SPECIFICATIONS: Construction guidance used to fulfill this Simplified Acquisition of Base Engineering Requirements (SABER) contract shall adhere to the construction standards established by the specifications provided in the solicitation (attachment 3) and meet the requirements of the Whiteman AFB Installation Facility Standards (IFS) located on the Whole Building Design guide (WBDG) website, and the Whiteman AFB Plumbing and HVAC Design Requirements March 2014(attachment 4).

STATEMENT OF WORK
C 101. PROJECT DESCRIPTION: All work shall be in conformance with the requirements of the contract including, but not limited to, furnishing all materials, labor, tools, equipment, transportation, supervision, management, and other services (including engineering/technical design support), items, and incidentals necessary for the successful completion of each issued delivery order. This contract is for a broad range of maintenance, repair, and minor construction on Whiteman Air Force Base. The contract is a firm fixed price, Indefinite Delivery, Indefinite Quantity (IDIQ) for Simplified Acquisition of Base Engineer Requirements (SABER). The contract consists of four major elements as follows:
C 101.1. Detailed delivery orders specifications encompassing most aspects of Base Civil Engineer work
C 101.2. Units of measure and corresponding prices for each of the specifications and delivery order
C 101.3. General and Special Provisions
C 101.4. No monetary amount shall be obligated by the award of the contract. Monetary amounts are obligated by the issuance of delivery orders only.
C 102. COMMENCEMENT OF WORK: Within 30 calendar days after contract award, the Contractor shall be fully operational and capable of responding to requirements for proposals.
Within thirty (30) calendar days after contract award, the Contractor shall be capable of performing work on delivery orders.
C 102.1. Contractor shall schedule all work to include subcontract work in a manner that minimizes downtime at each project site. At no time shall a construction project be abandoned for more than five (5) working days unless approved by the Contracting Officer.
C 103. TECHNICAL SPECIFICATIONS: The SABER Technical Specifications shall adhere to the specifications provided in the solicitation (attachment 6) and meet the requirements of the Whiteman AFB Installation Facility Standards (IFS) located on the Whole Building Design guide (WBDG) website. These Technical Specifications shall furnish concise industrial and/or commercial standards for maintenance and repair of government facilities.
C 103.1. The SABER Technical Specifications are numbered and organized by the Construction Specification Institute’s (CSI’s) Master Format.
C 104. REGULATIONS:
C 104.1. The Contractor shall comply with all applicable Federal, State, local and Air Force regulations, including supplements pertaining to safety, traffic control, and fire prevention.
C 104.2. The work under the delivery orders shall be designed in accordance with the design and construction standards contained in National Fire Protection Code, National Electrical Code, National Plumbing Code, Architectural Barriers Act; and other applicable Department of Defense and Air Force regulations, federal regulations, State of Missouri regulations, manuals, engineering technical letters, energy conservation criteria, Whiteman’s Technical Specifications and Whiteman’s Design Policy.
C 104.3. The Contractor may view the Government CDROM library which contains most applicable Air Force and Corps of Engineer publications as well as some commercial product data information. However, the Air Force will not furnish the Contractor reference materials, codes, regulations, or guide specifications. These may be acquired from the Government Printing Office or from other federal agencies.
C 104.4. The latest edition at the time of award of the following Building Codes shall be used and maintained for all construction under this contract and the latest editions required at each subsequent option year.

C 104.5. The Contractor shall have a copy of each of these documents available for use during the term of this contract.
C 104.6. If there is a conflict between these codes, regulations, and specifications, the most stringent requirements shall apply at all times at the discretion of the Contracting Officer.
C 104.7. All designs performed under this contract shall consider employing green principles established by the Green Building Certificate Institute. Additionally, the contractor shall maintain accreditation Leadership in Energy and Environmental Design (LEED) throughout the duration of this contract.
C 105. MATERIALS FOR DESIGN:
C 105.1. Drawings: The Government will furnish copies of available as-built drawings which are pertinent to the facility/area involved in the Statement of Work for each project to the Contracting Officer who, in turn will provide them to the Contractor.
C 105.1.1. The Government does not guarantee the accuracy or adequacy of the available as-built drawings. The Contractor shall verify, by field investigation, all conditions and information relevant to the project, including dimensions, prior to the issuance of each delivery order and note all utilities or errors discovered in existing documentation in the final as-builts for each project. This confirmation of accuracy shall enhance the quality of the delivery order’s design. The Contractor shall advise the Contracting Officer, or his/her authorized representative, in writing of any discrepancies prior to submitting the proposal. Failure to verify the dimensions and locations shall be at the Contractor’s risk and shall not relieve the Contractor from accomplishing the work required by the contract at the price awarded by the Government.
