STATEMENT OF WORK

AIRFIELD MARKING &

RUBBER REMOVAL

At WHITEMAN AFB, MO

(As of 18 May 2015)

1. GENERAL/SCOPE

1.1 The work consists of furnishing all labor, equipment, and materials required to remove 85 percent of the rubber and paint build-up from 100 percent of the rubber covered and painted areas and apply white, black, yellow, and red pavement marking lines within the designated work areas on runway or taxiway airfield surfaces at Whiteman AFB, Missouri. The rubber and paint removal is to be completed without damage to the pavement surface, joints, and joint/crack seals, or any other government property.

1.2 Pavement markings includes:

1.2.1 White runway markings (Pavement marking, numbers, letters 19-01 center lines.)

1.2.2 Yellow 6” taxiway lead-lines on runway (From Hold Line to Center Line), taxiway center lines (between hold lines).

1.2.3 Red 6” Ramp restricted area.

1.2.4 The unit of measurement and payment for rubber, and pavement marking shall be the number of square feet of pavement accepted by the Contracting Officer or his representative in the designated area.

1.3 The rubber removal shall conform to standards laid out in Engineering Technical Letter (ETL) 97-17, Guide specification – Paint and Rubber Removal from roadway and Airfield Pavements

1.4 The paint, reflective beads and pavement marking applications shall conform to ETL 04-2 (Standard Airfield Pavement Marking Schemes), AFI 13-213, Airfield Management and AFI 32- 1042, Standards for Marking Airfields.

1.5 High-pressure water system and/or treatment with environmentally acceptable detergents and rinsing with water shall accomplish the rubber build-up removal and pavement marking cleaning.

1.6 Prior to commencement of work, the Contractor shall attend a pre-construction meeting at the Contracting Office, located at Building 709, 660 10th Street suite 211, Whiteman AFB, MO.

The Contracting Office will notify the Contractor as to the specific time and date of the meeting.

1.7 The Contractor shall submit a work schedule to Contracting Office for approval. Work may be performed 24 hours per day, as long as the Contractor has identified it in the work schedule.

The Contracting Officer must approve night work 48 hours in advance. The Contractor shall furnish all necessary lighting, at no cost to the Government, when night operations are to be performed. Lighting shall be directed or shaded to prevent interference with aircraft, the Air Traffic Control tower, and other base operations. The lighting equipment shall be capable of being removed from the runway within 10 minutes upon notification of an emergency.

1.8 Work on the delivery order shall only be conducted with prior coordination of Airfield Management (Base Operations), (660) 687-3101, and the Contracting Officer. The Contractor shall be held strictly accountable for any actions taken by his employees detrimental to the safe conduct of flying operations.

1.9 The Contractor shall follow procedures and instructions applicable to Whiteman AFB for obtaining entrance to any restricted area. These procedures and instructions will be briefed during the pre-construction conference.

1.10 The Contractor shall conform to the safety requirements listed in EM 385-1-1.

1.11 A final inspection will be held no later than the last day of the delivery order performance period. All items previously identified, will have been corrected and the final cleanup performed.

2. AIRFIELD OPERATIONS

2.1 The Contractor shall ensure all Contractor employees required to operate vehicles on the flightline have a valid state driver’s license and receive flightline driving certification in accordance with the current edition of the AFI 13-213 WHITESUP, Airfield Driving Instructions before allowing the employee to operate a Contractor-owned vehicle on the Whiteman AFB airfield.

Required training items and documentation are contained in the aforementioned instruction.

2.2 Any non-Government Contractor vehicle requiring access to the airfield must obtain a Flightline POV pass from Airfield Management in accordance with the flightline driving instruction and the installation security instruction.

2.3 Drivers must comply with the provisions of the flightline driving instruction and only operate vehicles in approved areas and in conjunction with official contracted duties. Contractor vehicle operators who violate driving instruction requirements can be banned from operating a vehicle on the airfield. Replacement driver(s) will be the Contractor’s responsibility.

2.4 The Contractor shall follow driving and security instructions concerning entry requirements and procedures for airfield areas. Also, the Contractor must notify the Airfield Manager at Base Operations, Building No. 35, prior to beginning daily operations, if in the airfield area. All painting of airfield surfaces must be coordinated with the Airfield Manager prior to start of operations.

2.5 The Contractor shall maintain radio contact with Base Operations at all times when working on the airfield and transfer contact to the Air Traffic Control Tower when working in an airfield controlled movement area or radio controlled area defined in the flightline driving instruction. Base Operations, Building No. 35 will furnish portable radios to the Contractor on a hand-receipt basis.

