PERFORMANCE WORK
STATEMENT FOR
MAINTENANCE OF OIL/WATER SEPARATORS,
LIFT STATION, GREASE TRAPS & GRIT CHAMBER
7 July 2017
Whiteman AFB, Missouri
PERFORMANCE WORK STATEMENT FOR OWS
1. DESCRIPTION AND SCOPE OF WORK. The contractor shall provide all management, tools, supplies, equipment and labor necessary to inspect, pump, clean and remove the Oil/Water Separators (OWS), Lift Sta-tions, Grease Traps and Grit Chamber contents located at Whiteman Air Force Base, Missouri as defined in this Performance Work Statement (PWS). Conform to all federal, state, local laws and regulations, commercial stand-ards, and Air Force Occupational Safety and Health (AFOSH 91-501) and Occupational Safety and Health Ad-ministration (OSHA) requirements. Work shall be performed in accordance with (IAW) the terms and conditions of the Performance Work Statement (PWS). Estimated requirements and estimated workload data for the OWS, Grease Traps, Lift Stations and Grit Chamber are listed in Appendix A. See attached maps for location of OWS, Grease Traps, Lift Stations, and Grit Chamber.
1.1. SPECIFICATIONS AND DESCRIPTION OF WORK:
1.1.1. SAFETY AND HEALTH STANDARDS. The contractor shall initiate and maintain programs to comply with the provisions of the Occupational Safety and Health Standards Act (OSHA) concern-ing entry requirements in confined spaces and handling potential hazardous substances as it pertains to liquid wastes. The following is a list of federal regulations pertaining to liquid wastes: Oil Pollution Act of 1990, Section 1001. The Clean Water Act, Title 3, "Standards & Enforcement," and Title 4, "Permits & Licenses" Title 29 CFR Part 1910, "Occupational Safety & Health Standards/Administra-tion-Labor" Title 40 CRF Parts I 04-149 "Water Programs" Title 40 CRF Part 110, ''Discharge of Oil" Title 40 CRF Part 1 12, "Oil Pollution Prevention" Title 40 CRF Parts 401-471, "Effluent Guidelines and Standards" Title 40 CRF Subpart F, "Releases from Solid Waste Management Units" U.S. DOT Federal Motor Carrier Safety Administration (FMCSA), Commercial Motor Vehicle Safety Act of 19866 CCR 1007-2, Section 18, WASTE GREASE TRANSPORTERS, FACILITIES, AND PER-
SONAL USERS OF WASTE GREASE.
1.1.2. CONFINED SPACE ENTRY TRAINING. All OWSs on Whiteman AFB are situated below the ground surface and considered a permit-required confined space. However, all OWSs are assessa-ble from ground level, and it should not be necessary for the contractor to break the surface plane to clean and inspect the OWSs. In the event that the contractor deems it necessary to break the surface plane and enter the confined space, they shall notify the Contracting Officer’s Representative (COR) to coordinate with Whiteman Fire Department. Service must be coordinated to ensure fire depart-ment staff availability.
1.2. TESTING.
1.2.1. SEMI ANNUAL REQUIREMENT S. Before solid and liquid materials can be removed the contractor shall perform appropriate tests of the contents (floating materials, liquid and sludge) to de-termine the materials present in tanks. Information from the test results shall be used to determine appropriate handling, transporting and reclamation/disposal of oil/water separator material. Analyzed samples must be in the parameters listed in the 40 CFR 279. 11. A copy of the results shall be sent to Service Contracts Office and Environmental Office in 509 CES. The government shall be notified if test results exceed any parameters outlined in the 40 CFR 279. 11 prior to maintenance scheduling or servicing. Contractor shall transport and dispose, reuse or reclaim waste in accordance with federal, state and local regulations.
1.3. SERVICE.
1.3.1. SCHEDULING SERVICE. The contractor shall initiate scheduling the annual routine service IAW Appendix A "Estimated Workload Data" and with Contracting Officer's Representative (COR) in Ser-vice Contracts at (660) 687-6275/3204 prior to servicing OWS, Grease Traps, Lift Stations and Grit Chamber listed on Appendix A. At least one week prior to the proposed scheduled service date falling in each month the contractor must contact CE Service Contracts to coordinate the date(s) and time(s) with the using agencies and provide confirmation of approval of schedule to the contractor.
1.3.2. ROUTINE SERVICE. Normally, all work shall be accomplished during the contractor's predeter-mined work schedule. Upon arrival at the base to perform scheduled service, the contractor shall con-tact the CE Service Contracts office for validation of arrival.
1.3.2.1. OIL/WATER SEPARATORS. Services shall be performed bi-annually in the month of April and October to OWS listed in Appendix A. In the month of April, the contractor shall pump all oil, oil residue, and other waste water from separators and catch tanks; draining separator and catch tanks completely. All filters shall be removed, cleaned of all sludge and debris, and reinstalled. All oil, oil residue, and other waste water from tanks shall be properly disposed of in accordance with federal state and local regulation.
After cleaning, contractor shall inspect entire system for proper performance. Contractor shall wash and drain the separator and fill with clean water as required for the unique configuration of the separator. Con-tractor shall transport all materials from oil/water separators to an approved off-base reclamation/disposal facility. Partial servicing, to include only pumping, will be performed in the month of October, unless an-other month is approved by 509 CES/CEOS.