C 105.1.2. Where exact locations are not given in the Statement of Work for the positioning of equipment, devices, and work, they shall be positioned to permit easy access for maintenance and for removal and replacement of component parts. The Contractor is responsible for the coordination and proper relation of the work with the existing surroundings.
C 106. EQUIPMENT/SUPPLIES: The Contractor shall be required to provide to the Government and to maintain the following equipment and programs at the Contractor’s expense:
C 106.1. Electronic Format: All electronic correspondence of information outside of e-mail shall be done in Adobe Acrobat PDF format.
C 106.2 Publications: The Contractor shall provide the Government with the number of copies indicated below of the latest edition at the time of contract award the following publications and any updates during the contract period, for the life of the contract, including but not limited to annual editions of the R.S. Means Cost Data and revised editions of all reference publications listed below. They shall be hardcover unless a hardcover version does not exist. If there is a conflict between these codes, regulations, and specifications, the most stringent requirements shall apply at all times at the discretion of the Contract Officer. These publications shall be furnished to the Contracting Officer no later than 30 days after contract award. These are in addition to paragraph C104.5.

These publications shall remain the property of the government.
C 106.3 Computer: The Contractor shall provide one (1) mobile workstation laptop computer with the following software loaded and updated as updates become available.
C 106.3.1. Computer Requirements: The computer shall have as a minimum the following:
9th Generation Intel i9 or Xeon or better
16 GB ECC RAM
1 TB Solid State (SSD) Hard Drive Blu-Ray Reader with CD/DVD Burner (8X with Dual layer DVD +/- R drive) Windows 10 Professional for Workstation OS Ethernet 10/100/1000Mbps Workstation Class graphics card (Quadro or FirePro) with a minimum 6GB dedicated graphics memory
17 inch screen (or larger) with minimum 1920x1080 resolution HDMI Port Backlit keyboard Wireless networking (a/b/g/n/ac) with Bluetooth 5.0 Extended Life/High Capacity battery Internal CAC/Smart Card Reader Docking Station Full Warranty (including accidental) through the life of the contract Soft-side padded laptop carry cases with additional pockets for accessories.
The latest version of all required software at time of award (e4clicks, Adobe Acrobat Pro, Microsoft Office Professional Plus (non-cloud version), WinDVD Pro, etc.)
Full recovery media
*This laptop computer shall also have any necessary software to support add-on software. The laptop computer shall be given to and become the property of the Government within 90 days of contract award.
C 106.4 Software: The Contractor shall provide one (1) network license for ten (10) concurrent terminals to operate the R.S. Means Data Base and Facility Maintenance and Repair Guides described above shall be 4Clicks program (the operating system shall be Windows 10 compatible). The software shall remain the property of the Government at the termination of the contract period. The software shall be upgraded yearly at no additional expense to the Government. Software will be installed by local systems administrators on the Civil Engineering and Contracting servers and shall allow multi-user and multi-tasking activities simultaneously. The software will allow the local systems administrator to add negotiated non-pre-priced items to the database. Software programs will include:
C 106.4.1. Program Training: The Contractor shall provide 4Clicks training seminars within 30 calendar days of contract award, from a certified instructor, for up to 32 Government employees at Whiteman AFB. The Contractor’s employees may attend the same training session(s). Additionally, the training may need to be repeated within 30 calendar days after each option period to ensure that personnel are fully qualified at the discretion of the CO.
C 106.5 Camera: The Contractor shall provide two (2) digital cameras for downloading project progress photos directly to the laptop computer as described in section C 106.3. The digital cameras shall become the property of the Government at the end of the contract.
C 106.5.1. Digital Camera Requirements: The provided cameras shall be equal to or better than the following: Canon PowerShot G7 X Mark III 20.1 MP digital camera with 4.2x optical zoom, 3 inch screen, and include a 64GB Class 10 U3 (95 MB/s+ ) or more/faster memory card.
C 106.5.2. The camera accessories shall have as a minimum the following for each camera: two (2) rechargeable batteries, charger, protective carry case, required cables for both charging and data transfer, and card reader.
C 106.6 Digital Subscriptions: The following digital/online subscription services shall be provided by the contractor for the life of the contract:
C 106.6.1 National Fire Code Subscription Service – NFCSS (NFPA Codes/Standards) C 106.6.2 ASTM Section 4: Construction standards
C 107. PRESERVING HISTORICAL AND ARCHAEOLOGICAL FINDS: All items having any apparent historical or archaeological interests which are discovered in the course of any construction activities shall be carefully preserved. The Contractor shall leave the archaeological find undisturbed and shall immediately report the find to the Contracting Officer, or his/her designated representative, so that the proper authorities may be notified.
