FA4621-15-R-0002 – SABER Solicitation Questions and Answers
1. Because you are requiring both qualifications and responsibilities of on-site key personnel and resumes, will you consider excluding resumes from the page count?
Answer: Resumes will be excluded from the page limitation. Reference RFP Section L.1.2.1 and L.2.2.1
2. Will you allow a smaller font for tables, figures etc.?
Answer: You may use a smaller font for tables, and figures, however, they must be readable by the eye at a normal reading distance. Reference RFP Section L 1.2.2
3. Are title/cover pages, tabs, glossary etc. excluded from the page count?
Answer: No title/cover pages, tabs, and glossary information will be included in the page limitation.
4. Because of recent GAO decisions, please confirm that the Government will allow the offeror to use the past performance of an affiliated, sister divisional company if the offeror provides a firm commitment that the affiliate will participate meaningfully in the performance of the contract; the related experience is evaluated relevant to the affiliate's role on this project and is described in the commitment letter; and the affiliate's experience is directly related and relevant to the work that will be performed on this contract. Will Meaningful Commitment Letters be excluded from the page count?
Answer: Yes, the Government will allow an offeror to use past performance of an affiliated, sister divisional company if said offeror provides a firm commitment document. The Government will exclude Meaningful Commitment Letters from the page count.
5. By referenced contracts do you mean IDIQ task order contracts and NOT projects/task orders accomplished under those contracts?
Answer: When the solicitation requested each offeror to “provide recent and relevant information regarding …under previously awarded contracts.”(Para L.3.1.1), contracts refer to contracts for projects which may be a task order, delivery order, JOC order for a specific project, or an IDIQ contract and its relevant and recent projects.
6. Is the question cut off 5 business days after the site visit (July 1) or June 19 @ 4:00pm?
Answer: The question cut off is 5 business days after the site visit. All questions must be due to the contracting office by COB 1 July 2015. Reference RFP Paragraph L.6.0.
7. Please confirm that each Volume should contain its own CD with electronic files pertaining only to that Volume saved to the CD. Ref: RFP Section L.1.3.
Answer: Reference RFP Section L.1.3: For electronic copies, each offeror may submit just one CD with each volume in its own folder.
8. Please confirm that the statement, “Evaluators are only allowed to use the Attachment 7, PPPQ” should read, “Evaluators are only allowed to use the Attachment 8, PPPQ.”
Answer: Yes, the statement in L.3.1.4 should read use Attachment 8, PPPQ.
9. Are we correct in our assumption that both a bid bond and bonding capabilities letter are required?
Answer: No, L.4.4 states “the offeror must provide evidence it is able to obtain the maximum single award/task order performance and payment bonding capacity of $1,000,000 and a minimum aggregate bonding capacity of $5,000,000.”
10. Since the work will consist of a multitude of small task orders, are we correct in assuming that an annual blanket Performance and Payment bonds are necessary? If so, is the $9M maximum per year the value to be put on the bond?
Answer: No, the offeror must only provide evidence that he/she is able to obtain the maximum single award/task order performance and payment bonding capacity of $1,000,000 and a minimum aggregate bonding capacity of $5,000,000.
10. How many Government Licenses will be required per the Technical Specifications, 01- General Requirements, page 3, 1.3.2 SOFTWARE:
Answer: Government licenses are not required for access to eGordian. The costs associated with the training and use of the eGordian System will be covered by the fee eGordian will charge the awardee when each task order is awarded.
11. Are drawings and supporting detail as delineated in the Technical Specification, General Conditions just relevant to future task order awards or are they required for this Seed Project as well?
Answer: The Technical Specifications and General conditions are applicable to the seed project as well as any future task orders.
12. According the RFP, the last day to submit RFI is 4PM Wednesday, July 1. With the holiday weekend it is likely to be at least Monday or Tuesday (6th or 7Th) the next week before the final Q&A is released. We ship our proposals two days prior to the due date to ensure an on time delivery. For this submittal our ship date is Tuesday, July 7, leaving little to no time to make adjustments to our proposal based on the final Q&A. Would the Government consider an extension of the proposal due date?
Answer: If this event occurs, an amendment will be posted on FBO extending the proposal due date.
13. RFP Section L.2.2.1, paragraph a, states “…The offeror shall provide the qualifications of the members of the on-site staff and their responsibilities should the offeror receive contract award (including resumes, but excluding names)…” Is a list of on-site staff showing the minimum qualifications, roles and responsibilities sufficient, or does the Government desire actual resumes with the names removed?