1.3.2.2. GREASE TRAPS. Services shall be performed to all grease traps listed in Appendix A any time during each quarter of fiscal year. The contractor shall furnish one five (5) gallon pail of pow-ered ENZYME DIGESTANT for each grease trap listed in Appendix A at the beginning of the con-tractual year and treat grease traps when service is performed.
1.3.2.3. LIFT STATIONS Services include pumping, scraping, and/or power washing lift station at fa-cilities listed in Appendix A. The contractor shall insure that the bottoms of the wells are thoroughly pumped and cleaned with no debris or sludge remaining. After servicing of lift station all foreign matter including, but not limited to, grease, scum and grit shall be removed from the entire unit and all parts asso-ciated with the unit being serviced. The waste water lift station shall be serviced a minimum of times listed in Appendix A; please refer to Appendix A for specific frequencies.
1.3.2.4. GRIT CHAMBER. Grit Chamber (2 ft. x 14 ft.): Remove grit from chamber at least twice a year. This chamber is located at the Waste Water Treatment Plant facility (bldg. 5034).
1.4. WASTE HANDLING. All liquids and semi-solid waste removed from Whiteman AFB shall be disposed of off Air Force property in accordance with all applicable Federal, State and local environ-mental regulations stated in this PWS, Paragraph 1.1 .1 .
1.5. LICENSES AND PERMITS. The contractor shall be responsible for obtaining all federal, state, and local required permits in order to perform the work and transport of hazardous and non-hazardous materials as described in this statement of work and in accordance with Commercial Vehi-cle Safety Act of 1986, WASTE GREASE TRANSPORTERS, FACILITIES, AND PERSONAL USERS OF WASTE GREASE, HB 10-1125 and for complying with any federal, state, and munici-pal laws, codes, and regulations applicable to the performance of work. The contractor shall provide proof of such applicable licenses and permits upon request of the Air Force.
1.6. RECORDS.
1.6.1. INVOICES. Invoices shall be submitted in Wide Area Work Flow (WAW F). Invoices shall detail date of service, building number and name of location(s) serviced, cost of service at each building, and total cost. Specific directions on invoicing can be found at the WAWF help desk, at 866-618-5988.
1.6.2. SERVICE TICKETS. Service tickets shall be provided by the contractor for each of the areas listed in this agreement. As a minimum the tickets shall reflect the date, time, and type of service (approx.
number of gallons removed) that was performed with a comments section that allows for description of services provided and notation of any repairs that the unit being serviced may require. A copy of the tick-ets shall be sent to Service Contracts Office in 509 CES.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES.
3.1. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The government will provide all water and electricity as may be required by the contractor to perform the service. Contractor should be prepared to sup-ply materials to access provided utilities. Contractor shall provide all extensions (hoses/electrical cords) to utilities and compatible hook ups to water source or hydrants where applicable. Contractor shall provide long distance hoses of at least two hundred (200) feet or more. Contractor shall protect water sources by use of back flow pre-vention supplied by the contractor. Available electrical connections can be utilized by contractor or contractor must provide a generator.
3.2. GOVERNMENT FURNISHED SUPPLIES AND EQUIPMENT. None.
3.3. SECURITY, FIRE AND MEDICAL SERVICES. The government will provide police and fire protection.
In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hos-pital is available on a cost reimbursement basis.
4. GENERAL INFORMATION.
4.1. HOURS OF OPERATION. The contractor shall perform the services required under this Contract during the following hours.
4.1.1. NORMAL OPERATIONS. Normal hour of operation at Whiteman AFB are Monday through Friday, 0730-1630, except for Federal holidays. Unless otherwise approved by the Contracting Officer, all work shall be accomplished during normal hours of operation.
4.1. 2. FEDERAL HOLIDAYS. The following is a list of Federal Holidays observed by this installation:
New Year's Day, I January or the Friday preceding or Monday following Martin Luther King's Birthday, 3rd Monday in January President's Day, 3rd Monday in February Memorial Day, Last Monday in May Independence Day, 4 July or the Friday preceding or Monday following Labor Day, First Monday in September Columbus Day, 2nd Monday in October Veterans Day, 1 I November or the Friday preceding or Monday following Thanksgiving Day, 4th Thursday in November Christmas Day, 25 December or the Friday preceding or Monday following.
4.2. CONTRACTING OFFICER (CO) AND CONTRACTING OFFICER REPRESENTIVE (COR)
(QUALITY ASSURANCE PERSONNEL. The CO will appoint a primary and alternate representative for management of the day to day activities of the contract. The identity, title, and authority of this representa-tive will be provided in writing to the contractor after contract award.
4.3. SAFETY REQUIREMENTS AND REPORTS. The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the CO as soon as possible of each occurrence of damage to Government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident Investigation Re-ports to the CO with five calendar days of each occurrence.
4.4. REAL ID ACT. All personnel requesting access to Whiteman Air Force Base must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unes-corted base access. Additional documentation include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information. Personnel requesting vehicle access to Whiteman Air Force Base must provide a valid driver’s license, cur-rent vehicle registration, and valid vehicle insurance.