C 108. STANDARD PRODUCTS: Materials and equipment shall be standard products of a manufacturer regularly engaged in the manufacture of such products, which are of a similar material, design, and workmanship. The standard products shall have a successful history of reliability and be in commercial and/or industrial use for 2 years prior to use. The 2- year use shall include applications of equipment and materials under similar circumstances and of similar size. The 2-years of use must be satisfactorily completed by a product which has been sold or is offered for sale on the commercial market through advertisements, manufacturers’ catalogs, or brochures. Products having less than a 2- year field service record will be acceptable, if a certified record of satisfactory field operation, for not less than 6,000 hours exclusive of the manufacturer’s factory or laboratory tests, can be shown. The Contractor shall not purchase “close-out” products that are being discontinued by the manufacturer.
C 109. PERFORMANCE OF WORK BY CONTRACTOR:
C 109.1. The Contractor shall maintain an organizational chart showing the total organization, on site staff and engineering support team. The on-site staff shall include the relationship of the site superintendent and quality control. A final organizational chart shall be provided to the government at the start of the contract, or after personnel changes.
C 109.1.1. The Organization chart shall provide clear, logical lines of authority from Program Manager to subcontracting management, demonstrating technical sufficiency, including site superintendents and quality control.
C 109.1.2. The Contractor shall provide a position description of the on-site staff. This shall include a brief job description, qualifications, responsibilities and decision making authority of each member.
C 109.2. The Contractor shall provide an on-site superintendent. The superintendent must provide on-site decision making authority and act as on-site quality control.
C 110. APPLICATION OF WAGE RATES AND FRINGE BENEFITS: For the application of the wage rates and fringe benefits contained in the Decision of the Secretary of Labor;
attached to and a part of this contract, all work shall be considered Heavy and Highway
Construction, Building Construction or Residential and the specific wage determination will be identified on each individual delivery order.
C 111. SAFETY: Compliance with the current U.S. Army Corps of Engineers “Safety and Health Requirements Manual”, (EM 385-1-1); Occupational Safety and Health Act (OSHA) standards, and current Whiteman AFB safety regulations is mandatory. The prime Contractor shall be held responsible to insure that his/her workforce and any subcontractor or supplier workforce comply with the above safety requirements.
C 111.1. Whiteman AFB does not have a hospital on site but does have a medical clinic.
Should an injury occur and the injured individual can be moved, they can provide emergency medical treatment, 911 should be called regardless. Follow-on care after initial emergency treatment at the base clinic will not be provided. The Contractor will be required to reimburse the Government at an established rate for non- beneficiaries in accordance with DoD Regulation 6010.15.
C 111.2. Personal Safety: Adequate protection of all persons (regardless of who they are employed with) shall be provided at all times. Work shall proceed in a manner to prevent hazard.
C 111.3. Special Safety Requirements: The Contractor shall comply with Air Force and local fire regulations and NFPA 241-1986 “Safeguarding Building Construction and Demolition Operations.” Fire extinguishers rated and approved by the National Fire Protection Association, of sufficient size, type, and quantity to cope with all known hazards, shall be provided by the Contractor at the construction site during the execution of this contract; the extinguishers shall be removed upon acceptance of the project.
C 111.4. Representatives from CE have the authority to issue a stop-work in the event of an apparent unsafe working condition. Work will be allowed to resume, at the discretion of the CO, when safety issues have been resolved and the contractor has performed necessary training or remediation.
C 112. PARTNERING:
C 112.1. The Government intends to encourage the formation of a cohesive partnership with the Contractor. This partnership will be structured to draw on the strengths of each organization to identify and achieve reciprocal goals. The objective is effective contract performance in achieving completion within budget, on schedule and in accordance with plans and specifications. This partnership between the Contractor and the Government will be voluntary and its implementation will not be part of the contract requirements nor will it result in a change to contract price or terms.
C 112.2. Within 60 days of the preconstruction conference, the appropriate Contractor’s key personnel and a maximum of twenty-four (24) Government key personnel will attend a team-building workshop sponsored by the Contractor. The purpose of this team-building workshop will be to discuss contract requirements and expectations to arrive at a mutual understanding of the SABER program and to build trust between the Government and the Contractor. Follow-up contractor sponsored workshops of one half (1/2) day duration may be held periodically throughout the duration of the contract as agreed to by the Contractor and the Government, but no more than annually.