Answer: A list is acceptable. It is important to convey all required information in RFP Section L.2.2.1
14. Can the role of Site Safety and Health Officer (SSHO) be performed by another team member such as the Quality Control (QC) Manager?
Answer: First, our general requirements do not call for a Safety and Health Officer. Safety is always paramount. The Government expects the contractor to comply with all OSHA, and service specific (Army and/or Air Force) Regulations that apply to the tasks being performed at each project. It is the contractor’s responsibility to have adequate supervision and oversite to ensure site safety (compliance with applicable regulations) and quality performance.
15. Section L.2.2.2 states that we are to submit a proposal specifically addressing bullet points a-c (a. Design & Construction, b. Progress Schedule/Work Time Analysis (WTA),
c. Project Cost Estimate). We believe bullet a. Design & Construction is addressed by providing a response to bullets b. and c. Please confirm or provide direction on what is to be provided for bullet a.
Answer: Bullet A. would be a more detailed SOW that would include a narrative explaining the design intent and construction requirements. Design should be a drawing. A plan view showing at a minimum the location and area of work. Bullet A. should also explain the need for any Non Pre-priced work (NPP); identify long lead time items, etc.
16. Will the office provided on McConnell AFB require full time staffing? Or, will the use of the office be at the contractor’s convenience as long as there is a means for communication established?
Answer: There will be office space available for use at both locations. It is up to the contractor to decide if full-time staff is necessary on McConnell AFB.
17. Will a full time CQC representative be required on each individual Task Order? Or, will the contractor be allowed to establish a ‘team’ of CQC staff that will oversee all the Task Orders simultaneously?
Answer: The contractor shall explain how their staff will administer their quality control plan. A formal Quality Control Plan is not required to be submitted with the proposal, but shall be required from the apparent awardee prior to contract award.
18. Paragraph L.2.2.1 (g) of the Statement of Work states the contractor will be given time to ‘locate’ an office? Does this mean we will have an office off the military installation in addition to office space on Fort Riley?
Answer: Section L.2.2.1 (g) states that the contractor will submit a mobilization plan. An office will be provided both on Fort Riley and McConnell AFB. The contractor will not have an office off either installation, unless it is at the contractor’s expense.
19. Please make AF Form 3064 available electronically so we can prepare the schedule in general accordance with the requirements in the Statement of Work.
Answer: Please visit http://www.e-publishing.af.mil/ and type in the search box AF3064 for the AF Form 3064.
20. In regard to Task/Delivery Order negotiations will these take place at the respective Base/Fort they are being performed or will they all be performed at McConnell?
Answer: In special circumstances negotiations will be conducted in person, however, we anticipate negotiating most task orders via teleconference/videoconference.
21. Is the requirement for Level 1 AT Awareness Training required for all contractor and subcontractor personnel? Is there a requirement for OPSEC Training for Contractor personnel? Subcontractor personnel?
Answer: A contractor representative shall attend an Anti-terrorism Force Protection awareness briefing provided by the government at the pre-performance conference. The contractor representative shall ensure that all employees who have access to McConnell AFB also have access to and understanding of the contents of the Antiterrorism Force Protection awareness pamphlets provided by the government at the pre-performance conference.
22. Will there ever be a requirement for a Professional Engineer stamp on the drawings? If so how is that to be reimbursed to the contractor?
Answer: As per AFFARS Informational Guidance 5336.9201 Chapter 3 (SABER) 3.2.2.1, typically, minimum design for SABER is up to 35%. However, if the design requires the services of a registered architect or engineer, it is outside the parameters of minimum design.
The contractor is responsible for submitting documentation that substantiates the proposed approach.
http://www.e-publishing.af.mil/
23. Paragraph B6.0 states the eGordian pricing does not go into effect until the next option year is exercised. Why would you not make it effective when received if it is due not later than 15 February?
Answer: Paragraph B 6.0 states the contractor shall update the EGordian database yearly as soon as the annual update becomes available but not later than 15 Feb of a given year.
EGordian pricing is effective for all projects under this requirement including the seed project. For additional information on EGordian please contact the EGordian POC listed in the solicitation.
24. Do you require resumes of the proposed staff in the Technical proposal; or do you just want to see the qualifications of the positions to be employed?
Answer: The proposal should show an organizational diagram and illustrate where the on-site staff fit into the offeror’s company. The proposal should further define the authority held by the members of the home office and on-site staffs. If you wish, you may submit resumes with the names redacted.
