1. Will the Government be providing a sample Project Cost Estimate as outlined in paragraph

L.2.2.2(c) in the Statement of Work?

Answer: The Government did not specify that they would be providing a project cost estimate. For any questions on how to use EGordian, please contact Neil Tuck at the email address specified in the solicitation.

2. Please provide a sampling of the Task Orders issued in the last year at McConnell and Fort

Riley so that the proposal preparer can have an idea of what kind of work is typically executed using this means of contracting.

Answer: Under the new contract, each task order will be on a DD Form 1155, Order for

Supplies or Services, which will have a line item for the project, the agreed price and delivery date. The project’s SOW and any other pertinent documents will be attached to the order.

3. Over 80% of the work is to be executed at Fort Riley but management is located at

McConnell by a different branch of the service. Has this ever been done before?

Answer: Yes, the Contracting Squadron at Peterson AFB manages a SABER contract for multiple installations – Army & Air Force – on the front range. The Government does not specify where the contractor’s management personnel are to be located.

4. In regard to the level of design required at each location please define your expectations of the drawings. 35% typically includes only plan views without elevations or details. Please clearly define your expectations.

Answer: See minimal design as described in para B.7.0 of the solicitation (Amendment 02).

5. The “Record Drawings” requirements require MicroStation drawings for Fort Riley and

AutoCADD for McConnell AFB. Please confirm the CADD requirements are different for each location.

Answer: Refer to Section 1.10 of the SABER Technical Specifications. Drawing for both installations are to be produced into .dwg file using AutoCADD 2011. (Ref 1.10.E.1 of the

Tech Specifications).

6. Referencing the specifications General Requirements and Conditions paragraph 2.1

Utilities; please confirm the contractor will be charged for utilities at each Task/Delivery

Order site and define the metering and meter reading requirement/procedure for this requirement. Will modifications be required on the interior of the building or will new temporary service need to be installed?

Answer: The Contractor may be charged for utilities at each task order project. If the contractor is to be charged, the project’s SOW will indicate that fact. Meters are not read by a SABER contractor.

7. The General Conditions state to take Fort Riley construction debris to the Fort Riley

Landfill. In regard to the recycling requirements does the Fort Riley Landfill provide a recycling manifest for record? If not is it the intent to have a separate recycling program for recyclable items?

Answer: Refer to section 1.17.4 General Requirements and Conditions, Recyclable materials shall be taken to the recycle center.

8. Please clarify the LEED requirements. Will there be a requirement for LEED certification of Task/Delivery Orders?

Answer: All new construction and renovation projects are to meet Leed Minimum Program requirement equivalent to Leed NC Silver Level, note LEED certification is not required.

9. Reference Seed Project. Regarding the insulation for the roof deck? What R-Value is required?

Answer: Contractor to provide insulation type per availability of sub-contractors and R-values per current code and design standards.

10. Can you provide the sizes and pressures for the water mains to the south and north of the building for proper sizing of the fire suppression system?

Answer: 731 PSI and 832 PSI respectively see utility drawing for main size.

11. Reference the Seed Project. The block wall which is to be removed between the two maintenance bays has a steel structural member that bears on top of the block wall midway between the exterior wall and the structural column at the Arms Vault. Can you clarify whether that steel support is load bearing or whether it is just providing lateral support for the block wall?

Answer: This is to be determined by the contractor.

12. Reference the Seed Project Please confirm the scope to remove and replace VCT, ceiling tile and lights are for the entire building and not just the affected area of the wall and bathroom modifications.

Answer: SOW states “Remove and replace all existing floor VCT. Remove and replace all existing ceiling tile with new”

13. Sheet 1 shows no demolition to take place around the Eastern (sheet orientation) COMO and

NBC rooms, however, sheet 2 represents those two areas with no cages, but with framed and finished walls. Additionally, two sinks have been added to the exterior wall, one in each room. There was no mention of the work in SOW that’s been represented on the drawings.

Can the government clarify if the additional work was drawn in error, or if the work was erroneously omitted from the SOW? Reference: Attachment 5, Drawings, Sheets 1 and 2

Answer: The SOW States “Construct new showers and move latrine fixtures as shown on the drawings.”

14. The SOW calls for the replacement of the existing domestic water heater of adequate size to support the new shower facilities; can the government provide any data as it relates to maximum expected demand? Reference: Attachment 4, Scope of Work; Principal Features, Item 10

Answer: The contractor is to determine the size required for domestic water heater per current code and design standards.

