Solicitation Question and Answers Attachment 11
Solicitation FA462521R0001 Amendment 3 18 May 2021
1. We assume that each task order will be negotiated based on the specific scope of work. Based on that, how will the unit prices in the Bid Schedule be used for different task orders since the specific requirements for each task order will vary? These specific requirements could include quantities, paving thickness, location, etc., that will affect the actual unit prices for each task order.
Government Response: Per the solicitation, all offerors are required to complete Attachment 3, Bid Schedule. For the contract award, the unit prices provided in the bid schedule will be firm fixed‐prices for each line item for the period covered in the bid schedule (base year and each option year). Prices can vary for the different years and will be effective for the base period of award of the contract, and each option year will be incorporated upon exercise of an option.
For a specific project, the Contractor will be provide with a SOW and a site visit will be conducted. The appropriate line items from the bid schedule will be identified or negotiated.
Upon submission of the Contractor’s proposal, the Contractor will provide a project proposal for each task order identifying the line items along with their proposed quantities to complete the work. The quantities will be negotiated; however, the line item pricing will not.
2. Will the seed project be awarded as the first task order?
Government Response: The seed project will be the first task order issued against this contract.
3. Is there additional information available for the ground rods and the aircraft anchors?
Government Response: All ground rods/Aircraft anchors shall be installed IAW UFC 3‐260‐01, Airfield and Heliport Planning and Design. This publication is widely available online.
4. Regarding the pop‐outs, please clarify how the government wants them fixed. In one part of the specs it references coring them full depth and in another place it makes it sound like you can use epoxy?
Government Response: Pop‐outs shall be repaired IAW Section 02574, Epoxy Concrete Pop out repair for Airfields.
5. What are the requirements for concrete coming on base? Does it have to be inspected at the batch plant by Security Forces and escorted?
Government Response: The concrete is not required to be inspected as it is loaded. The concrete trucks will have to enter the installation via Lemay Gate (commercial gate) and be inspected/searched upon entry.
6. When curing concrete using burlap covers, what are the requirements for being on the airfield?
How do you want us to secure it down so it does not get blown on the air field, i.e., is there a typical method used for such?
Government Response: If using burlap for curing it must be secured from blowing onto the airfield. Sand bags/tubes have been used in the past. Preferred method of curing is membrane curing to lessen the chance of loose debris on the airfield.
7. Please verify that it is acceptable to use experience from tribally‐owned sister companies’ experience.
Government Response: Per SBA guidance regarding tribal entities, past performance from tribally‐owned sister companies is acceptable.
8. What will be the last date that questions can be submitted?
Government Response: Per information provided in Amendment 2, 14 May 2021 was the established cut‐off for submission of questions.
9. RFP, Part III – Past Performance Information, 1. (pg 51) Submit original with one (1) copy and one (1) sanitized copy with Offerors CAGE code only. Are we to submit one (1) original unsanitized copy and one (1) sanitized copy with Offeror's CAGE code only (total of two copies)?
Government Response: Yes
10. RFP, Part III – Past Performance Information, 1. (pg 51) It is not clear if project description narratives are required or just to provide PPQ or CPARS information to satisfy this section requirement?
Government Response: Section L, Part III, Past Performance Information has been replaced with a revision in Amendment 3 dated 18 May 2021.
11. RFP, Part III – Past Performance Information, 6. (pg 51) As stated in the RFP, we may submit CPARS in lieu of a PPQ. Is the Offeror to include the CPARS in the proposal, or are they to be emailed independently to the 509 CONS mailbox?
12. RFP, Part III – Past Performance Information, 1. (pg 51) Please clarify that we are to “sanitize” the CPARS?
Government Response: No, CPARS submissions are not required to be sanitized.
13. RFP, Part III – Past Performance Information, 8. Joint Venture Teaming Arrangements. (pg 51) It is stated that “If this is a first time joint effort, each party to the arrangement must provide a list of past and present relevant contracts.” This list of past and present relevant contracts is not mentioned in any other section, please confirm this is a requirement for Joint Ventures?
14. RFP, General Information – 3. (pg 52) Acknowledgement of Amendments – please clarify if acknowledging and providing the signed SF30 in the proposal submittal meets the Acknowledgement of Amendments requirement.
Government Response: This does meet this requirement.