Contractor shall return the radios in the same condition received. Payment for repair of damaged radios or replacement of lost radios shall be the responsibility of the Contractor. Such repair/replacement shall be approved by the Government. Contractor personnel shall only use the base operations and tower nets to communicate with base operations or the tower and not for personal communication. The Contractor shall comply with all radio-transmitted advisories and directions issued by Base Operations.

2.6 The Government will close/suspend operations on the runway to all aircraft traffic when necessary. However, there may be interruptions of work to provide a runway use for aircraft which have emergency or special unscheduled missions. In the event there is a need to operate aircraft on the runway, the Contractor shall remove equipment from the operational surfaces of the airfield and to an area beyond the hold-line or 150 feet from the runway edge if moving in to the airfield infield within 10-minutes of being notified. A scheduled landing or departure, which has been identified to the Contractor prior to the Contractor beginning work for the work shift, shall not be considered as an emergency interruption.

2.7 The Contractor shall specify on the bid schedule a half hourly rate for aircraft traffic interruption. Time measurement for traffic interruptions shall begin with the notification to the Contractor to clear the runway and shall end ten minutes after the Contractor is notified that he can re-occupy the runway. The Contractor shall be paid for a minimum of one hour for each interruption. Interruptions longer than one hour shall be calculated on the half hour, i.e., a delay of over one hour but less than one and one-half hours would be paid for as one and one half hours, but, a delay of over one and one half hours but less than two hours would be paid for as two hours.

2.8 The Contractor shall keep Taxi Way Alpha and Taxi Way Delta open to Aircraft as an access way to the active runway.

2.9 The Contractor shall clean debris from the runway and roadway surface as he/she proceeds with the work. The "clean-as-you-go” policy is necessary to ensure a clean surface is available for emergencies.

2.10 Contractor shall adhere to the pre-approved schedule for execution of the work, weather permitting, as runway and roadway closures must be coordinated in advance. In the event the Contractor’s schedule should be delayed because of weather or mechanical equipment breakdown, the Contractor shall notify the Contracting Officer and a new work schedule shall be established within 24 hours.

2.11 Base Access. Occasionally it is necessary to require early release of Whiteman AFB personnel, their late reporting, or even total base closure when weather conditions make normal travel unsafe.

When weather conditions cause one of the above situations, Contractor personnel will be denied access to the base, unless they have been notified that their contract service has been determined essential. Denied access in these situations will result in no additional costs to the Government.

2.12 Whiteman AFB closing and late reporting information is broadcasted on the following radio and television stations: WDAF (610 AM), KMBZ (980 AM), KSIS (1050 AM), KDKD (1280 AM /

95.3 FM), KOKO (1450 AM), KDRO (1490 AM), KLRQ (96.1 FM), KPRS (103.3 FM), KBEQ

(104.0 FM), KMBC (TV CHANNEL 9).

4. EQUIPMENT

4.1 The equipment used in the removal process shall be mounted on pneumatic tires and shall remove deposits of rubber and paint without damage to pavement surfaces, joints, or joint and crack seal material.

5. WEATHER LIMITATIONS

5.1 No rubber removal shall be permitted when the air temperature is at 40°F and falling or the pavement surface temperature is at 35°F or less and falling. When the Contractor is notified that severe weather warning has been issued for the area, the Contractor should immediately take the necessary action to tie down and secure all material on the job site.

6. METHOD OF OPERATION AND TRAFFIC CONTROL

6.1 The Contractor shall ensure that any rubber removal is conducted in strict compliance with all local, state, and federal environmental statutes and regulations, including, but not limited to, regulations promulgated under the Resource Conservation Recovery Act, 42 U.S.C. 6901, and the Comprehensive Environmental Response, Compensation, and Liability Act, 42 U.S.C. 9601.

6.2 The Contractor shall provide all necessary items to establish an adequate work zone and traffic control in and around the work zone to reduce work and traffic interruptions. Items include but are not limited to: cones, barriers, lights, signs, placards, flags, and flagging personnel.

The Contractor shall establish and maintain work zones as necessary throughout the period of the delivery order, prominently identifying potential hazards and dangers to personnel and traffic in or near the work area.

6.2.1 The Contractor shall comply with the provisions of Part VI, Traffic Controls for Highway Construction, Maintenance, Utility, and Emergency Operations, of The Manual on Uniform Traffic Control Devices, when establishing these work zones.

6.3 Before driving on the flight line, all vehicle operators will be given special instructions on standard flight line traffic controls and signals and advised of the particular hazards involved.

The vehicle operator must either have in their possession a valid AF Form 483 or be escorted by an individual who has had an AF Form 483 issued for Whiteman AFB, MO. Training will be provided by the 509 CES/CEOE Flight Line Driving Program Manager prior to flight line access.