GENERAL CONDITIONS
C 201 LOCATION OF STAFF: The Contractor will not be provided with office space on Whiteman AFB. The Contractor will be required to maintain an off-site engineering staff within a thirty (30) minute response time of Whiteman AFB, during standard working hours and be equipped with cellular phone capabilities to respond to the requirements set forth in this contract.
C 202 STAGING/STORAGE AREA: No permanent staging/storage shall be provided. Any temporary staging/storage shall only last as long as the project that requires it.
C 203 PASS AND IDENTIFICATION ITEMS: The following procedures and requirements for construction contractors requiring access, if followed, will assist in reducing delays in gaining access to work areas.
C 203.1. Search, Inspection, and Seizure: All vehicles, personnel, and hand-carried items, entering or exiting any base control point, or while on the base, are subject to search and inspection and seizure of any prohibited item, at any time. Random, unannounced, and regular searches and inspections will be conducted. These searches and inspections are intended to assure prohibited articles are not introduced into, and government property is not removed from the base or its facilities.
C 203.2. Parking: Parking of the Contractor’s and subcontractor’s vehicles shall be restricted to the area of work. The company name shall be prominently displayed on all construction vehicles parked where work is being accomplished.
C 203.3. Driver’s Licenses: All persons entering or working on Whiteman Air Force Base shall possess a valid Driver’s License or State issued ID Card and proper licensing for required commercial equipment or vehicles.
C 203.4. The use of seatbelts by all vehicle operators and passengers is mandatory on Whiteman AFB. Vehicle operators caught not wearing seatbelts will lose their driving privileges, subject to laws governing Military and Civilian Employees.
C 203.5. The use of cell phones in moving vehicles is prohibited on Whiteman AFB, subject to laws governing Military and Civilian Employees.
C 203.6. On-base contractor employees shall ensure the proper pass and identification items required for contract performance, are obtained for employees and non-government owned vehicles.
C 203.7. At Whiteman AFB all commercial vehicles and vehicles larger than half ton pickup trucks will be required to access the base through the LEMAY gate only.
C 203.8. Upon arrival at a gate, all vehicle occupants will be required to show identification.
A pictured identification such as a driver’s license will be required. The person will be required to identify himself/herself and the firm he/she works for and the information will be verified against the Entry Authority List (EAL) and may then proceed to obtain their long term pass. The name on the EAL must match the name on the driver’s license exactly.
Personnel cannot show up at the gate without prior notification for access and expect to gain access. Verbal access cannot be provided.
C 203.9. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes, from employees who depart for any reason before the contract expires; e.g., terminated for cause, retirement, etc. These items should be turned into the Contracting Officer or his/her designated representative.
C 203.10. For Official Use Only (FOUO). The contractor shall comply with AFI 37-131 and DoD 5400.7-R, Freedom of Information Act Program (FOIA), requirements. The regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
C 203.11. Additional Security Requirements: In accordance with DoDM 5200.01, Volumes 1 thru 3, and AFI 31- 401, The contractor shall comply with requirements identified in AFSSI 9100, Communications Security (COMSEC), Command, Control, Communications and Computer (C4) Systems Security, Security Awareness Training Education (SATE), and Operations Security (OPSEC).
C 203.12. Reporting Requirements. The contractor shall comply with AFI 71-101V4, "Counterintelligence Awareness and Briefing Program" requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
C 203.13. Traffic Laws. The contractor and its employees shall comply with base traffic regulations.
C 203.14. Key Control. The contractor shall establish in writing and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. This established plan shall be submitted to the Contracting Officer in writing. The contractor shall not duplicate any keys issued by the Government.
The contractor shall immediately report to the Contracting Officer occurrences of lost or duplicated keys.
In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the Contracting Officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re- keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, the government shall replace all locks and keys for that system and the total cost deducted from the monthly payment due the contractor.
The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor's employees. The opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas is also prohibited.
C 203.15. Lock Combinations: The contractor shall control access to all government provided lock combinations to preclude unauthorized entry.
C 203.16. Controlled/Restricted Areas. The contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where contractor personnel will work.
C 203.17. Operating Instructions. The contractor shall develop an operating instruction (OI) for internal circulation control, protection of resources and to regulate entry into Air Force controlled areas during normal, simulated and actual emergency operations. The OI shall be written IAW the local base Operations Plan and AFI 31-210, Anti-Terrorism Program and coordinated through (Servicing Security Forces Squadron at 1031 Vandenberg Ave.
