SUMMARY OF CHANGES
The purpose of this Amendment is to answer questions submitted by contractors:
Q1: Is there a wage determination for this project. If so, please provide.
A1: This is being purchased as a commodity with install, no WD will apply.
Q2: Please provide model numbers and quantities for existing Giant Voice equipment for each RSS and CCS.
A2:

Stack 3: Cordoned off in construction zone. Will require coordination with contractor to access (equipment should be similar, should have 7 speakers)

Command Post has identified that they only have one Giant Voice console and it has been moved from the primary to the alternate Command Post.
Q3: Please provide photographs of each RSS site's equipment (including labels with model numbers), inside/outside of boxes and indicate which location each photo is from.
A3: Pictures are attached on Attch 1 and Attch 2.
Q4: During the site visit, the CCS locations were not toured because the Government stated all CCS rooms had all equipment removed. Please provide photographs of each location where the new CCS will be installed, existing electrical power source and circuit breakers (feeding power source), existing radio antenna mounted on building, and route of cable between CCS room and existing radio antenna mounted on building including any wall penetrations or cable trays.
A4: Pictures are attached with the exception of alternate Command Post since the government cannot take pictures in that location.
Q5: If there are any CCS locations still in operation, how long will the Government allow the Giant Voice system to be shut down for replacing the GV equipment at either each CCS or each RSS?
A5: Any outage longer than 4 hours will have to be reported to the Wing Commander. Will need to be communicated accordingly.
Q6: At each CCS location (3), what is the length of the cable run between the CCS and the existing/former location of where the radio antenna is mounted on the building?
A6:
Radio Shop: 20 inches. It runs into a longer radio cable
Primary Command Post: 60 ft
Alternate Command Post: 31 ft
Q7: Are there any wall penetrations or other penetrations required for running cables from each CCS room to the existing/former location of the radio antenna?
A7: Will require wall penetration if existing runs are not used.
Q8: For any wall penetrations for running cables from each CCS room to the existing/former location of the radio antenna, do any of them contain any hazardous materials (asbestos, lead based paint, etc.)?
A8: Tickets are being submitted to CE to determine if hazardous materials are present. If the building has already been tested, that information will be on file. If it has not been tested, testing will have to paid for.
Q9: If any hazardous materials are encountered during replacement of the Giant Voice system, will the
Government issue a contract modification to avoid or remove the hazardous materials?
A9: If any deviation from agreed upon work that requires a Modification occurs, the government will take the necessary steps to accommodate legally and efficiently.
Q10: Please provide annual line sweep report for the existing/original CCS's and each RSS (1-7).
A10: SCOT does not know what a line sweep report is or how to obtain that information. A product guide for the speakers we currently have is attached in the email.
Q11: In Attachment B, what level of decibels (dB) is required at the outer edge of the acoustic range for each
RSS? In other words, what the dB level required on the edge of each circle? The radius for RSSs 1-6 appears to be 2,500 ft and RSS 7 appears to be 1,500 ft.
A11: SCOT doesn’t know how to determine the dB level required at the outer edge of the acoustic range. A product guide for the speakers we currently have is attached in the email.
Q12: Will a "Notice of Proposed Construction or Alteration" (FAA Form 7460-1) be required for work on any of the RSS's (1-7)? Or does the Fairchild AFB have a separate process for approving the use of manlifts/cranes near the airfield?
A12: There is no specific form required for manlifts or cranes near the airfield. Pre-coordination will have to be accomplished by sending out a NOTAM to TSgt Julian Sears, TSgt Christopher Rodwick, and MSgt Mark
Smith.
Q13: Will Obstruction Lights be required on top of each RSS speaker array?
A13: Objects that are a hazard to air navigation will have to have obstruction lights. If the stack already has an obstruction light, it will need to have one on a new stack. If the stacks are moved to different locations, Airfield
Management will have to determine if an obstruction light is needed (92 CS can assist with finding out if required).
Q14: Does the Government intend to provide a laydown area for the completion of this contract? If so, where will the laydown area be located?
A14: If the term “laydown area” is the same as a staging area, there is space available in a Communications
Squadron warehouse. If area is required near the CCS and RSS locations, the size required would have to be known and coordination can occur.
Q15: The SOW lists radio APX6500, which is a specific brand and model. Would the Government allow equivalent radios that meet all specs/standards from the SOW?
A15: Alternate radios are allowed as approved by our Spectrum Manager and proof of concept has been completed on the system to ensure compatibility.
Q16: What is the height of the existing galvanized steel siren poles to the top of each pole not including the siren speaker arrays for RSSs 1-6?
A16: Approximately 30 ft for each stack.
Q17: Section 5.5.1.7 states "The Contractor shall also provide and replace circuit breakers, electrical safety disconnect boxes, AC feeders/extensions, cables, conduits, or other components as necessary if they are determined to be in poor condition." This is a very broad scope requirement. Can the Government please additional details or estimated quantities of electrical components that may require repair or replacement if in poor condition.
A17: All 42 drivers (6 per stack) have been tested with a multi-meter and have tested lower than the acceptable limit per TO and will need to be replaced.
Q18: During the site walk, it was observed that there was a service disconnect at each RSS. Can the
Government please confirm that there is no electrical scope between the service disconnect and the AC power source for each RSS?

Q19: Can the Government please provide the locations of each CCS on a map figure for the purposes of understanding the location of each CCS in relation to each RSS?
A19: Attached on Amend 001 Attch. 1.
Q20: What is the power source available at each CCS and RSS? What size circuit breaker feeds each power source?
A20: Each stack has 4 car batteries (Pro Select: Deep Cycle Series is a similar make and model) and a solar panel.
Q21: UPSs for each CCS typically require a 110V 30A receptacle and circuit breaker. Can the Government confirm that each CCS location is equipped with a 110V 30A receptacle and circuit breaker? If no, will the
Contractor be required to install one?
A21: All locations for CCS have a 110V outlet available. A ticket will be created for CE to determine that circuit breakers meet the standard above.
Q22: During the site walk, it was observed that there were two radios installed at some of the RSSs. What is the purpose of the second radio?
A22: Stacks 1, 4, and 5 currently have two radios installed. Per Federal Signal direction, multiple radios can be installed to increase coverage and reliability. The reasoning for only select stacks having multiple radios is unknown.
Q23: Please provide as-built drawings of the existing Giant Voice System including CCSs, RSSs and radio frequencies.
A23: Coordinating with MSgt Petz in CE Engineering Flight and looking through Share Drive documents to locate drawings for buildings 2060, 2140, and 2249 in addition to all 7 stack locations.
Q24: Please provide pictures of the inside of the highest (third) box mounted on RSS #4.

RFP is hereby extended from 25 July 2025 at 10:00AM PST until 5 August 2025 at 10:00AM PST.
Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
