Amendment 2: Additional Questions and Answers

Please elaborate on the following questions:

1. What is the magnitude of the construction project?

a. This acquisition is being solicited as a commodity with incidental services

(removal of old equipment and installation of the new panel), the procedures of FAR 36.204 do not apply.

b. This acquisition is for a fabricated new control panel to the specifications in the PWS. Once fabricated and delivered to the base, the contractor shall remove the old panel and install the new panel and perform a function check to insure performs as needed. Please see PWS for more details.

2. The belt press's capacity (gallons per minute/tons per hour).

a. The Government considers this to be irrelevant to the requirement of a fabricated panel as specified in the PWS.

3. Is the belt press functional?

a. Yes, it is fully operational and performs all the functions that’s required of it.

4. The control panel seems to be analog-based, there are more efficient ways of implementing the control panel, such as integrating a PLC and utilization of HMI (Human Machine Interface) screen to control the many parameters, would you be open to such innovation and effective implementation approaches?

a. No, please see “FA462524Q1050_Amendment 1” Question 1.

5. Does the belt press process any heavy metals, PFAS, or other notable hazardous material contaminants?

a. No, just Bio Solids. However, the scope of this requirement is just the control panel replacement where there are no contaminates.

6. Would you require any wiring or cabling out of the control cabinet?

a. If the PWS states that then yes, otherwise no.

7. Would the contractor be required to conduct mechanical works to amend the belt press beyond replacing drives/motors/sensors related to the control panel?

a. A startup is required to ensure the new panel performs all the functions that are identified in the PWS.

8. Do you have a redundancy filter press to provide sludge dewatering during work, or would dewatering plans halt while the control panel is integrated with the machine?

a. We will have to halt dewatering operations during the install of the new panel.

The Contractor will have up to 30 days from the time they start removing the old panel and have the new panel up and operating.

9. What is the filter press model, and who is the belt press manufacturer?

a. The Government considers this to be irrelevant to the requirement of a fabricated panel as specified in the PWS.

10. Please provide relevant photos of your facility with the control panel, polymer dosing and mixing, and relevant drives at the belt press.

a. Please see the photos displayed below.