Whiteman AFB MO 65305).
C 203.18. Entry Authorization Letter (EAL): Fourteen (14) calendar days prior to the initial access in any area on Whiteman AFB, the Contractor shall provide Civil Engineering (509 CES/CEN with a list of employees requiring entry. This list will include the full name, company name, date of birth, and social security number of each employee; the make, model, color, year, license number and state of each vehicle. Names provided must match the individual’s driver’s license exactly. Subsequent additions to the EAL may be made by letter five (5) working days in advance of the employee's arrival. The contractor shall notify the Contracting Officer and 509 CES/CEN of any employees who have been terminated or dismissed so they can be removed from the entry list immediately.
C 204 CONTRACTOR’S TELEPHONE:
C 204.1. Upon Award: At the beginning of the contract, prior to telephone installation, the Contractor shall provide the Contracting Officer with a telephone number at which the Contractor, or his/her representative, may be contacted at any time during standard working hours.
C 204.2. Costs: All costs incurred as a result of the telephone installation and service shall be borne by the Contractor.
C 204.3. Emergency Phone Number: An after standard hours emergency telephone number for the Contractor shall be provided to the Contracting Officer or his/her authorized representative. Updates shall be provided to the Contracting Officer, or his/her authorized representative in a timely manner.
C 204.4. Communications Security (COMSEC): All communication with Department of Defense (DoD) organizations are subject to COMSEC review. Contractor personnel will be aware that telecommunications networks are continually subject to intercept by unfriendly intelligence organizations. The DoD has authorized monitoring of the military phone calls originating from or terminating at DoD organizations. Therefore, civilian Contractor personnel are advised that any time they place a call to or receive a call from a USAF organization, they are subject to COMSEC procedures. The Contractor will assume the responsibility for ensuring wide and frequent dissemination of the above information to all employees dealing with official DoD information.
C 205 EMPLOYEE STANDARDS: The Contracting Officer may, in writing, require the Contractor to remove from the site any employee the Contracting Officer deems incompetent, careless, or otherwise objectionable. The following shall apply:
C 205.1. All work under this contract shall be performed in a skillful, workmanlike, and professional manner.
C 205.2. Proper Attire: Improper attire, i.e. attire not providing sufficient safety protection and a professional appearance (minimum of long trousers, shirt and shoes) will be reported to the Ground Safety Office and the Contracting Officer respectively. In addition, no profane, illegal, offensive or discriminatory language/symbols shall be displayed.
C 205.3. Subcontractors: The Government shall not exercise any supervision or control over the Contractor’s employees performing service under this contract; such employees shall be accountable not to the Government, but solely to the Contractor, who in turn, is responsible to the Government.
C 205.4. Unauthorized Personnel: Contractor personnel will be limited to official business only on Whiteman AFB, MO. Persons in violation of the above will be apprehended and appropriate action will be taken.
C 206 PROHIBITED ITEMS: Certain items are prohibited on base. Personnel who are found to be in possession of prohibited items will be challenged and the item confiscated pending an investigation. Personnel in possession of prohibited items are subject to apprehension, withdrawal of access authorization, or arrest and prosecution. The following non-government owned items are prohibited on base, unless an exception is noted:
C 206.1. Smoking is permitted in designated, outside smoking areas only. No smoking will be allowed within any base facility.
C 206.2. Alcohol, controlled substances including illegal drugs and associated paraphernalia, except for prescription medicine. Prescription medicine must be in the original bottle with the prescribed owners name clearly printed on the bottle.
C 206.3. Firearms, ammunition, and other dangerous or deadly weapons, explosives or incendiary devices.
C 206.4. Pets, wild or domestic.
C 206.5. Other items prohibited by law.
C 207 GOVERNMENT FURNISHED EQUIPMENT/MATERIALS: Government furnished materials will not be furnished to the Contractor as a general rule. However, the government reserves the right to provide GFE/M to be used on any task order. In such cases, these materials shall be receipted for by the Contractor and the non-priced item line item material cost shall be excluded from the price of the task order. The Contractor shall follow the instructions of the Contracting Officer’s representative regarding the disposition of all government-furnished property not consumed in performance of the task order.
C 207.1. Property Administrator: The Base Civil Engineer, or his/her authorized representative, is designated as Property Administrator for Government-furnished equipment/material to be furnished to the Contractor for performance under this contract.
C 207.2. Transportation: The Contractor, with his own forces, shall transport all Government Furnished Equipment/Materials (GFE/M), if any described on the delivery order. The equipment/material shall be transported from the Government storage area to the work site indicated on the delivery order.
