SUBJECT: FA462520R0001 Simplified Acquisition of Base Engineering Requirements (SABER) Pre-Proposal Conference

1. This meeting was held by the 509th Contracting Squadron (509 CONS) to address important items in regards to the SABER Solicitation. The following individuals were in attendance:

2. The Pre-Proposal Conference began at 1000. A brief overview of the requirement was given.

The requirement is an 8(a) set-aside restricted to those businesses serviced by the Kansas City District Office or with a bona fide place of business within the geographical competitive area. It is a single award IDIQ with firm-fixed priced task orders spanning five years that includes a base year and four one-year option periods.

The Price Evaluation Worksheet was reviewed, with particular attention paid to the proposed coefficient and proposed design fee components. Additionally, Sections L and M were highlighted for their respective purposes and to make it clear that this requirement evaluation is a performance price trade-off where past performance is considered more important than price.

3. The following questions were asked and answered:

• Is the design fee a dollar amount or percentage?

o The design fee is a dollar amount. The coefficient is a percentage.

• How are requests for information (RFIs) handled?

o Any questions regarding the solicitation should be submitted in writing and emailed to Jim and Renee as well as the org box. (james.mccoy.17@us.af.mil renee.faller@us.af.mil 509cons.sollgca@us.af.mil )

• Is there a deadline for questions?

o Yes. All questions are due by noon on 8 January 2020.

• Are those questions/RFIs posted?

o Yes. RFI answers and any questions submitted will be answered and posted.

• How is the design fee supposed to be calculated? Is there a scope of work to be used as a basis to calculate this?

o By nature, SABER is always going to be minimal design. There is no specific scope to base the design fee off of. If there is something you feel will be beyond the scope of a SABER project, you can let us know.

• How many e4Clicks licenses are required by this contract?

o One (1) network license for ten (10) concurrent terminals is required.

• Where can we find the past coefficient data?

o It can be found on the FPDS-NG website
