STATEMENT OF WORK
FY17 Replace/Relocate Fire Alarm Panel Bldg. 50
Whiteman Air Traffic Control Tower
Whiteman Air Force Base, MO 65305
PURPOSE: The purpose of this requirement is to replace the current Fire Alarm Panel (FAP) located on 1st floor mechanical room. The new location for the panel is 2nd floor electrical room.
1. Contractor shall supply new Fire Alarm Panel (FAP) per picture 1 and replace all devices listed in paragraph 5 unless the new FAP panel is compatible with the current system. In addition the contractor will supply pull station devices, smoke alarms, conduit, wiring, associated hardware for connections, labor, removal, disposal, relocation, and transportation.
2. Contractor shall be responsible to install all required conduit and wiring and make all electrical and control connections to all panel, devices, and control panels.
3. Contractor may use the existing FAP, located on 1st floor, as a junction box to route connections to new
2nd floor FAP location.
4. Contractor shall relocate existing Mass Notification, Monaco transceiver panels, and all associated battery backup boxes to 2nd floor location with new FAP. The existing fire, supervisory, and trouble reporting zones from the FAP to the Monaco Transceiver shall report to the fire department when the project is completed.
5. Contractor shall replace all mass notification devices (26) and fire alarm notification devices (26), unless the existing system devices are currently compatible with the new FAP. Contractor will also replace all existing pull stations (14) and smoke detectors (34), duct detectors (1), heat detectors (5), stairwell speakers
(10), FAA/LOC (2), monitor modules(49), isolation modules (6), electrical panel shunts on 2nd floor (2), control modules (2), relay control modules (11), exterior gong (1), dual input module (6) if current device compatibility is not capable. This requirement is throughout bldg. 50 Whiteman Tower.
6. Contractor shall connect new FAP to the existing fire suppression system pump located on 5th floor.
Purpose of this connection is to monitor the status of the fire suppression pumps.
7. Contractor shall connect FAP to elevator recall panel in case of fire activation.
8.1 Training
It shall be specified in all contracts that adequate training shall be provided to personnel responsible for maintenance and repair of fire detection and fire suppression control systems. The length of training, as determined by the complexity of the project, shall be included in the specifications. Training shall be conducted by a manufacture factory-direct representative at the on-site location of the installed system.
Trainer must provide a factory authorized hard copy of certification. Training shall consist of hands-on operation of the system and associated equipment, including the use of applicable software programmer/tester, and command center equipment. A software programmer/tester for the fire alarm system shall be provided to the local authority having jurisdiction responsible for maintenance and repair prior to final acceptance of the system. The proper methods for programming, maintenance and
12 October 2016 troubleshooting all system components shall be covered as well as all pass codes and system logon information needed to down load and upload programming. If the manufacturer of the panel in question will not allow the base Fire Alarm System Team (FAST) to have access to these items, or to perform maintenance actions on their panel, then the manufacturer MUST train the FAST and certify FAST technicians to perform maintenance on the panels.
8.2 Software Programming
Software, programming of addressable devices / fire alarm systems shall be accomplished in the field by a certified and authorized fire alarm manufacturer’s representative. Copies of system programs, both hard copy and disk, and any other equipment required to maintain the fire alarm system, including fire alarm programming manuals, codes, cables, software, hardware, and keys shall be turned over to the contracting officer and fire prevention agency prior to final acceptance test. If the manufacturer of the panel in question will not allow the base Fire Alarm System Team (FAST) to perform maintenance on their panel, then the manufacturer MUST train and certify FAST technicians to factory certified level standards in order to perform maintenance on the panels.
9. The existing fire detection/notification system will remain online and active until the new fire detection/notification system has been fully accepted by Whiteman AFB. If this is not possible the facility occupants will make arrangements to provide a fire watch when the facility is not occupied until the new fire detection/notification system is accepted by Whiteman AFB.
10. The Government recommended FAP sources are Siemens, Notifier, Simplex, or Fire-lite. The rational is that we have repair parts on hand for these type panels.
11. All personnel requesting access to Whiteman Air Force Base must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access.
Additional documentation include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information. Personnel requesting vehicle access to Whiteman Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.