C 207.3. Contractor Responsibility: The Contractor assumes the risk and responsibility for the loss or damage to the Government-furnished property.
C 208 GOVERNMENT LIABILITY: The Government shall not be liable for any loss or damage to the Contractor’s property, including stock or for expense incidental to such loss or damage.
C 209 WORK:
C 209.1. Scheduling: Before any of the work is initiated under any individual delivery order, the Contractor shall confer with the Contracting Officer, or his/her authorized representative(s), and agree on: a sequence of procedure; means of access to premises and building; temporary space for storage of materials and equipment (if applicable); delivery of materials and use of approaches; use of corridors, stairways, elevators, and means of communications; and the location of partitions, eating spaces, and restrooms for Contractor’s employees.
C209.1.1. Work Site: Contractor shall schedule all work to include subcontract work in a manner that minimizes downtime at each project site. At no time after a project’s construction has started shall a project be abandoned for more than five (5) working days unless approved by the Contracting Officer. Abandonment shall mean no site work for reasons other than weather, waiting for materials, or at the request of the government. If abandonment of a project is approved, the contractor shall provide the Contracting Officer and the CES Project Manager with the anticipated date for re-start of construction along with an appropriate request for suspension.
C 209.2. Permits: The Contractor is responsible for acquisition of all permits required by Whiteman Air Force Base, State, and Federal Governments, to include AF Form 103, Work Clearance Request. Required permits may include, but are not limited to, environmental permits, such as asbestos disposal documents and storm drainage permits, transportation permits, and welding permits. (The Contractor shall obtain a welding permit from the Base Fire Chief immediately prior to performing any welding by a certified welder.)
C 209.3. Concealed Work: All items of work to be concealed shall be Government inspected prior to concealment. Contractor shall notify the Contracting Officer's representative of his/her intention to conceal a minimum of 24 hours in advance and no items shall be concealed until the contractor has received approval to do so from the Contracting Officer’s representative. In certain cases, days may be added to the Period of Performance to account for stoppages required for these inspections.
C 209.4. Furniture Moving: Furniture and portable office equipment in the immediate area shall be protected, moved by the Contractor, and replaced to original position as identified in each Delivery Order upon completion of the work. If the work required by the delivery order will not allow furniture and portable office equipment to be replaced to its original position, new locations will be designated by the Contracting Officer or the Contracting Officer’s representative for replacement by the Contractor.
C 209.5. Material Delivery: Delivery of materials and equipment shall be made with a minimum of interference to Government operations and personnel.
C 209.5.1. Incoming Supplies: The Contractor shall coordinate with suppliers and shippers to ensure incoming materials are properly identified with the Contractor’s name, contract number, and delivery order description. Also, a designated individual shall be identified to receive shipments. No covered storage area is available for the Contractor’s use. In restricted areas, either the individual or alternate shall be designated to receive the shipments.
C 209.5.2. Time Sensitive Materials: Delivery of time sensitive materials such as concrete, asphalt and fill materials such as dirt and rock must be coordinated with 509 CES/CEN Escort Office (telephone 660- 687-2804) with at least 24 hours advanced notice or delivery will not be permitted on base. Security restrictions require such off base deliveries to have both the transport vehicle and load inspected by the Government during loading.
C 209.6. Material Testing: The Contractor shall notify the Contracting Officer or the Contracting Officer's Representative a minimum of 24 hours in advance of when and where testing is to be performed so the Government will have the option of witnessing the test.
C 209.7. Site Fencing and Mowing: The Contractor shall provide and maintain at his expense adequate orange snow fencing around each entire delivery order work site that requires the use of fencing; all site storage areas are considered a part of the work site. When grass/weeds exceed six inches in height, all areas contained within each delivery order shall be mowed. Snow fencing on pavement shall be supported by weighted orange barrels.
C 209.8. Area: The work shall, so far as practicable, be done in definite sections or divisions and confined to limited areas which shall be completed before work in other sections or divisions have begun in each individual delivery order.
C 209.9. Early Release/Base Closure: Occasionally it is necessary to require either early release of Whiteman AFB personnel, their late reporting or even base closure when weather conditions make travel unsafe. When weather conditions cause one of the above situations, contractor personnel will be denied access to the base, unless they have been notified by the Contracting Officer their contract service has been determined essential. Denied access in these situations will result in no additional cost to the Government.