25. Sales tax is included in the items to be included in the coefficient. Please clarify whether the Task/Delivery Orders will be tax exempt, even to the lower tier subcontractors.
Answer: A tax exemption letter will be given to the prime and subcontractors. The Government does not pay for tax.
26. Is it the intent to fund the Seed Project and award to the successful contractor?
Answer: Yes the intent is to award the seed project to the contract awardee.
27. Reference Solicitation B.1.0 Delivery Order Range…. The Government has identified the estimated number of Task Orders that the Contractor can anticipate to prepare and perform. However, can the Government also provide the number of Task Order estimates that the Contractor will prepare annually?
Answer: Unfortunately, there is no way to estimate the number of task orders the contractor will estimate annually. There are certain factors that will come into play such as availability of funds, complexity of scope, and need for the requirement that will factor whether or not the contract will be awarded to the SABER contractor or procured via other means.
28. The Government identifies its Design requirement to be 35% or less. What percentage of the estimates will require 35% design? What % of the estimates is expected to be less than 35%, and to what level of design should the Contractor anticipate? And what percentage will be more than 35% and to what stage?
Answer: See question number 22 for answer.
29. Please identify how many eGordian SABER Management System licenses that the Contractor must provide for users at McConnell AFB and Ft Riley? Is the Government aware of the overall cost of the eGordian Program (to include the additional training)?
Answer: The solicitation does not mention any number of people to be trained. The Government does not anticipate more than 20 individuals to be trained.
30. Reference RFP Paragraph L.2.2.1, Technical Subfactor One – Management Approach (a). Please clarify as to whether it is the Government’s intention to characterize all the Contractor’s on-site personnel at both McConnell AFB and Ft Riley as “key personnel”.
Does the Government expect to receive “un-named resumes” for all proposed on-site staff, or only the credentials for such personnel, reserving resume’s for the on-site staff that the Contractor would normally consider “key” management, i.e., Project Manager, Alternate Project Manager, Lead Task Order Estimator, and QC, or Safety Manager.
Answer: Yes, the offeror shall provide the qualifications of the members of the on-site staff and their responsibilities should the offeror receive contract award (including resumes, but excluding names).
31. Reference RFP Paragraph L.3.1.3. Understanding that Volume II – Past Performance has a 20 page limit, and each bidder is limited up to ten references, or recent and relevant projects. Is there any specific reason to limit each reference to one page where the bidder(s) are to explain why a specific contract, or project, is deemed relevant? It seems bidders would be better served to articulate relevancy in accordance with the evaluation criteria within their “Past Performance Information Summary”, as long bidders’ references don’t exceed the total Volume’s page limitation. Please reconsider the one page per reference limit.
Answer: The Government did consider revising the page limitation, but have determined one page is more than enough to describe the contents required.
32. Attachment 4, Seed Project Scope of Work; Principal Features, Item 10 (page 3). Shall the new restroom/shower facilities be ADA compliant?
Answer: Yes the new restrooms shall be ADA compliant.
33. Attachment 4, Seed Project Scope of Work; Principal Features, Item 10 (page 3). Is there a significant reason or need for one of the shower units in the women’s shower to be a stand-alone prefabricated corner unit? Ideally, the women’s shower is constructed as a mirror image of the men’s.
Answer: The contractor shall determine if changes are needed. All work shall meet current code and facility criteria.
34. Attachment 4, Seed Project Scope of Work; Principal Features, Item 10 (page 3). The SOW calls for ceiling tile in the office/admin area to be replaced; the presumption is that the grid system is to remain. However, based on the site visit and the condition of the existing grid, the work to be completed in and above much of the area, it may be as cost effective to replace the ceiling system in its entirety. It would certainly yield a much cleaner and professional installation. Please clarify the Government’s preference.
Answer: The ceiling grid that is currently installed shall remain. However, if the contractor determines replacing the ceiling tile to be more cost effective they shall submit their plan to the Government.
35. Attachment 4, Seed Project Scope of Work; Principal Features, Item 10 (page 3). Will the government be relocating their equipment, furnishings, partitions, remnant carpeting, etc.
prior to the start of construction?
Answer: Government will relocate personal belongings. The contractor shall provide the proper line item for disassembly and reassembly of modular furniture. See note for additional furniture items. (Removing and returning Owner's furniture and furnishings (e.g.
chairs, tables, pictures, etc. but excluding modular furniture, wall or ceiling attached or fastened devices or furnishings, safes or other furniture requiring disassembly).Page 00-3
36. Minimal Design. Section B.7.0 specifies a design requirement not to exceed 35%. At the site visit Ft. Riley DPW indicated most designs at 70%; please clarify the design requirements and turnaround expectations (i.e.: 3 day vs. 10 day turnaround).