15. Please clarify what utilities are available at the proposed contractors’ office trailer/laydown site. Additionally, will the contractor be responsible for connecting to existing utility infrastructure?

Answer: All utilities will be available at the contractor’s office both on McConnell AFB and

Ft Riley. The contractor may be responsible for paying for utilities associated with specific projects at Ft Riley.

16. The specs state that construction job-site “barriers; temporary lighting; temporary HVAC;

and temporary utilities” shall be “at contractor’s expenses”. Would you be able to quantify the impact of these requirements on the cost on the total task order value (percentage, in average)?

Answer: No these requirements would be dependent on Job type and management of jobsite by contractor.

17. Under General, it is stated that “...test results per CSI 01031-4000 of the Unit Price Book

(UPB) including Load Test. What Load test need to be performed? Please explain.

Answer: The second sentence of this section shall be removed prior to awarding any task orders.

18. During the site visit we noticed a Server Cabinet that services the existing Data/Com through the building. Is there a specific location where this server is to be located or is it to remain in its current location? or should it be placed in a secure room?

Answer: Server is to remain as long as construction activities do not preclude it from staying in its current location.

19. The scope of work for the seed project, Principal Features item 10, indicates: Install new air conditioner to supply the back room. Please provide more information on the specific area for the “back room. Please provide additional information on changes for the use of the space. i.e. what was previous the previous use, number of people and heat load of the original design. What is the use for the new room, number of people and heat load required to air condition the new space for the seed project?

Answer: Previous use and occupant load do not correspond to the future use. The building will probably be used by an infantry company.

20. At the site visit is was apparent the existing HVAC system was not providing enough cooling for the Equipment Maintenance areas on both sides. Are upgrades/replacement of the existing HVAC Systems expected for the new admin areas? Please provide additional information on the existing HVAC system, the heat load, use and number of people required for cooling the new admin areas.

Answer: Install new air conditioning to supply the back room. Install dedicated air conditioning systems to the arms room and secured storage for non-sensitive items area. Design new Cooling system per current code and design standards.

21. The scope of work for the seed project indicates insulate the roof deck in the Equipment

Maintenance Area. Does the government have a preference on how this is to be done? i.e.

Add additional insulation below the roof deck? Or remove and replace with new insulation and roofing above the roof deck?

Answer: The contractor will provide insulation type per availability of sub-contractors and

R-values per current code and design standards. Contractor is to provide best value to the government using the UPB.

22. Please clarify what utilities are available at the proposed contractors’ office trailer/laydown site. Additionally, will the contractor be responsible for connecting to existing utility infrastructure?

Answer: All utilities will be available at the contractor’s office both on McConnell AFB and

Ft Riley. The contractor could be responsible for paying for utilities at Ft Riley depending on the project.

23. What are “Family Days” and how many occur per year?

Answer: Family Days are holidays granted to military members by the MAJCOM commander. During CY 2015, the Air Mobility Command Commander authorized four family days: 2 July, 4 September, 27 November, and 24 December.

24. Section B.3.2 Section states that “Task orders subject to an accelerated construction schedule may also have the non-standard working hours coefficient applied to the Task

Order (TO) items.” Is the non-standard working hours coefficient to include overtime costs or will overtime costs be addressed as a separate item?

Answer: See the coefficient instructions at paragraph B.4.0.

25. Section B.4.0: The offeror’s coefficient is to include “Shipping of all materials to the jobsite”. Will the non-prepriced (NPP) coefficient include shipping or will the shipping be allowed in the NPP item cost?

Answer: NPP items shall be at cost; the coefficient is to include shippeing, etc. Reference paragraph B.2.0.

26. Is the bid guarantee to be for the seed project amount or for the full $6M of the base year contract?

Answer: The bid guarantee shall be for 20% of the total bid price. In order to figure the total bid price you add the base bid plus one times the coefficient. For example if your base bid is

$100.00 and the coefficient is 13%, you would multiply $100*1.13 which would equal

$113.00. The bid guarantee would be $22.60.

27. Is the bid bond required for only the seed project or for the amount of the contract as the contract is more than is the stated requirement of evidence of $1,000,000 per and

$5,000,000 aggregate bonding capacity.

Answer: The bid bond should be 20% of the proposed total price for the seed project. The total price should be calculated as the estimate from eGordian times 1 + coeffiecnt %. For example, an estimate of $150,000, and a coefficient of 13% would yield a total price of

$169,500 ($150,000*1.13=$169,500). Then the bid bond would be for $33,900.