C 209.9.1. Some of the following radio and television stations broadcast and monitor Whiteman AFB closing and late reporting information: WDAF (610 AM), KMBZ (980
AM), KSIS (1050 AM), KDKD (1280 AM/95.3 FM), KOKO (1450 AM), KDRO (1490
AM), KLRQ (96.1 FM), KPRS (103.3 FM), KBEQ (104.0 FM), KXKX (105.7 FM),
and KMBC (TV CH 9). Also, the Whiteman AFB homepage (http://www.whiteman.af.mil) and Whiteman AFB Facebook page show the base operating status. Finally, you may call 660-687-6397 to confirm base operational status.
C 209.10. Elevators: Any temporary use of an existing elevator shall be by arrangement through the Contracting Officer and subject to his/her controls. Such use will be of an intermittent nature. The Contractor shall provide and maintain suitable and adequate protection covering for the elevator machinery, the hatchway entrance, and the interior of elevator during the period of temporary use. Loads in excess of the rated capacity of the elevator will not be permitted. On completion of the work, the Contractor shall remove the protection coverings together with any resultant dirt and debris, and leave the equipment in a condition equal to or better than that in which it was found.
C 209.11. Toilet Facilities: Contractor’s personnel will be permitted to use existing toilet facilities, if available, on the work premises unless disapproved by the Contracting Officer or his/her designated representative, on an individual delivery order basis. If toilet facilities are not available, the Contractor shall provide portable restroom units for his employees on the job site at his/her expense.
C 209.12. Security at The Work Site: Whenever facility security is breached to perform work required under this contract, the Contractor will be responsible for providing temporary measures in order to assure security is maintained at the level existing prior to construction. The Contractor shall provide adequate protection at his cost against vandalism and theft for all parts of the building wherever work under this contract is performed. This may include such security items as fencing around a facility or closing all openings in a structure during non-working hours.
C 209.13. Equipment on The Work Site: Contractor shall store all supplies, equipment, and rubbish bins (including dumpsters) on project site so as to preclude theft, damage, or unauthorized use. The Contractor shall cover equipment that is to remain in-place within the area of work and protect it against loss or damage. Equipment removed in performance of work where directed for reuse in work as required by drawings and/or the Statement of Work shall be satisfactorily stored. Equipment temporarily removed shall be protected, cleaned, and replaced equal to its condition prior to starting work. Security for equipment and material that is to be reused and is removed for temporary storage shall be the sole responsibility of the Contractor. Contractor shall maintain the work site in a safe and orderly manner.
C 209.14. Fill Materials: Excess fill material, including rock, gravel, sod, broken concrete or asphalt, plaster, etc., shall be hauled off Whiteman AFB grounds and disposed of in accordance with applicable state and local regulations. Additional fill material shall be hauled to the site from off the Whiteman AFB grounds as a necessary part of the work.
C 209.15. Roadways:
C 209.15.1. Cleanliness of Paved Surfaces: When paved surfaces are jointly used by the Air Force and Contractor, the Contractor shall keep all paved surfaces, such as runways, taxiways, and hardstands, clean at all times and, specifically, free from small stones which might damage aircraft propellers or jet aircraft. To meet this requirement, roads impacted by construction, both on and off the flight line, are to be cleaned at least weekly. In restricted areas the traveled areas shall be cleaned using a self-propelled vacuum, vacuum truck, or other appropriate equipment and shall be cleaned to the approval of the using agency through the Contracting Officer's representative.
C 209.15.2. Hauling: Loose debris on trucks leaving the site shall be loaded in a manner that will prevent dropping of materials on streets and conform to local ordinances and laws. Fasten suitable cover, such as a tarpaulin, over the load before entering surrounding streets. The Contractor shall be responsible for cleaning up materials that fall from trucks immediately after he/she becomes aware of it. This shall include cleaning up mud, rocks, trash or any other type of debris spilled. Clean up shall be performed to the satisfaction of the Contracting Officer or his/her designated representative.
C 209.15.3. Load Limits On Pavement: Vehicle traffic on concrete pavement shall be restricted to equipment with pneumatic tires.
C 209.15.3.1. The limit for vehicular loading on all areas of concrete over building structures and access bridges shall be a pickup type truck with a payload not to exceed 1,000 pounds or a gross vehicular load of 5,000 pounds.
C 209.15.3.2. The limit for vehicular loading on concrete access ramps and “on-grade” concrete pavement shall be 5,000 pounds per vehicle wheel. For the purpose of this limitation, dual wheels shall be considered as two wheels.