Answer: See question number 22 for answer.
37. Please clarify the procedures for contract administration between MAFB and Ft. Riley for questions with proposal design development, negotiations, preconstruction conferences and other major administrative elements?
Answer: Contract administration will be handled by the 22d Contracting Squadron at McConnell AFB. Proposal design development, negotiations, preconstruction conferences and other major administrative elements will be handled jointly by McConnell AFB and Ft Riley. There will be times when travel by the contracting squadron or Publics Works department will be required, but we intend to conduct most communication via teleconferences or videoconferences.
38. Can you please clarify what shop drawings are expected with the design in the proposal stage?
Answer: No shop drawings will be expected.
39. Can the contractor expect to have a regularly scheduled SABER design/construction coordination meeting at one consistent location?
Answer: Yes a regularly scheduled meeting will be held at one consistent location. In extreme circumstances the meeting location may change.
40. How will the Unit Price Book be updated year to year?
Answer: Section B.6.0 states the contractor shall update the eGordian database yearly.
41. Will Ft. Riley provide a drawing of existing utilities in the proposed office trailer/laydown yard site?
Answer: Yes drawings of existing utilities are posted to FBO.
42. Does the seed project need to have the coefficient applied to the estimate and bottom line?
Answer: In the trial version of the software, there are no coefficients. All users build their seed project with a coefficient of 1.000. This will allow the contractor to determine the cost for the project when it is built using the Construction Task Catalog; each individual contractor/bidder will then need to determine what their coefficient should be outside of the eGordian platform. After award, the coefficients that are awarded will be entered into the system and the contractor can then select the appropriate coefficient (reg. hours, night work, escorted, etc.) for each individual task in their proposal.
43. The new sprinkler system will require a new underground water service line. Please provide location for tie-in with existing water utility line and information on recent water flow information from the closest fire hydrant.
Answer: There is a water main along the front of the building and can be routed along the side of the building into the mechanical room. This will be a 100 person Company Operation Facility (COF) the sprinkler system and fire alarm should be designed accordingly.
44. Has an abatement study been performed? If so can a copy be issued as an amendment?
Is abatement of any hazardous material to be excluded from the proposal and if encountered will be treated as a differing site condition?
Answer: Study will be performed prior to issuance of a task order, for purposes of this solicitation no abatement line items will be required.
45. Where is the existing water heater located? What size is it? Gas or Electric?
Answer: To be identified at the site visit by the contractor.
46. Is this Seed Project to be LEED Certified? If so, at what Level?
Answer: No LEED certification is needed.
47. Please provide more Specifics on Sprinkler System to be installed. Is there an existing system? If not, where is the source of water for the system (distance to fire main and obstruction points between the building and the connection point)? Hazard level of the building?
Answer: There is no existing system, which should be identified during the site visit. There is a water main along the front of the building and can be routed along the side of the building into the mechanical room. This will be a 100 person Company Operation Facility (COF) the sprinkler system and fire alarm should be designed accordingly.
48. More specifics on the HVAC System to be installed, Size, Gas, Electric, Chilled Water, Split System, Roof Top Units etc.? Is existing system to remain? Is there enough room in the existing mechanical room for the new air handlers? Are the new "dedicated air conditioning systems the arms room and secured storage for non-sensitive items area" three different systems or one new system servicing all three rooms?
Answer: The two existing arms rooms shall have dedicated air conditioning systems. The remaining HVAC design is the responsibility of the contractor and should be evaluated at the site visit.

Answer: The fire alarm must meet the front end of Monaco.
52. Do all existing walls and storage cages go to the roof deck?
Answer: Yes
53. Are the east side Commo and NBC cages to be demo’ed? No demo shown in this area, however new construction consisting of new walls and a lavatory in each space is shown on the "New Work Floor Plan"?
Answer: New walls shall be installed in this area to a height of 8’. If the cages are beneficial to be left in place to protect the area above the rooms the cages may stay. This is to be determined in the design.
54. Are only the rooms that have existing flooring to receive new flooring? Are the new bathrooms to have ceramic tile on the floors and walls or are they going to have painted walls and VCT flooring (NO CERAMIC TILE)?
Answer: Only the front admin areas and hallways are to receive new VCT. Latrine walls and floors are to meet the specifications provided.