6.3.1 Vehicles shall not be driven within 50 feet of an aircraft or under any part of an aircraft.

Vehicles shall not be backed or driven forward in the immediate direction of any aircraft within 50 feet nor shall a vehicle be driven within 50 feet of aircraft during fueling or de-fueling operation. When parked on the flight line, vehicles and all equipment mounted on wheels, which do not have integral braking systems, shall be choked when left unattended. Vehicles left unattended and parked on the flight line shall be left unlocked with keys in the ignition system.

6.3.2 Under no circumstances shall vehicles be allowed to stand in front of or be driven closer than 25 feet in front or 200 feet to the rear of any aircraft when engines are in operation or about to be put in operation.

6.3.3 Vehicle operators shall obey the flight line speed limits set by local officials. In no case shall vehicles be operated in excess of 15 miles per hour.

6.3.4 Before airfield operations, vehicle operators shall insure that all equipment carried on their vehicles is properly stowed and secured and that the vehicles are inspected for objects that could damage aircraft. After dual-wheeled vehicles are operated on unpaved surfaces, operators shall stop when reaching the airfield pavement and remove any rocks that are wedged between the tires or treads by accomplishing a roll-over foreign object debris (FOD) check.

6.3.5 Vehicle operations on the flight line or airfield are under the control of tower personnel.

Control tower light signals and radio instructions shall be observed and obeyed by vehicle operators. The following light signals, flashed from the Control Tower, will control vehicle traffic:

Steady Green Light - Cleared to cross Flashing Green Light - Cleared to proceed and watch for lights Steady Red Light - Stop; Vehicle will not be moved Flashing Red Light - Clear active runway immediately

Red and Green Light - General warning; exercise extreme caution

6.3.6 The Government specifically reserves the right to reject the use of any rubber removal process which the Contracting Officer determines may pose unnecessary risks to aircraft due to FOD, potential human health, or the environment as a result of its use.

6.3.7 All Contractor commercial vehicles shall be easily recognizable by either painting the side of the vehicle with the company name and/or logo or using magnetic signs containing the company name and/or logo. Contractor personnel shall operate vehicles in compliance with base traffic regulations. Any violations of base traffic regulations are considered federal offenses and are adjudicated thru the Central Violations Bureau, US Courts, in Charlotte, North Carolina. The current policy for Contractor personnel receiving a Driving Under the Influence (DUI) charge, on base, shall result in that person having their driving privileges on base revoked for a minimum of one year. See clause FAR 5352.242-9000, entitled “Contractor access to Air Force Installations”.

7. PAVEMENT DAMAGE REPAIRS

7.1 The Contractor at the Contractor’s expense shall repair any damage to the pavement surface, joints, joint and crack seals, or other Government property. The Contracting Officer, prior to performance of the repairs, shall approve methods and materials to be used for repairs. Repairs shall be affected and completed within the performance period for the delivery order.

8. CLEAN UP

8.1 All debris, waste, and products generated by the rubber removal and the pavement marking operations shall be removed from the airfield and disposed of in strict compliance with all applicable state, local, and federal environmental statutes and regulations.

9. GOVERNMENT FURNISHED MATERIALS AND SERVICES

9.1 The Government will furnish a radio to the Contractor for the purpose of maintaining two-way communications with the Control Tower for the duration of each workday. The Contractor shall be responsible for the radio while it is in his/her possession and shall reimburse the Government for the cost of repair or replacement of the radio if it is lost, damaged, or destroyed through the fault or negligence of the Contractor.

9.2 Water will be furnished to the Contractor at no cost to the Contractor. The water supply shall be a fire hydrant, designated by the Contracting Officer, located within a reasonable proximity to the work. The Contractor shall install a gate valve on the fire hydrant tap. The Contractor shall furnish all equipment, material, and labor, which is necessary to obtain and deliver water from the designated fire hydrant to the area(s) of work.

11. ENVIRONMENTAL PROTECTION

11.1 Protection of land resources: It is intended that the land resource within the project boundaries of work performed under this contract preserved in their present condition. After completion of delivery order, restoration shall appear to be natural and not detract from the appearance of the project. The Contractor shall confine his activities to areas defined by the plans and specifications.

11.2 Restoration of landscape damage: Any landscape feature scarred or damaged by the Contractor's equipment or operations shall be restored as nearly as possible to its original condition at the Contractor's expense. The contracting Officer will decide what method of restoration will be used and whether damaged will be treated and healed or removed and replaced.

11.3 Protection of water resources: The Contractor shall not pollute streams, lakes, or reservoirs with fuels, oils, bitumen, calcium chloride, painting materials, acids, or other harmful materials. It is the responsibility of the Contractor to investigate and comply with all applicable Federal, State, County, and Municipal laws concerning pollution of rivers and streams. All work under this contract shall be performed in such a manner that objectionable conditions will not be created in streams through or adjacent to the project area.