C 209.16. Traffic Control: The Contractor shall comply with the recommendations contained in Part 6 of the U.S. Department of Transportation, Federal Highway Administration’s Manual on Uniform Traffic Control Devices (D6.1-1978) to insure proper warnings to motorists and adequate traffic control. All signs, warning lights, barricades, and other traffic control devices shall be provided by the Contractor at his/her expense.
C 209.17. Upkeep And Work Adjacent To Roads And Highways: In addition to the requirements in the contract clause entitled “Operations and Storage Areas,” (FAR 52.236- 10 (Apr 1984)) the Contractor shall comply with the following requirements: Where the construction work is on or adjacent to, or involves hauling over public or private roads, streets, or highways, as herein referred to as “roads,” the said roads shall, except as otherwise specified or directed, be kept open for traffic at all times during the construction period. Further, the Contractor shall, during said construction, provide, erect and maintain warning signs, lanterns or torches or other safety devices and, when necessary, provide flagmen for protection of traffic to the satisfaction of the Contracting Officer or his/her designated representatives and local authorities. The Contractor shall keep the right-of-way of the roads free of debris that might be caused to accumulate thereon by his operations, and upon completion of the work, shall clean up the said roads and repair any damage to the roads occasioned by his operations under this contract to the satisfaction of the Contracting Officer and the Highway Department. The drainage from the roads shall not be obstructed by the construction work. The Contractor shall be responsible for obtaining and paying for all permits required for operation on all roads.
C 209.18. Cleanup and Disposal of Debris: At the end of each work day, the Contractor shall clean the work area and stack building materials in a neat manner as approved by the Contracting Officer or his/her designated representative. Contractor shall ensure that trash is contained and not allowed to be blown around by the wind. Upon completion of the work, the Contractor shall ensure that all dirt, trash and debris resulting from construction operations is removed from the work area. Disposal of debris shall be made by the Contractor at his/her expense. All debris shall be delivered to a state approved sanitary landfill. Notice: The disposal of demolition waste is regulated by the Department of Natural Resources under chapter 260, RSMo. Such waste, in types and quantities established by the department, shall be taken to a demolition landfill or a sanitary landfill for disposal.
C 209.19. Precautionary Measures. It is the Contractor’s responsibility to take all necessary precautions to minimize delays resulting from weather conditions. This may include, but is not limited to, trenching, protective covering(s), temporary structures (walls to prevent mud slides), etc.
C 210 AIRFIELD REQUIREMENTS:
C 210.1. The Contractor shall contact Base Operations, Whiteman AFB, for construction restrictions involving the flightline, taxiway, and runway areas and shall comply with Air Force Instructions.
C 210.2. Procedures for all vehicles, equipment, Contractor and Subcontractor personnel working on the flightline, taxiways and runways shall be addressed at the Pre-Construction Conference.
C 210.3. Contractor shall comply with Airfield Safety Measures, See DFARS Clause
252.236-7005 (IA 474).
C 210.4. The Civil Engineer Construction Manager will derive initial airfield construction phasing from AF Form 3064, Contract Progress Schedule. Form is to be submitted by the Contractor in accordance with AFFARS Clause 5336.291, Contractor Progress Schedules, and paragraph H-7 below.
C 210.5. AF Form 3064 is acceptable to satisfy the requirements at clause FAR 52.236-15, Schedules for Construction Contracts.
C 210.6. When a temporary airfield construction waiver (TACW) is required prior to commencement of airfield activities, AF Form 3064 shall be used to satisfy the requirement of UFC 3-260-01, Airfield and Heliport Planning and Design, Section 14 Construction Phasing Plan and Operational Safety on Airfields During Construction, Paragraph B14-1 “CONTENTS. A construction phasing plan must be included in the contract documents”.
C 210.7. On approval by the Civil Engineer Construction Manager, and after NTP is issued by the Contracting Officer, a copy of AF Form 3064 may become a supplement to the approved TACW.
C 210.8. The Civil Engineer Construction Manager will apply the AF Form 3064, and all subsequent AF Form 3065 to update the CENM Airfield Project Plan (APP).
C 211 UTILITIES SERVICES: (FAR 52.236-14)
C 211.1. Government Provision: Available water and electricity for Delivery Orders may be used in reasonable quantities in this work at no cost to the Contractor. The Contractor shall make arrangements for such services with the Contracting Officer or his/her designated representative.
C 211.2. Contractor-Caused Outage: All temporary outages of any utility services required for the performance of work shall be scheduled with the Civil Engineer Squadron no less than ten (10) work days in advance of outages. Outages will be performed Monday through Friday as much as possible, unless outage impedes mission. Requests shall be coordinated through CE Customer Service.
