor to supply these sensors and pressure switches, please provide salient characteristics of these switches or the existing manufacturer and model, as this information does not appear on the schematics.
Answer: Sensors and switches on the sludge press unit itself are not to be replaced. Only relay switches and components in the control panel are to be replaced.
5. Does the wash pressure switch, hydraulic pressure switch, and belt tracking switch provide a digital signal?
Answer: No
6. Please provide a photo of the wash pressure switch, hydraulic pressure switch, and belt tracking switch.

7. Should any switches and sensors provide an analog signal, please identify:
a. the required signal for the hydraulic sensor to reach 120 psig (per page 6)
b. Please identify the signal salient characteristics of the pilot light that will be turned on upon reaching high/low pressure.
Answer: Should be wired the same as currently.
Capacity of the Filter Press
1. What is the capacity of the filter press? (raw sludge per minute in GPM and tons of processed sludge per hour)
Answer: 80gpm, 1-2 tons per hr
Scope of Requirement
1. To make an informed decision and be effective with our time, we aim to determine whether renovating the control panel or purchasing a new belt filter press is more prudent, considering the contractor's renovation work on the belt filter press electrical systems, polymer mixing system, and changes to the pump's power feeding and control system. The PWS does not explicitly require these, but based on our experience and the provided schematics, they are among your requirements.
Answer: New control panel is required, PWS states the specs.
Removal and Deployment of Control Panel
1. The photos of the control cabinet area show an elevated platform or mezzanine floor to which the control panel is anchored.
Answer: It is mounted to a concrete floor, the floor is appr 4’ above the driveway entrance. There is loading dock access to deliver the panel to and remove old equipment.
2. Does the facility have a cargo elevator to remove the old control cabinet and lift the new control cabinet to its location?
Answer: No, just a loading dock and access to pallet jack
3. Do any entries, hallways, or passages from the facility parking area to the location of the control cabinet panel pose any restrictions or limitations on its passage above a pallet jack?
Answer: No

4. Will a crane be necessary to mobilize the control panel to the mezzanine floor?
5. Will a forklift or telescoping forklift be required to mobilize the control panel?
Answer: Only if you need that to lift the panel onto the loading dock (appr. 4’ high)
6. Will the contractor be required to break any walls and rebuild them later to mobilize the control panel?
7. Will the contractor be required to move any roof sections to mobilize the control panel?
8. Please provide photos of the passage of a new control panel from the facility entrance to the control panel location on the mezzanine floor.
